Former Haryana chief minister and Leader of the Opposition Bhupinder Singh Hooda says Haryana’s chief minister should raise the Sutlej-Yamuna Link (SYL) canal issue when visiting Punjab. Hooda also alleged that Haryana was receiving less water from the Bhakra Beas Management Board (BBMB) than it had previously. Those claims are attributed to Hooda in a Hindustan Times report published October 3, 2026; the report does not independently verify them.
What Hooda said about the SYL issue
Hooda criticised Haryana’s chief minister for visiting Punjab without raising what he described as Haryana’s water rights. He linked that complaint to the unresolved SYL canal issue, saying the state was not receiving its earlier share of BBMB water, let alone SYL water.

The Hindustan Times report quoted Hooda as saying: “There is no representative from Haryana in the BBMB’s irrigation department. As a result, Haryana is not even getting the share of water it used to receive earlier, let alone SYL water.” This is Hooda’s allegation as reported by the newspaper, not an independently checked transcript or confirmation of BBMB staffing or water deliveries.
Where and when he made the remarks
The report says Hooda made the remarks during a visit to Sonepat, where he had gone to offer condolences to the family of former MLA Surender Panwar following the death of Panwar’s father, Dalip Singh Pawar.

What the report establishes—and what it does not
The report establishes that Hooda publicly called on Haryana’s chief minister to raise the SYL issue during visits to Punjab and that he made a broader complaint about BBMB water and representation. It does not establish the current legal status of the SYL dispute, official water allocations, actual deliveries to Haryana, representation in BBMB’s irrigation department, or the merits of the parties’ positions. Those questions require current court and government records; Hooda’s reported remarks alone are not evidence resolving them.
