House Oversight Asks HHS to Review Contractors Over ‘Biased’ Alcohol Study

On September 24, 2026, House Oversight Committee Chairman James Comer asked the Department of Health and Human Services (HHS) to review Synergy Enterprises and members of a Scientific Review Panel over publication of information connected to the federal Alcohol Intake and Health study. The committee asked HHS to consider possible remedial, disciplinary, contractual or legal action, including potential debarment. That is a request to review alleged misconduct—not a reported finding or punishment.

What did the committee ask HHS to do?

In a September 24, 2026 release, the House Oversight Committee said its review indicated that Synergy and panel members may have violated contract obligations by publishing government-owned study information without authorization. Comer asked HHS to review the matter and decide whether action was appropriate. The release does not establish that HHS accepted the committee’s interpretation or imposed a penalty.

Comer described the committee’s position this way: “Based on the Committee’s review, by publishing data and information gained from the AIH study without authorization, it appears that Synergy and the SRP members violated their contract obligations with the federal government.” The conditional wording matters: this is the chairman’s characterization of the committee’s review, not an agency or court determination.

Why does the committee call the study ‘biased’?

The committee’s January 7, 2026 report alleged that the Alcohol Intake and Health (AIH) study duplicated work Congress had authorized the National Academies of Sciences, Engineering, and Medicine (NASEM) to conduct. It also alleged that the interagency study group had a predetermined goal. Those are conclusions in an investigative committee report; the available information does not establish them as independently adjudicated findings.

The September request raises a related but distinct issue: whether contractors were permitted to publish study information and data. The committee’s bias allegations concern the study’s design or process; its publication allegation concerns possible contract restrictions. Neither allegation, by itself, determines whether the study’s scientific conclusions were sound.

What was the AIH study meant to examine?

The study was commissioned under the Biden administration through the Interagency Coordinating Committee on the Prevention of Underage Drinking (ICCPUD), convened by the Substance Abuse and Mental Health Services Administration (SAMHSA) within HHS. SAMHSA contracted with Synergy, which in turn made consulting agreements with panel members. The work was intended to examine alcohol intake and health and potentially inform the 2025–2030 Dietary Guidelines for Americans.

SAMHSA describes the planned work as covering:

  • Chronic alcohol use and health conditions.
  • Alcohol use and injury risk.
  • Lifetime alcohol-attributable mortality and morbidity.
  • The U.S. burden of disease related to alcohol intake and health.

A BMJ Open publication records a protocol for a systematic review and modelling study. A protocol describes planned methods; it should not be treated as a complete account of final published results.

How does the ICCPUD work relate to the separate NASEM study?

Both efforts concerned alcohol and health in the context of the federal dietary-guideline process, but they were distinct undertakings. The committee report says Congress authorized NASEM to conduct a study for the 2025–2030 guidelines and allocated $1.3 million for that work. That figure is the committee report’s account of NASEM funding; it is not the amount paid to Synergy or a measure of any alleged loss.

What was published, and how have the parties described the dispute?

The September 2026 request followed publication of AIH-related work in outside scientific journals. The Associated Press reported that a related publication appeared in June 2026. Its account described researchers defending their work and the committee criticizing the process. The disagreement over authorization and process should not be collapsed into a finding that publication was unlawful or that the study’s conclusions were false.

Did the study determine the federal dietary guidance?

No single report was described as the sole basis. The AP reported that HHS said the Dietary Guidelines considered the AIH study alongside the broader evidence base, rather than relying on it alone. That is HHS’s account of how the guidelines were developed; it does not resolve the committee’s separate allegations about study design or publication authorization.

Has anyone been punished?

The material available for this article does not establish whether HHS responded to the September 24 request, made a contract finding, or imposed a sanction. Debarment was listed as a potential action for HHS to consider, not as an action already taken. The committee’s request and allegations should therefore not be reported as a completed punishment.
