Neither HEC’s overseas fellowship nor direct university funding is automatically the better choice. Compare the written offers across the full guaranteed period: tuition and fees, insurance, stipend months, living costs, work requirements, renewal conditions, coordination with other awards, and any service obligation. HEC’s Phase-III support has published caps; a university package may cover tuition, health coverage, and a stipend, but what that means depends on the institution and department.
What HEC Phase-III says it can cover
HEC Pakistan’s published Phase-III PhD provisions set maximum contributions, not a promise that every scholar receives the maximum or that the amounts will meet costs in every destination. The provisions include:
As an Amazon Associate I earn from qualifying purchases.
- Maintenance: up to USD 1,600 per month, or the approved stipend rate for the study country, for up to 48 months. HEC says this allowance covers accommodation, course literature, visa-related expenses, and other approved living expenses.
- Tuition: up to USD 4,000 per year for up to four years. Tuition above the cap must be covered by a waiver or paid by the scholar.
- Health insurance: reimbursement of actual cost up to USD 600 per year for up to four years, where applicable.
- Airfare: one economy-class round-trip ticket reimbursed on actual cost, subject to a maximum of PKR 250,000 for the one-way journey under the programme’s financial provisions and policy.
These limits appear on HEC’s Phase-III financial provisions page. Check the approved country stipend rate and your award letter: the monthly maximum should not be assumed to be the applicable rate for every destination.
What a direct university package may include
Direct university funding is not one standard package. Princeton Graduate School, for example, says its PhD support during regular enrollment includes full tuition, university student health-plan coverage, and a base stipend intended for estimated living expenses. Funding sources can include internal fellowships, teaching and research assistantships, and external fellowships. Princeton describes the usual programme length as four or five years and notes that funding sources can differ by division and term. This is an example of Princeton’s model, not a guarantee about other universities.

Princeton’s published 2026–27 rates illustrate why it matters to compare the components and coverage period rather than just a stipend headline:
| Princeton 2026–27 item | Published amount | Coverage or context |
| Regular tuition | USD 65,210 | Princeton rate for 2026–27 |
| Student health-plan fee | USD 4,220 | Princeton rate for 2026–27 |
| University Fellowship stipend | USD 52,680 | 12 months, Princeton 2026–27 |
| First-year fellowship in natural sciences and engineering | USD 46,200 | 10 months, Princeton 2026–27 |
| Research assistantship | USD 46,200 | 10 months, Princeton 2026–27 |
| Teaching assistantship | USD 48,510 | 10 months, Princeton 2026–27 |
| Estimated living expenses | USD 33,141 | 10 months, Princeton 2026–27 estimate |
| Estimated living expenses | USD 39,770 | 12 months, Princeton 2026–27 estimate |
These are Princeton’s annual rates and estimates, not benchmarks for another university, city, field, or year. Princeton’s 2026–27 stipend rates page lists the figures. The university’s funding overview explains the broader support model.
Compare the full offer, not the award label
Put the HEC award letter and university offer side by side, using the same academic-year basis and currency. A useful comparison records the terms that determine what you can actually rely on:

| Comparison point | What to verify in writing |
| Guaranteed duration | How many years or months are guaranteed, the regular-enrollment limit, summer coverage, and what happens if funding ends before the PhD does. |
| Tuition and fees | Who pays tuition, mandatory fees, and insurance; whether charges can rise; and who covers any amount above HEC’s tuition cap. |
| Living support | Net stipend or salary, number of paid months, payment schedule, local housing, food and transport costs, and reimbursement of visa or travel costs. |
| Work attached | Teaching or research duties, expected hours, appointment percentage, whether work is compulsory, and whether support depends on employment or academic progress. |
| Renewal and contingencies | Satisfactory-progress rules, dependence on an adviser or grant, leave rules, changes in funding source, and possible bridge support if a grant ends. |
| Concurrent awards | Whether outside funding stacks with, replaces, or reduces university support; what must be disclosed; and how HEC treats independent funding. |
| Obligations and flexibility | Any HEC return-service bond, destination or post-PhD restrictions, research flexibility, and consequences if award conditions are not met. |
Check work expectations and take-home value
An assistantship is not necessarily equivalent to an unrestricted fellowship. Princeton describes its research and teaching assistantships as providing tuition and stipend contributions in return for research or teaching. Departmental requirements vary, and these appointments are employment subject to federal and state tax withholding. Ask the department about required duties and hours, appointment percentage, summer funding, and tax treatment before comparing its stated amount with a scholarship allowance.
Rank #3
Princeton’s published rates show the effect of coverage periods: its 2026–27 figures include both 10-month and 12-month stipends, alongside separate 10- and 12-month living-expense estimates. A larger annual number may cover fewer months, while the amount available after fees, taxes, and local expenses can differ from the headline figure. Use the actual schedule and terms for each offer.
Can you keep HEC and university funding together?
Do not assume that awards can simply be added. HEC’s terms and conditions say that if a scholar secures independent support for the course of study from a university or another funding body, HEC has no financial liability for stipend, tuition, return ticket, and other costs during the external-funding period. The same cited terms say a complete external PhD award may reduce the return-service bond from five years to three.
Rank #4
University coordination rules can also change the package. Princeton says its treatment of external awards depends on the award’s value, the student’s division, and year of study; students must report awards and review restrictions involving teaching, employment, or other concurrent funding. Its external fellowships guidance describes that coordination.
Before accepting or combining support, disclose the award to both administrators and ask them to confirm in writing which payments continue, which are replaced or reduced, and how the service bond applies under your signed agreement. The specific result depends on the applicable terms; a headline award total is not enough to establish the net package.

Check HEC eligibility and the relevant application cycle
HEC’s Phase-III eligibility page describes eligibility for Pakistani/AJK applicants, including at least 18 years of education (with a specified foreign 17-year-degree equivalence exception), a minimum 3.0 CGPA or first division in the MS/MPhil or equivalent, and age limits of 35 for specified public-sector employees and 30 for others. It also permits no more than one second division or equivalent before the terminal degree.
The page describes selection through HEC aptitude-test results and interview, subject to government provincial quotas. Applicants select foreign universities or countries from the listed top-200 QS/THE category, while HEC reserves the right to reallocate a university or country. For Fall 2026, it states an exception from the test and interview for applicants with unconditional admission at a top-200 QS/THE university who meet the prescribed requirements. Check the batch notice and amendments rather than treating these criteria as a permanent rule.
For the Fall 2026 cycle, HEC’s programme introduction page listed online registration from August 9 to August 28, 2026, and an HAT test on September 27, 2026. Those dates had passed as of October 4, 2026. HEC also says it may postpone or cancel a test or amend the schedule, so applicants should consult the current batch notice for any new cycle.

There is no universal winner; the written terms determine the practical comparison. Use these questions to identify the deciding issue:
Quick Recap
- Is tuition fully covered? If HEC is the main source, verify whether the university will waive tuition above the published cap. If it will not, include the gap in the cost calculation.
- How many months are funded? Compare the stipend schedule to the months you must pay rent, fees, and living expenses, including summer.
- Does the package depend on work? Account for required teaching or research duties, tax withholding where applicable, and the conditions that keep an assistantship in place.
- Are external awards compatible? Get a written coordination decision from HEC and the university before treating simultaneous offers as cumulative support.
- What obligations remain after graduation? Read the HEC bond and related agreement, including the terms for complete external funding, before deciding what flexibility matters to you.
