They warn about different hazards. A Coastal Flood Advisory means minor coastal inundation is occurring or expected, usually affecting low-lying land, tidal waterways or vulnerable roads. A High Surf Advisory means large breaking waves are creating dangerous surf-zone or beach conditions, such as erosion, overwash or hazardous swimming.
The advisories can be issued together because one event can push water onto land while also producing powerful breakers. Read the active National Weather Service (NWS) message for the affected locations, valid times, expected water or wave conditions and local instructions; a label alone never contains the whole forecast.

At a glance: the practical difference
| Question | Coastal Flood Advisory | High Surf Advisory |
|---|---|---|
| Main hazard | Minor coastal inundation of land, often around low-lying areas, tidal waterways and vulnerable roads | Large breaking waves in the surf zone |
| Typical impacts | Water over land, nuisance flooding, flooded or impassable low spots and road closures | Dangerous surf, beach erosion, ocean overwash, waves reaching exposed areas and hazardous swimming |
| Where to focus | Shoreline communities, tidal creeks, bays, inlets and low-elevation roads | Beaches, jetties, rocks, piers and the breaking-wave or surf zone |
| Trigger | Local water-level and impact criteria | Local breaker-height and impact criteria |
| Can both be issued? | Yes, when flooding and surf hazards occur in the same event | Yes, with its own timing and impact description |
“Advisory” does not mean harmless. In the coastal-flood product, “minor” describes the expected flooding category; it does not make moving water safe to drive through. A high-surf event can be life-threatening to swimmers or anyone standing near an exposed shoreline even when no land flooding is forecast.

A Coastal Flood Advisory is issued for minor or nuisance coastal flooding that is occurring or imminent. NWS Wilmington, North Carolina, states that it is issued when minor coastal flooding is occurring or imminent within 12 hours. The water may come from elevated tides, storm surge, wave setup or another coastal process, depending on the event.

The expected water reaches land that normally stays dry. Commonly affected locations include low-lying neighborhoods, roads beside tidal rivers and creeks, waterfront parks, parking areas, marinas and other places with little elevation above the tide. Most major roads may remain open, but a short, low section can still flood and become unsafe or closed.
What “minor” describes
Minor is a category of expected impact, not a universal depth or a guarantee that every location will see the same water. An NWS coastal-flood explainer gives “usually for water levels 1-2 ft above ground” as a general illustration. That figure is not a nationwide threshold. Each forecast office sets criteria for its coastline, local topography, tide gauges and vulnerable infrastructure.
The message may therefore emphasize effects instead of a single depth: water covering low-lying roads, flooding around tidal waterways, or nuisance flooding in places that repeatedly experience high-water problems. The exact forecast water level, if provided, applies to the named area and valid period in that alert.

- Low-elevation roads: Salt water can cover a dip, bridge approach or causeway before nearby higher roads are affected.
- Tidal waterways: Banks, trails and properties next to bays, sounds, inlets and tidal rivers may flood first.
- Waterfront facilities: Docks, boat ramps, lots and parks can become inundated even when buildings remain dry.
- Roadside closures: Local authorities may close a road before the water reaches the forecast maximum. Follow those barriers rather than finding an alternative route through water.
Floodwater can hide a washed-out surface, move a vehicle or contain saltwater and debris. Treat a road closure or local emergency-management instruction as decisive, even if the water looks shallow.
What a High Surf Advisory means
A High Surf Advisory concerns large breaking waves in the surf zone and the effects those waves create along the beach and exposed shoreline. The product is used when conditions such as dangerous surf, minor beach erosion, minor ocean overwash or waves sweeping across exposed coastal areas are expected.

The surf zone is the area where incoming waves break. A wave-height number in the message refers to the breakers or surf conditions described by the issuing office; it is not a promise that every wave will be exactly that height. Individual waves can be larger, and the most dangerous place may be the shoreline edge, a jetty or a rock platform rather than the open water.
Typical high-surf impacts
- Swimming hazards: Powerful shorebreaks and rip currents can overwhelm swimmers, including strong swimmers who are close to shore.
- Beach erosion: Repeated breakers remove sand and can cut into dunes or narrow the usable beach.
- Overwash: Waves can run over a beach, dune or exposed road without producing broad tidal flooding.
- Exposed structures: Jetties, piers, rocks and seawalls can be overtopped or struck by unexpected waves.
- Debris and sudden surges: A wave can pull a person or object seaward, then follow with another breaker before escape is possible.
A beach that appears calm between sets can still be dangerous. The advisory applies to the forecast surf conditions during the stated period, not just to the largest wave seen at one moment.

There is no single national breaker-height threshold. The following published criteria show how much the trigger can vary by coastline:
| NWS office and area | Published criterion or description |
|---|---|
| Charleston, South Carolina | Breakers of 5 feet or larger in the surf zone |
| Wilmington, North Carolina | Breaking waves 6 feet or greater in the surf zone when beach erosion and/or minor ocean overwash are expected |
| Philadelphia/Mount Holly, Atlantic coast of New Jersey and Delaware | Wave breakers 8 feet or higher in the surf zone |
These are office-specific criteria, not competing definitions or a national average. A coastline with a different beach profile, tide range, wave climate or vulnerability can use a different number. Use the criterion and impact wording from the NWS office serving your location.
Why the thresholds are local
Two beaches can experience the same offshore swell and have different shoreline effects. A steep beach may produce a powerful shorebreak, while a broad, gently sloping beach may let waves run farther inland. Dunes, seawalls, inlets, tidal ranges, coastal orientation and the timing of high tide also change the result.

