The better choice depends on your actual compensation, likely rent, tax residency, work-pass eligibility, household needs and preferred daily environment. Compare those specifics before comparing citywide averages: the latest population figures use different dates, and the available cost data do not support a like-for-like claim that one city is cheaper.
Where should you work — Hong Kong or Singapore?
Start with the particular job and life you would have in each place, not a reputation-based ranking. A useful comparison puts the same annual compensation package, housing arrangement and household assumptions against each option. It also checks whether you can get the relevant work authorization and whether the daily routine suits you.

Scale offers context, but not a verdict. Hong Kong’s provisional population estimate was 7,510,800 at the end of 2025, up 10,200 (0.1%) from the end of 2024, according to the Hong Kong Census and Statistics Department’s 2026 release. Singapore’s Department of Statistics reported a total population of 6.21 million as of June 2026. Because the reference dates differ—and Hong Kong’s estimate was provisional at publication—these are not synchronized measurements.
Which city will let you save more after rent and tax?
The available figures cannot answer that question for an individual. Hong Kong’s 2024/25 Household Expenditure Survey measured average household spending within Hong Kong; the evidence does not include a Singapore survey using the same period, household categories and treatment of housing. Do not treat those Hong Kong averages as a direct comparison or as a forecast of your own bills.

What Hong Kong’s household figures do show
The Hong Kong Census and Statistics Department’s survey collected data from October 2024 through September 2025, with about 7,400 participating households. Average monthly household expenditure on food, consumer goods and services was HK$32,472. Housing accounted for 39.3% of total expenditure and food for 24.1%.
| Hong Kong household category | Average monthly expenditure | What the figure represents |
|---|---|---|
| All surveyed households | HK$32,472 | Food, consumer goods and services; 2024/25 survey |
| Private-housing households | HK$41,174 | Average monthly expenditure; 2024/25 survey |
| Public-housing households | HK$16,181 | Average monthly expenditure; 2024/25 survey |
| Hong Kong Island households | HK$45,334 | Average monthly expenditure; 2024/25 survey |
| Kowloon households | HK$28,434 | Average monthly expenditure; 2024/25 survey |
| New Territories households | HK$31,024 | Average monthly expenditure; 2024/25 survey |
These are different household and location groupings, not interchangeable estimates of the cost of a particular home or lifestyle. The department also cautions that comparisons with its 2019/20 survey need care because data collection for that earlier survey took place during the COVID-19 epidemic.
Rank #2
Hong Kong Talent Engage publishes separate indicative monthly estimates for private-housing renter households. For a single-person household, its estimates are HK$13,200 for housing and HK$5,100 for food; corresponding estimates for small households are HK$17,300 and HK$9,100, and for large households HK$20,100 and HK$12,600. These are indicative figures, not a tailored rental quote or budget.
Build a matched monthly budget
For each offer, price a realistic home in the neighborhoods you would actually consider, with a plausible commute and the right number of bedrooms. Then compare the same budget lines in both places: rent, utilities, food, transport, insurance or care costs, childcare or schooling if relevant, and savings. Keep employer-provided housing, bonuses and benefits separate from base salary so they are not counted twice.

How to compare take-home pay
A headline tax rate is not a take-home-pay calculation. The result depends on your income, tax residency, allowances, deductions and the applicable assessment year. Model the same compensation and household assumptions for both destinations using the relevant official rules or qualified tax advice.
| Jurisdiction | What the cited tax information establishes | What it does not establish |
|---|---|---|
| Singapore | The Inland Revenue Authority of Singapore says resident individual income-tax rates are progressive, with a current top rate of 24%. A non-resident’s employment income is charged at 15% or at resident progressive rates, whichever produces the higher amount. | A personal tax bill without the person’s residency, income and other applicable details. |
| Hong Kong | The Inland Revenue Department’s 2026–27 budget tax page describes a one-off reduction for the 2025/26 year of assessment: 100% of final tax, capped at HK$3,000 per case. The legislation was passed and gazetted on 22 May 2026. | A direct comparison with Singapore’s top rate or a projection of tax for a different assessment year. Budget measures can be year-specific, and measures requiring legislative amendments must be distinguished from enacted rules. |
For a meaningful comparison, use the same annual gross compensation, bonus assumptions, benefits, household status and deductions in each calculation. Confirm the tax-residency treatment and year that apply to you; do not infer which place leaves you with more money from the figures above alone.
Which work pass can you qualify for?
Work authorization depends on the individual profile and the destination’s rules. The available Singapore information describes the Employment Pass (EP) framework, but does not establish a matched Hong Kong comparison for a particular nationality, occupation, salary and family situation.
Singapore Employment Pass: salary first, then COMPASS unless exempt
Singapore’s Ministry of Manpower uses a two-stage EP eligibility framework. Applicants must meet a qualifying salary benchmarked to the top third of local professional, manager, executive and technician salaries by age. Unless exempt, they must also pass the points-based Complementarity Assessment Framework, or COMPASS, which ordinarily requires 40 points.
Best Value
- At the time the Ministry of Manpower information was accessed in 2026, the monthly minimum qualifying salary was S$5,600 for most sectors and S$6,200 for financial-services roles. The threshold increases with age.
- For new applications from 1 January 2027, the listed monthly minimums rise to S$6,000 for most sectors and S$6,600 for financial services, also with age-related increases.
These are Singapore thresholds, not a general measure of how easy or difficult it is to work in either city. Check the current official eligibility criteria against your age, sector, salary, employer and any applicable exemption before relying on them.

Two World Bank indicators offer limited context, not a broad ranking of healthcare or personal safety. In 2024, life expectancy at birth was 85.393 years in Hong Kong and 83.346 years in Singapore. In 2023, intentional homicide rates were 0.376 per 100,000 people in Hong Kong and 0.069 per 100,000 in Singapore.
Life expectancy is a population-level outcome, not a measure of an individual’s access to care, coverage or likely experience. Homicide captures only one category of crime; it does not represent most crime or how safe a person feels. The different reference years and narrow scope mean these figures cannot establish an overall safety or healthcare winner.
What should you investigate about daily life?
Transit convenience, commute times, school costs and outcomes, healthcare access, climate comfort and outdoor recreation may matter more than a citywide average. The figures above do not provide a current, comparable basis for ranking Hong Kong and Singapore on those dimensions. Evaluate them for the particular neighborhood, employer and household you are considering.
- Commute: Check door-to-door routes and times from realistic housing options to the workplace, including the days and hours you expect to travel.
- Family needs: Identify likely childcare or school options, admissions requirements, fees and travel time for your children’s ages and circumstances.
- Health needs: Confirm how your employer’s coverage, local eligibility and any ongoing care needs would work in practice.
- Everyday fit: Consider language environment, climate, recreation and preferred pace as personal requirements to investigate, not proven city rankings.
A practical decision checklist
- Normalize the offers. Compare base pay, expected bonus, benefits, housing support and any other compensation on the same annual basis.
- Price the likely home. Use current listings for the same household size, acceptable commute and neighborhood type rather than relying on citywide averages.
- Estimate net income. Apply the right tax residency, assessment year, allowances and deductions to both offers.
- Check authorization. Verify eligibility for your nationality, occupation, salary, employer and dependants under the destination’s current rules.
- Test household fit. Add the costs and practical requirements most relevant to your family or personal circumstances.
- Compare the daily routine. Assess commute, care, education, climate and recreation for the specific places you would live and work.
Population figures and tax or pass rules can change. The population dates and survey period above are stated with their figures; for a decision, confirm applicable rules and estimates with the relevant government agency at the time you apply or move.
