Oregon’s Attorney General has explained that online delivery does not automatically exempt gambling from state law, but the 2025 opinion did not decide whether High 5’s specific sweepstakes model is lawful.
Can I play High 5 Casino in Oregon?
High 5’s published state-restrictions page does not list Oregon among the states where Sweeps Play is unavailable. The company says it uses geolocation to block access from restricted states. This means Oregon is not on the operator’s published restricted-state list; actual access remains subject to eligibility terms and the location check.

High 5 has a separate restricted-state list for Classic Free-to-Play. Do not use that list to infer availability for Sweeps Play, or vice versa.

Oregon Attorney General Opinion No. 8297, issued November 13, 2025, says that gambling is generally unlawful in Oregon subject to limited exceptions. It discusses statutory gambling definitions and online betting and casino-style games, but does not decide High 5’s model. A user’s ability to pass High 5’s geolocation check is not a government legal endorsement.
What Oregon law says about online gambling
The statutory test
Oregon Revised Statutes § 167.117(7) defines gambling in terms of staking or risking something of value on a contest of chance or future contingent event, under an agreement that someone will receive something of value on a certain outcome. Whether a particular activity falls within that definition depends on its facts and on applicable exceptions and other law. See the Oregon Revised Statutes, Chapter 167.

What the 2025 Attorney General opinion covers
The opinion addressed questions about online sports betting, fantasy sports betting, esports betting, and traditional games such as poker, blackjack, and slots. It concluded that those activities are not outside the statutory definition merely because they are offered through a website or app, when the relevant statutory elements are met. It also limits its scope and does not settle every question about whether an activity is specifically authorized by law.
That analysis is relevant context, not a direct finding about High 5. The opinion does not analyze High 5’s sweepstakes entry, coin-purchase, or redemption mechanics. Read Oregon Attorney General Opinion No. 8297 for its questions, reasoning, and stated limits.

How High 5 describes its service
High 5 Entertainment, LLC’s Terms of Use, version 45.0, dated June 26, 2026, characterize the service as entertainment using virtual coins and state that it does not offer “real money gambling.” That is the company’s contractual description, not an Oregon regulator’s determination of the service’s legal status. The terms apply to its site and related applications; see the High 5 Terms of Use.
Oregon sweepstakes disclosure rules
Oregon law § 646A.803 requires certain sweepstakes solicitations to disclose odds—or that odds depend on the number of entries—along with sponsor information and a procedure for entry without purchase. This is a consumer-disclosure requirement; it does not, by itself, establish that a particular promotion or platform satisfies every legal requirement. See ORS 646A.803.

Why High 5 may block your Oregon location
If you are physically in Oregon but cannot access Sweeps Play, the operator’s published directions are to enable location services, allow location access for the browser or app, review its eligibility information, and contact support if the location or eligibility check appears incorrect. High 5 says access is blocked while a user is physically located in a restricted state and may return when the device location shows an eligible state. These steps address access problems; they do not resolve a legal question.
