Honolulu Civil Beat reported in October 2026 that the IRS had already reviewed 2,036 vehicle-detection files recorded from May through September 2026, and that the data was still in the agency’s hands when the story was published. The department’s written ALPR policy has not yet been replaced, so the new no-sharing position is an announced direction rather than a rule that can be read in the current policy text.
What the IRS reviewed
According to the Civil Beat report, the files covered detections from 10 fixed cameras in Waikīkī and 60 mobile cameras used around O‘ahu. Each record contained license-plate information, a vehicle image, and the date, time, and location of the detection. The reporting does not say how many of the 2,036 files were tied to a specific person or what the IRS did with them, and the IRS did not respond to Civil Beat’s questions about how it used the vehicle information.

The agreement was a memorandum of understanding signed by then-interim Chief Rade Vanic in September 2025 and co-signed by the IRS in December 2025. Vanic said IRS Criminal Investigation requested the MOU and that internal stakeholders had a chance to weigh in. Civil Beat reported that Vanic signed without the knowledge of the Honolulu Police Commission or City Council members.

Lazar, who took office July 2, 2026, ended the arrangement. He said it was the only HPD license-plate data-sharing agreement he knew of and that it did not fit his vision for the department. Council member Tyler Dos Santos-Tam said the agreement had never been raised with the council, which he argued should be the forum for discussing and approving agreements of this kind. Commission chair Laurie Foster said the commission would seek assurance that the new position is followed.
The reporting did not reproduce the memorandum, so its full terms, including what access it granted and what safeguards it contained, cannot be confirmed from the coverage alone.

As summarized in the reporting, the policy makes three points that matter here:
- Purpose. The system is for official law-enforcement purposes.
- Retention. Downloaded data is purged after 90 days unless it has become evidence in a criminal or civil action, or is subject to a lawful action to produce records.
- Sharing. ALPR data may be provided to a requesting law-enforcement agency or its personnel only with the approval of the Chief of Police or a designee.
The sharing clause is an approval mechanism, not a ban. Under the written rule as it stands, the question is who approves a request and whether the approval is made, not whether sharing is permitted at all. That is why the chief’s announced direction matters: it would change how that approval step is used, but it does not appear in the text of Policy 4.57 as summarized in the reporting.

Taken together, the audit and individual-access items are described as planned practice. Neither should be treated as an established requirement until the replacement policy is published and says so.

Camera deployment and the Flock trial
Civil Beat reported that HPD operates 70 Motorola cameras: 10 fixed cameras in Waikīkī and 60 mounted on patrol vehicles. The mobile program has been running since 2012. These are institutional police systems, and the reporting does not describe them as consumer products.
HPD also ran a Flock camera trial between September and December 2025 with three cameras, then returned the equipment without signing a contract. The department asked that the pilot data stay internal, and it said a review of its portal found no pilot data remained. Lynch’s remarks about the vendor were blunt: “We’re not touching Flock,” and “We’re avoiding Flock like the plague.”

The reporting also says a city ordinance limits static cameras to Waikīkī and Chinatown, and that HPD is looking to work with the council to expand that capability. HPD has published notice that it wants to activate ALPR capability on 20 cameras already installed in Chinatown. The 10 Waikīkī cameras were expected to be considered for overt use during the Honolulu Marathon in December 2026. Neither the ordinance language nor any later council action was reviewed in the reporting, so both should be checked against current city records before being relied on.

Wookie Kim, legal director of the American Civil Liberties Union of Hawaiʻi, said the episode “really underscores the importance of making sure that safeguards are in place for data storage and sharing when these technologies are deployed locally.” Her central concern was aggregation rather than any single photo: “It’s not an instance of just a single observation by a police officer of someone’s whereabouts or conduct,” Kim said. “It’s the kind of creation of this database that can be mined to piece together a picture of someone’s life and their whereabouts.”

What is still unresolved
- The agreement itself. The memorandum has not been published in the reporting, so its exact access terms are unknown.
- The IRS-held files. The reporting says five months of data remained with the IRS when the story ran. Whether those files have been deleted, retained, or restricted after access ended is not established.
- The replacement policy. HPD had not published its public-facing policy at the time of reporting, so it is not yet clear whether the final text will match the chief’s no-sharing position.
- Council action. Changes to fixed-camera rules in Chinatown or Waikīkī, and any Marathon-related use, depend on council decisions that were not yet confirmed.
Anyone trying to confirm whether their own plate was in the set should start with HPD’s public records process and the individual-access practice Lynch described, since the reporting does not describe how a request would be made.
Taken with the 90-day purge and the approval requirement in Policy 4.57, the open questions above are the parts of this story most likely to change over the next few months.
