“Hidden spy apps” are often called stalkerware when they let someone monitor another person’s device without consent or clear, ongoing notice. There is no defensible current top-five list to recommend: covert monitoring can facilitate abuse. If you’re wondering whether there’s a spy app on your phone, focus first on your safety—not on confronting someone or immediately deleting software.
What “hidden spy apps” means
The Coalition Against Stalkerware defines stalkerware as software that enables remote monitoring without consent and without explicit, persistent notification. The Federal Trade Commission (FTC) describes it as software installed on a phone or other device without the owner’s knowledge. “Spyware” is a broader term that can also refer to tools used by governments or criminals, so stalkerware is the more precise term for nonconsensual monitoring in an interpersonal context.

Depending on the software, monitoring may include tracking location, activating a microphone, reading messages or email, exposing photos and videos, or observing online activity. Google Play’s policy defines monitoring software as code that collects personal or sensitive data from a device and sends it to another party for monitoring. Its rules permit such apps only in qualifying parental or enterprise contexts and require prominent disclosure and consent; those rules do not make covert monitoring of a partner acceptable. Google Play’s malware and monitoring-app policy explains the requirements.

How to tell if someone is spying on your phone
There is no single symptom that confirms stalkerware. The FTC suggests paying attention to unusual battery drain, unexpected data use, overheating, and unexpected shutdowns or restarts. You might also consider whether someone knows your exact location, private conversations, messages, or browsing activity—and whether they had unsupervised access to your device. These clues can justify seeking help, but ordinary device problems have other causes too.

Google Play Protect may show a warning on Android devices. One warning reads: “This app can spy on you by monitoring your location or your activity on this device.” — Google for Developers, Play Protect warning strings. A warning is a reason to pay attention, not a complete diagnosis; the absence of a warning does not establish that a device is safe.
What to do if you suspect a spy app on your phone
Consider first whether searching for help, making a call, removing an app, or changing device settings could alert the person monitoring you. The FTC cautions that even researching options or calling for help from the device could tip someone off. The Coalition Against Stalkerware also warns that removal or major changes may be detected and could increase abuse or harassment.

- Prioritize immediate safety. If you are in immediate danger, seek help using a device you believe is safer, or go to a trusted person or location if you can do so safely.
- Contact an advocate from a safer device. The FTC recommends contacting a domestic-violence advocate before attempting removal. Do not use the potentially monitored device to contact an advocate or law enforcement if doing so could put you at risk. The FTC’s stalkerware safety guidance includes this caution.
- Make changes only with a safety plan. Do not automatically delete an app, reset the phone, confront the suspected person, or install a scanner on the device. A scan may identify some threats, but the cited guidance does not establish that any one scan can rule out stalkerware.
The Coalition Against Stalkerware’s survivor information offers technology-safety and advocacy resources. The FTC also advises: “If you’re concerned your phone might be monitored, consider leaving it behind when you’re seeking help.” That may be relevant in some situations, but consider your circumstances with an advocate; leaving a phone behind is not a universal safety plan.
What the SpyFone case does—and does not—show
In a December 2025 release, the FTC said it denied Scott Zuckerman’s petition to vacate or modify a 2021 order related to SpyFone. The agency described that order as barring Support King, LLC and Zuckerman from offering, promoting, selling, or advertising surveillance apps, services, or businesses. This is a specific enforcement action, not a finding about every monitoring app or company. See the FTC’s December 2025 announcement.
