Horizon Bank’s Building & Contents Plus stands out for a 25% building safety net above the selected sum insured and up to two years of temporary accommodation after a covered event. Those features may matter if a home is damaged, but they do not establish that the policy is good value: premiums, excesses and detailed terms depend on an individual quote and policy documents.
Horizon Bank distributes the insurance, which is issued by Insurance Australia Limited under the CGU brand. This review explains what the bank’s public summary says, where its limits are, and what to verify before choosing Plus.

What Building & Contents Plus adds
Horizon Bank says its Plus option adds three main benefits compared with standard Building & Contents cover. The product page is undated; these descriptions are attributed to Horizon Bank and were accessed in 2026.

| Feature | Building & Contents Plus | Standard Building & Contents | What to verify |
|---|---|---|---|
| Building safety net | 25% above the building sum insured for repair or rebuilding after a covered event | No equivalent safety net stated on the product page | How the safety net is applied, what costs qualify and its conditions in the PDS |
| Temporary accommodation | Up to two years if the home cannot be lived in after a covered event | Up to 12 months | Eligibility, limits, covered circumstances and when the period starts |
| Some inclusion limits | Higher limits on some inclusions, including food spoilage and landscaping | Lower limits implied, but exact figures are not stated on the product page | The actual sublimits in the PDS and Certificate of Insurance |
The 25% safety net is an additional buffer, not a substitute for choosing a suitable building sum insured. Horizon says its calculator is a guide and the customer is responsible for insuring the home for its full replacement value. It also says that if the insured amount exceeds the cost to repair, replace or rebuild, CGU pays the actual cost of that work.

What the public summary says is covered
Horizon’s product page lists cover for a range of events and expenses, including theft and vandalism, flood, rainwater run-off, storm, storm surge, tsunami, fire including bushfire, rebuilding after a covered event, temporary accommodation and emergency repairs. It also identifies visitors’ belongings up to $2,500 and some legal liability up to $20 million.
These are summary-level descriptions, not a guarantee that a particular loss is covered. The applicable PDS and Certificate of Insurance set out the terms, exclusions, excesses and limits for the policyholder’s cover.

Optional and Plus-tier features
The page identifies accidental damage, valuable contents, motor burnout and portable contents among the available features. Horizon says accidental damage can be added to the standard policy and is automatically included if the customer upgrades to Building Plus. Check which insured section a feature applies to and its exclusions before relying on it for a particular claim.

- Sea-related damage: Horizon says actions of the sea, such as tides and waves, are not covered.
- Portable contents: The summary describes cover for loss, theft and accidental damage, with a default limit of up to $10,000 per item unless the item is separately listed for more. Other limits, exclusions and geographic qualifications apply.
- Motor burnout: The stated feature is limited to motors up to 15 years old and excludes motors under warranty or used in a business.
- Accidental damage while in use: Sporting and fishing equipment, musical instruments and firearms are excluded from accidental-damage cover while in use. Further activity-specific portable-contents exclusions are also listed.
- Excesses: An excess may apply; check the Certificate of Insurance for the amount and when it applies.
Is the 25% safety net enough?
It can provide a margin above the selected building sum insured if repair or rebuilding costs after a covered event exceed that amount. But the buffer does not make an inaccurate estimate harmless: Horizon places responsibility for full replacement-value cover on the customer, and the safety net has policy conditions that need checking.

Use the calculator as a starting point, then consider whether the estimate accounts for the home’s construction and the cost of rebuilding it. Confirm how the PDS treats the safety net and whether structures or features important to your property are included in the building cover. The online summary does not establish every detail needed to calculate an appropriate sum insured.
Repairer choice and claims
Horizon says customers may choose their own repairer. If they do not use a CGU partner repairer, CGU will not guarantee the completed workmanship or manage the repairer’s timing or quality, and will pay only what it considers the fair and reasonable cost of the repair. The page says CGU provides a lifetime workmanship guarantee for authorised repairs, so the guarantee should not be assumed to apply to every repair arrangement.

Who issues the policy, and what does the bank disclose?
Horizon Bank distributes the cover and says it acts under its own Australian Financial Services Licence and an agreement with the issuer. Its Financial Services Guide, effective 23 April 2025, identifies Insurance Australia Limited as the provider under the CGU brand and says Horizon receives commission of 5% to 25% of the premium paid for each insurance policy. That is the bank’s disclosed distribution commission; it does not establish anything about a publisher referral arrangement.

How to compare it with another home policy
No premium is stated on the public product page, and a suitable price comparison requires an individual quote. Compare policies using the same property details and cover settings rather than treating a headline feature as a verdict.
- Price: Compare quotes for the same address, building construction, contents, sum insured, excess and optional covers.
- Sum insured: Check the replacement-cost estimate, how any safety net works and which structures and contents are included.
- Events and exclusions: Compare the wording for flood, storm, bushfire, actions of the sea and accidental damage, along with any waiting periods.
- Sublimits: Check valuables, portable contents, food spoilage, landscaping, visitors’ property and temporary accommodation.
- Claims and repairs: Compare repairer choice, workmanship guarantees, emergency support and how repair costs are assessed.
- Excess and eligibility: Use the quote and Certificate of Insurance; the general product summary does not establish these for an individual policy.
What CHOICE’s separate review can—and cannot—tell you
CHOICE’s accessible review is for Horizon Bank Home Contents Plus for strata owners, a distinct contents product rather than the combined Building & Contents Plus policy discussed here. CHOICE describes that strata product as a standard sum-insured white-label IAG policy and says its cover is identical to policies sold by other brands in its comparison, though prices may differ. CHOICE says the page has no expert rating.
CHOICE lists details for that strata contents product including up to $20 million liability, a 14-day flood waiting period, and temporary accommodation up to 24 months or 20% of the sum insured. Those figures should not be treated as terms of the combined policy without confirmation in its PDS. A CHOICE search result also characterises the combined product as a sum-insured policy with a 25% building underinsurance safety net, but the full comparison page was unavailable; it does not establish a score, price or full policy details.
Do these 3 things before closing this tab:

The bank’s summary is useful for identifying headline features, but it cannot answer every policy-specific question. The linked CGU PDS was not accessible from the product page during review, so exact combined-policy sublimits and detailed contract terms could not be verified here.
Quick Recap
- Read the current PDS for the combined buildings-and-contents policy, focusing on definitions, exclusions, event cover, excesses, sublimits and temporary-accommodation conditions.
- Check the Certificate of Insurance for your selected sum insured, excess, optional cover and any listed items or endorsements.
- Get a quote using your actual property and contents details; the public summary does not provide an individual premium.
- Ask the insurer to clarify any term that affects your decision, particularly the safety-net calculation, repairer arrangements or a specific item’s limit.
