A Home Office tool that summarises asylum interviews failed accuracy standards in 45 of 203 primary expert spot-checks, according to figures reported by The Independent on 8 October 2026. That is about 22% of the checked summaries—not proof that one in five of every summary generated is inaccurate. The figure comes from a sample of checks after rollout, and should not be confused with the Home Office’s separate 2024 pilot finding that 9% of summaries were judged inaccurate or incomplete and removed before use.
What the Home Office’s asylum AI tools do
The Home Office trialled two different tools in small pilots between May and December 2024. Neither was designed to decide asylum claims.

- Asylum Case Summarisation (ACS) uses a large language model to summarise asylum interview transcripts for decision-makers. In the pilot, the summary was intended to help a decision-maker become familiar with a case.
- Asylum Policy Search (APS) is a chat-based search assistant that finds and summarises country policy material, including Country Policy Information Notes and Country of Origin Information Requests. Pilot users were expected to consult the underlying source material.
The Home Office’s evaluation, published 29 April 2025, said the tools were intended to support efficiency and could not replace any part of the decision-making process. A Home Office spokesperson later told The Independent: “Asylum decisions are made by trained decision-makers, not artificial intelligence.”

The 45 failures were found among 203 summaries that subject matter experts reviewed once after rollout, according to The Independent’s October 2026 report. The calculation is approximately 22%. Nineteen more summaries in that set were flagged for additional review.

- 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
This is a result for reviewed outputs, not an error rate established for every ACS summary. The reporting does not provide a full public account of how the operational spot-check sample was selected, so the result cannot be assumed to represent all summaries or all asylum cases.
The report also describes 56 second reviews, of which 30 were deemed sub-standard. Those are a separate set of review events: they should not be added to the 203 primary reviews to calculate a single failure rate. The 259 checks reported in total are not necessarily 259 distinct cases.

Why the 2024 pilot’s 9% is not a contradiction
The Home Office evaluation said 9% of ACS summaries produced in the pilot were judged inaccurate or to contain missing information. Those summaries were removed, and the cases continued through the usual process. The 9% and the later approximately 22% do not measure the same thing under the same conditions.
| Measure | What was checked | Result and qualification |
|---|---|---|
| 2024 pilot evaluation, published 2025 | ACS summaries produced during the small pilot; technical specialists reviewed them before use, and inaccurate or incomplete summaries were excluded. | 9% were judged inaccurate or incomplete. The cases proceeded through the usual process. Home Office evaluation |
| Post-rollout primary spot-checks reported in October 2026 | 203 ACS summaries reviewed once by subject matter experts; a subset of generated summaries, with the operational sampling method not fully public in the reporting. | 45 failed accuracy standards, about 22%; 19 more were flagged for further review. The Independent |
| Second reviews reported in October 2026 | A separate set of 56 reviews conducted a second time. | 30 were deemed sub-standard. This is not the overall failure rate and should not be combined with the primary-review denominator. The Independent |
The pilot’s screening process and later spot-checks occurred in different periods and used different review processes. The results raise a serious question about accuracy and oversight, but neither the sample result nor the pilot figure establishes what proportion of all live summaries is wrong or how many asylum outcomes were affected.

What is known about rollout and oversight
There is a dated change in the public account of ACS’s status. In April 2026, a parliamentary answer said the tool had not yet been operationally rolled out. The Independent reported in October 2026 that ACS had been made available to all decision-makers from April 2026. These are snapshots from different points in time, not necessarily incompatible statements.
Open Rights Group’s October 2026 briefing said its investigation found that only 0.3% of summaries generated between April and July had been checked by Home Office subject matter experts. It also said it found no quality assurance for generated ACS summaries or APS text. These are findings attributed to the organisation’s investigation, which drew on parliamentary answers, ministerial letters and freedom-of-information responses; they are distinct from the Home Office’s 2024 pilot evaluation.

The Independent reported an average of around 7,000 AI summaries generated per month at the time of its October 2026 article. An internal impact assessment from October 2025 had predicted 17,515 cases a month. One is a reported later average and the other a prediction; they are not interchangeable measures of actual usage.

What the pilot says about time saved—and what it does not
In the pilot, ACS users reviewed transcripts an average of 23 minutes faster than the comparison group. APS users saved an average of 37 minutes per case while researching country policy information, according to the Home Office evaluation. These are pilot estimates, not evidence that decisions improved or that the same savings occurred at operational scale.

The evaluation itself cautioned that the pilots were small, that participating decision-making units were not selected to represent all units, and that some measures relied on users’ self-reports. It found no apparent positive or negative impact on decision quality during the pilots, while saying more evaluation would be needed for a full rollout. That pilot finding does not establish the effect of later operational use.
What evidence would clarify the risks
The published figures leave important questions unanswered. The sources reviewed do not provide a comparable independent audit of all live outputs, a complete public explanation of the operational sampling method, or enough evidence to calculate how many asylum decisions may have been affected.
A clearer assessment would need to show how summaries are selected for checking, how accuracy failures and omissions are defined, what happens when a summary fails, and whether errors are corrected before a decision-maker relies on the material. It would also need to distinguish checks by Home Office staff from independent audits, and report findings in a way that makes the sample and denominator clear.
