Short answer: An unavailable player does not automatically free a roster place, change a team’s roster limit, or prevent another eligible player from substituting during a game. Roster limits govern who may be listed and take part in team activities; playing rules govern who may enter the field. The specific roster rules depend on the governing body, division, and season.
Does an injured player free up a roster spot?
Not automatically. Under NCAA Division I Bylaw 17.2, a sport must stay within its roster limit through the end of the academic year or playing season, whichever is later. After the roster submission deadline, a student-athlete generally must be included on the submitted roster to participate in countable, required, or voluntary athletically related activities.

There are defined exceptions, but routine game-week unavailability—whether from injury, illness, suspension, or another cause—does not by itself establish permission to add a replacement. The relevant condition and timing must fit the rule.
When a post-deadline replacement may be permitted
Bylaw 17.2.5 lists specific situations, including:
- A medically documented season-ending injury or illness after roster submission but before the first contest used for championship selections. This exception is administered by member conferences.
- A fall-sport student-athlete’s withdrawal from the institution between regular academic terms. Leaving the team while remaining enrolled is not the same condition.
- Exhausted eligibility at or between terms before the next championship-segment opportunity.
- Permanent ineligibility resulting from an NCAA violation.
- Entry into a professional draft while enrolled full time.
The injury exception is especially time-bound: the text does not create a general right to replace a player injured after the roster deadline during the playing season. For an individual case, the school must identify the applicable provision and satisfy its conditions.

What does the 105-player limit mean?
For covered NCAA Division I programs, the adopted football roster limit is 105, effective beginning in academic year 2027–28. The adopted table applies to institutions that are members of a defendant conference or opt in to the House settlement framework. It is not evidence of one universal limit for every NCAA division, conference, or college football team. See the NCAA Division I Proposal 2026-73.
The 105 figure is a submitted-roster limit, not proof that only 105 players may dress or be active on a particular Saturday. The cited framework does not establish a separate universal game-day active list or dress limit. To answer for a particular team, check its governing body, division, conference, and season.

Can a team replace a player after the roster deadline?
Only when a specific replacement rule applies. A post-deadline roster change is different from substituting a player during a game: the former concerns roster eligibility and participation in team activities; the latter is governed by football playing rules.

A player replaced at midyear may continue practicing and competing in the second academic term through the end of the season, including postseason play. The replacement generally may not participate in team activities or receive competition-related travel expenses until the season ends, subject to the bylaw’s allowance for certain individual activities after enrollment and class attendance. The relevant provisions are in NCAA Division I Bylaw 17.2; the exhausted-eligibility language was updated in NCAA Proposal ER-2026-7.

Can a team substitute for an injured player during a game?
Yes. Teams may substitute eligible players between plays under the playing rules. An injured player’s roster place does not have to be legally freed through a roster transaction before another eligible rostered player can enter. A roster absence therefore does not itself suspend or expand the ordinary substitution rules.
Too many defenders after the two-minute timeout
A specific NCAA interpretation addresses a defensive substitution foul after the two-minute timeout in either half. If 12 or more defenders participate in a down, the offended team may choose a game-clock reset to the time at the snap, along with the substitution-foul penalty; the clock restarts on the next snap. If the twelfth defender is trying to leave but remains at the snap without influencing the play, the ordinary five-yard penalty applies without that clock adjustment. This is a rule for that specific situation, not a general restriction on roster size or substitutions. See the NCAA’s October 16, 2024 interpretation.

How to assess a specific team’s situation

- Timing: Check when the roster was submitted and whether the absence occurred before the first championship-selection contest, between academic terms, or before the season ended.
- Reason: Determine whether the facts meet a defined replacement condition, including any required medical documentation or conference administration.
- Type of change: Separate a roster replacement from an on-field substitution; they are governed by different rules.
