He said it was under consideration, had sought action-taken reports from concerned deputy commissioners and would examine earlier proceedings before acting. The proposal concerns allotments involving forest land in tribal areas; it is distinct from the general framework for qualifying government waste land under the state’s Nautor Land Rules.
Has the Governor approved Nautor land allotments?
No approval or rejection was reported as of October 2, 2026. Hindustan Times reported that Gupta had sought action-taken reports from concerned deputy commissioners and would examine previous proceedings. That describes a review in progress, not a final order.

The report also described Revenue, Horticulture and Tribal Development Minister Jagat Singh Negi as pressing for approval of forest-land allotments. His advocacy and the Governor’s review are separate: the minister’s call does not establish that an allotment or exemption is legally authorized.
What does Nautor land mean?
Himachal Pradesh’s Nautor Land Rules, 1968 provide a framework for sanctioning use of qualifying government waste land. The rules list agriculture and horticulture among the permitted uses. The consolidated rules document surfaced as amended through December 2022; the applicable rule and approval process depend on the land and the competent authority. The state Revenue Department’s rules document is the reference for that general framework.

The current political dispute is narrower and legally distinct: it concerns proposed allotments involving forest land in tribal areas, including Scheduled Areas. A general rule for government waste land does not by itself resolve forest-law restrictions or authorize a particular allotment.
Why is the forest-land proposal still disputed?
Allotment advocates have argued that delay affects people seeking land for cultivation and horticulture. Negi has criticized the delay and pressed for action in Scheduled Areas, according to an ANI report carried by Devdiscourse on September 30, 2026. These are the minister’s arguments, not findings by a court or an agency.

The forest-law question matters because land designated as forest is not interchangeable with unencumbered government waste land. A prior Himachal Pradesh notification illustrates that any special treatment came with limits: on February 13, 2019, the state notified a limited, conditional and time-bound exemption from the Forest (Conservation) Act, 1980 for specified purposes in Scheduled Areas. The notification excluded specified protected areas and restricted trees on allotted land, among other controls. It is historical precedent, not proof of a current exemption or approval. The Forest Department notification sets out its terms.
How many applications are pending?
Hindustan Times attributed an estimate of roughly 20,000 pending applications at sub-divisional level to Negi. That is the minister’s reported figure, not an independently verified administrative count in the available coverage.

An earlier January 8, 2025 PTI report attributed to Negi a figure of 12,742 people described as eligible and discussed a requested two-year suspension. The two numbers should not be read as contradictory counts of the same backlog: one is a 2026 estimate of pending applications, while the older figure concerns people described as eligible. The next reported step was the Governor’s review of action-taken reports and earlier proceedings. The October 2 account did not provide a timetable for a decision or describe a final order. Because this is a fast-moving matter, the reported position may have changed after that date; any later Governor’s order or state notification would determine whether the proposal has advanced and on what terms.
