Planning hourly floor = required annual revenue ÷ realistic annual billable hours

The result is a minimum planning figure. It tells you what each billable hour must earn to fund your pay target, costs, and reserve. It does not tell you what the market will pay, and it is not a tax calculation. The steps below show how to build each part so you can check every assumption.

Step 1: Define the revenue you need
Required annual revenue is the total your business must bring in before any client pays you a cent of profit. Build it from four parts, and define each one before you enter a number:

- Target take-home pay. The amount you want to keep as personal income after tax. Keep this separate from business profit so the tax step does not count it twice.
- Tax allowance. The tax you expect to pay on your profit. If you enter an effective tax rate on profit, the profit you need is take-home ÷ (1 − effective rate). If you add the same percentage to take-home pay instead, you will undershoot, because tax is taken out of profit, not out of a figure you already reduced.
- Operating expenses. Costs you pay to deliver client work that clients do not reimburse (see the list below).
- Buffer (optional). A reserve for slow months, equipment replacement, or unpaid admin. Decide whether it is a share of revenue. If it is, divide by (1 − buffer share) rather than multiplying, so the buffer is a true share of the revenue you collect.
Put together:
Required revenue = [take-home ÷ (1 − tax rate)] + operating expenses, then ÷ (1 − buffer share) if you use a buffer
Worked example
The figures below are illustrative assumptions, not benchmarks or tax determinations. A 25% effective tax rate is a placeholder you would replace with your own estimate.
| Line | Value | How it is calculated |
|---|---|---|
| Target take-home pay | $80,000 | Entered by you |
| Profit needed after tax | $106,667 | $80,000 ÷ (1 − 0.25) |
| Operating expenses | $12,000 | Annual, not reimbursed by clients |
| Required revenue (no buffer) | $118,667 | $106,667 + $12,000 |
| Workable weeks | 48 | 52 weeks minus 4 weeks of leave and holidays |
| Available hours | 1,920 | 48 weeks × 40 hours |
| Billable share | 60% | Illustrative assumption |
| Billable hours | 1,152 | 1,920 × 60% |
| Planning floor | $103.01 per hour | $118,667 ÷ 1,152 |
| Floor with 10% buffer on revenue | $114.45 per hour | $118,667 ÷ 0.90 = $131,852; ÷ 1,152 |
Step 2: Estimate billable hours honestly
The denominator must count hours you can invoice, not hours you are at a desk. A common shortcut multiplies 52 weeks by 40 hours to reach 2,080 hours. That figure ignores leave, sick days, and every task that does not bill a client. In the example above, 2,080 theoretical hours shrink to 1,152 billable hours, which is 55% of the theoretical total. Using 2,080 would produce a rate of about $57.05 per hour, which would leave the business short of its target.

- Workable weeks. Subtract planned leave, public holidays, and weeks you expect to be unavailable for work.
- Available hours per week. Use the hours you can realistically work, not the hours you wish you could.
- Billable share. Subtract time spent on administration, marketing, proposals, bookkeeping, professional development, and client communication that is not invoiced.
Upwork describes 60% billable and 40% non-billable time as a typical breakdown in its rate-setting guidance. That is one platform’s general guidance, not a measured statistic for freelancers as a whole. Track your own time for a few weeks before you rely on any share, and use the figure your records support.

Step 3: Cover the costs you actually carry
Operating expenses are the costs of doing the work that a client does not repay. Typical items include:
- Business insurance, such as professional liability or equipment cover
- Software subscriptions, licences, and domain or hosting fees
- Equipment and its depreciation or replacement
- Office or coworking costs, if they are not part of your home-office arrangement
- Marketing and advertising
- Health insurance, where you pay it yourself
- Professional fees for accounting or legal advice
Upwork’s guidance identifies several of these as relevant to rate-setting. Whether a given cost is tax-deductible depends on your jurisdiction and your use of it, so keep the operating-expense figure for pricing purposes and check deductibility separately.
Step 4: Handle tax as a separate assumption
Keep tax out of your expense list. It belongs in the tax allowance from Step 1, and it can be much larger than self-employment tax alone. The guidance below covers two jurisdictions. It does not provide a tax model for every country, so localise these figures or check them with a qualified adviser before you publish jurisdiction-specific numbers.
United States
The IRS states that self-employment tax is 12.4% Social Security plus 2.9% Medicare, or 15.3% combined. Generally, 92.35% of net self-employment earnings is subject to the calculation. On that basis, the combined rate works out to about 14.13% of net self-employment earnings, before the annual Social Security wage base limit is applied, and that limit changes each year. Medicare applies to all net earnings, and Additional Medicare Tax can apply above filing-status thresholds. Self-employment tax is only one part of the picture; federal and state income tax are calculated separately.

United Kingdom
HMRC says self-employed people can deduct allowable expenses when calculating taxable profit, and should keep records that support those expenses. Deductibility is rule-specific, so do not assume every operating cost in Step 3 reduces your taxable profit.
Step 5: Decide whether you are a contractor or an employee
An hourly rate calculator cannot tell you whether a working arrangement is contractor or employment. The Internal Revenue Service states: “The keys are to look at the entire relationship and consider the extent of the right to direct and control the worker.” If you hire people on a contract basis, that classification question must be answered from the whole working relationship, not from the way the rate is calculated.

A small team has to decide what the rate is meant to fund before it blends anything. Choose one target for each figure:

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Owner compensation: what each owner must take home
- Team payroll: what the people who deliver the work cost, including any employer obligations
- Business revenue: the total the company needs to cover its costs and pay its owners
- Margin: the surplus kept in the business for growth or reserves
Once the target is defined, calculate the floor per person using that person’s own billable hours. The sources reviewed for this article do not establish a single correct method for allocating shared costs across a team, so pick one allocation approach, write it down, and apply it consistently. Do not present a blended team rate as a universal formula.

Step 7: Compare the floor with market rates
Compare your calculated floor with rates for comparable work, using the same skill level, experience, location, specialisation, and scope. Upwork recommends researching rates by similar skills, experience, and location, and notes that a profile rate can differ from the rates in your contract history. Treat a market comparison as a sanity check. It does not prove that every freelancer can charge the same rate.
If your floor is above the rates you can realistically win, the gap is a planning problem, not a reason to hide the number. The usual levers are:
- Client mix: moving toward clients who pay more or who need less support
- Specialisation: narrowing the service so it can be priced at a higher value
- Utilisation: raising the billable share by reducing non-client work
- Scope: defining deliverables more tightly so revisions and change requests are priced
- Expenses: cutting costs that do not affect delivery quality
- Target pay: revising the take-home goal to match what the market supports