For that reason, forecast offices combine measurements and expected impacts. A High Surf Advisory may depend on breaker height plus erosion or overwash. A Coastal Flood Advisory may depend on a forecast water level relative to local flood thresholds and the roads or communities expected to be affected. Impact-based judgment can matter when a borderline value would still create a clear public hazard.

Do not substitute a threshold from another state for the one in your alert. A 5-foot criterion from Charleston does not define the product in New Jersey, and the 1-2-foot illustration in a coastal-flood explainer is not a universal rule.
Can both advisories be in effect at the same time?
Yes. A storm, strong onshore wind or large swell can produce breaking waves at the beach and raise water in low-lying coastal areas during the same period. The NWS can list both products in one coastal hazard message or issue separate alerts for overlapping zones.
When both appear, do not merge them into one generic “coastal” warning. Each product has its own What, Where, When and Impacts information. Surf may be most dangerous on an exposed beach, while flooding may occur along a tidal creek several miles inland or on a low road that is not visible from the beach.
September 2026 NWS examples illustrate the format. One message separately described breaking waves of 6–12 feet and up to one-half foot of inundation above ground in low-lying locations. Another described 4–7-foot surf and up to one foot of inundation. Those messages show how the hazards can coexist; they were event-specific examples, not permanent thresholds or current guidance for a future storm.

How to read an active advisory
- Identify the issuing office and zone. Confirm the county, coastal zone, shoreline segment or community named in the alert. Nearby beaches or roads can have different forecasts.
- Check the start and end times. Note whether the peak overlaps high tide, daylight travel, a planned beach visit or the time you expect to return.
- Read the “What” and “Impacts” sections. These explain whether the concern is inundation, breakers, erosion, overwash, dangerous swimming or another specific effect.
- Check the numbers in context. For flooding, look for forecast water level or inundation above ground and the places expected to flood. For surf, look for breaker height and any erosion, overwash or swimming language.
- Follow location-specific instructions. Road closures, beach closures, evacuation notices and detours from local emergency management take priority over a general travel plan.
- Recheck the message before setting out. Advisories are updated, extended or cancelled as conditions and observations change. An old screenshot is not a current forecast.
If the alert is a Coastal Flood Advisory
- Plan a route that avoids low-lying roads, causeways, tidal crossings and known nuisance-flood spots.
- Move vehicles, equipment and loose outdoor items away from locations that routinely flood.
- Allow extra time for closures and do not drive through water covering a roadway.
- Keep clear of fast-moving water near inlets, channels and overtopped banks, even if the flooding is categorized as minor.
If the alert is a High Surf Advisory
- Postpone swimming, surfing, wading and walking on exposed jetties, rocks or seawalls during the advisory period.
- Stay well back from the waterline and never turn your back on incoming sets.
- Respect beach patrols, barricades and posted closures; do not use a calmer-looking interval as evidence that conditions are safe.
- Watch children and pets closely and keep them away from unstable dunes, eroding edges and wave-washed structures.
If both products are listed
Plan for two separate exposure points. A low road may flood while the beach has dangerous breakers, so a route that avoids inundation can still end at an unsafe shoreline. Check both sets of impacts, choose higher inland access where practical and postpone nonessential coastal travel until the products expire or local officials reopen the area.

“Minor flooding means there is no serious risk.”
It means the forecast flooding fits the minor or nuisance category used by that office. Water can still close a road, damage property in a low spot or sweep a vehicle from the pavement. The category does not waive local closures or safe-driving rules.
“A High Surf Advisory is just a beach forecast.”
The surf is the trigger, but impacts can include erosion, overwash and waves reaching exposed roads or structures. A person standing on a jetty or seawall may face a greater immediate danger than someone farther back on the sand.
“The wave-height number applies everywhere.”
Breaker criteria are set by the responsible forecast office. The Charleston, Wilmington and Mount Holly examples differ because local coastlines and impacts differ. Use your own alert’s number and wording.
“If I do not see water in my neighborhood, the advisory is irrelevant.”
Coastal flooding is often highly localized. A road beside a tidal creek can flood while a nearby elevated neighborhood remains dry. Read the named locations and impact description rather than judging the entire county from one observation.

“One advisory replaces the other.”
They describe different hazards. When both are present, a coastal flood detail does not tell you how dangerous the surf is, and a breaker height does not tell you which roads will flood.
How to receive alerts when internet access is unreliable
An optional NOAA Weather Radio receiver with Specific Area Message Encoding (SAME) can broadcast NWS information and identify alerts by type and affected area. SAME lets a compatible receiver target selected counties or warning areas instead of sounding for every message in range. NWS does not endorse a particular receiver.
Radio reception is a way to receive the message, not a substitute for reading its details. When possible, pair the broadcast with the current NWS text, local emergency-management notices and official road or beach-closure information. Keep a battery-powered option available if coastal storms may interrupt electricity or mobile service.

A quick decision checklist
- Water on land or roads? Treat the information as a Coastal Flood Advisory issue and check inundation depth, low spots and closures.
- Large breakers, erosion or overwash? Treat it as a High Surf Advisory issue and stay away from the surf zone and exposed structures.
- Both descriptions? Make separate plans for flooding and surf; solving one hazard does not solve the other.
- Unclear location or timing? Read the current message from the NWS office serving the area and follow local officials rather than borrowing criteria from another coast.
The essential distinction is simple: a Coastal Flood Advisory is about coastal water reaching land, while a High Surf Advisory is about large breaking waves and their beach or surf-zone effects. The safest response comes from the detailed location, timing and impact language attached to the alert.
