Himachal Pradesh has not published a full settlement date for all pending employee and pensioner arrears in the reports available on October 3, 2026. Leader of the Opposition and former chief minister Jai Ram Thakur urged the state to clear legitimate outstanding dues and publish a timeline. A separate October schedule covers only a portion of arrears for a defined group of pensioners.
What Jai Ram Thakur is asking the government to do
Speaking at a BJP Shimla Mandal cleanliness programme at Shimla’s old bus stand, Thakur said delays in payments were creating hardship for employees, pensioners and their families. He called on the state government to clear outstanding dues and set out a schedule for settling the remaining legitimate amounts, according to Hindustan Times’ October 3, 2026 report.

His demand is a political call for action, not a ruling that establishes the amount legally owed or when it must be paid. The reports do not give a complete settlement date for all employee and pensioner arrears.

Hindustan Times reported that the Himachal Pradesh Joint Employees’ Federation estimated in August 2026 that outstanding dues totalled around ₹12,000 crore. The federation’s estimate comprised ₹5,000 crore in dearness allowance (DA) arrears and ₹7,000 crore in salary and pension revision arrears. These are the federation’s claimed figures as reported by the newspaper, not independently audited or officially confirmed totals.

What pensioners are due in October 2026?
The October payment schedule is partial and applies to specified pensioners. In a September 22, 2026 report, The Tribune attributed the announcement to Chief Minister Sukhvinder Singh Sukhu and said a Finance Department notification followed. Hindustan Times also reported the percentages and eligible retirement period.

The reports do not state the rupee amount an individual pensioner will receive. They also do not establish that the announced payments had reached recipients by October 3, or provide a date for clearing the balance or other outstanding dues. The October schedule therefore should not be read as settlement of all arrears.

Thakur also raised sanitation workers’ dues
Thakur separately asked the government and relevant bodies to settle sanitation workers’ legitimate outstanding dues, saying their work should not be overlooked. The Hindustan Times report does not quantify those dues, say how many workers are affected, or give a payment date.
The newspaper attributed this statement to him: “Sanitation workers who keep Shimla clean every day are the backbone of the city’s civic system. The government and relevant bodies must ensure the timely settlement of all legitimate outstanding dues owed to these workers, who perform their duties under challenging conditions. The interests of the employees who clean the city’s roads, streets, and public spaces from early morning must not be overlooked.”
