A properly selected cold-climate heat pump can keep a New England home warm through winter, but it is not automatically the best choice for every house. The deciding factors are the home’s heat loss on the coldest design days, the specific equipment’s low-temperature capacity, local electricity and fuel costs, and whether a backup heat source is included. A furnace or a dual-fuel system may fit some homes better.
Can a heat pump handle a New England winter?
Yes, if it is selected for the home and its performance at low temperatures is verified. “Cold-climate” is not enough by itself as a label: check the model’s published or certified capacity and efficiency at the temperatures that matter where you live.

ENERGY STAR’s current cold-climate criteria for the specified product categories require a coefficient of performance (COP) of at least 1.75 at 5°F and heating capacity at 5°F equal to at least 70% of the unit’s capacity at 47°F. These are useful benchmarks, not a guarantee that one model can meet every home’s heating demand at every outdoor temperature. See ENERGY STAR’s cold-climate heat pump criteria.
ENERGY STAR says its certification requires third-party verified low-temperature performance, with air-source heat pumps tested down to 5°F. That offers a more meaningful check than relying on a marketing description alone; it does not replace sizing the system for the home. See ENERGY STAR’s air-source heat pump guidance.

How a heat pump and a furnace differ in cold weather
Heat pump
An air-source heat pump moves heat from outdoor air into the home rather than creating heat by burning fuel. It can deliver substantial heat in cold weather, but its available capacity and efficiency vary with outdoor temperature and the equipment model. Ask for the model’s low-temperature performance data, including at your location’s design temperature—not only its rating at milder conditions.
Furnace
A furnace generates heat by burning fuel, such as natural gas or oil, and distributes that heat through the home. Its efficiency is commonly expressed as annual fuel utilization efficiency (AFUE), a measure of how much fuel energy is converted into heat over a season. The U.S. Department of Energy explains furnace efficiency and purchasing considerations in its residential furnace guidance.

COP and AFUE describe different things: a heat pump’s COP compares heat delivered with electricity used under specified conditions, while AFUE describes a furnace’s seasonal fuel conversion. Neither figure alone tells you which system will cost less to run in your house.
Which costs less to operate?
There is no established universal New England savings figure that applies to every household. A fair comparison needs your electricity tariff, the price of the fuel your furnace uses, the heat pump’s efficiency and capacity at relevant outdoor temperatures, and how the system will be controlled. Rates, fuel prices, weather, installation, and backup-heat use can all change the result.

- Ask for an operating-cost estimate based on your actual utility rates and delivered fuel price, rather than a general savings claim.
- Make sure the estimate uses the proposed model’s low-temperature performance and accounts for the backup heat source and switchover setting.
- Compare the whole installed-system proposals. Ductwork or ductless equipment, electrical work, existing distribution, and backup requirements affect project scope; there is no supported one-size-fits-all installed price.
Field results also deserve context. A 2024 Massachusetts state-hosted technical note summarizing selected field studies reported a 20%–30% gap between measured field efficiency and manufacturer ratings in the evidence it reviewed. It also noted that how much homeowners used their heat pumps in colder weather affected annual results. This is a synthesis of selected studies, not a universal performance figure for all current systems. See the Massachusetts technical note on field testing.

A furnace may be a better fit when the home’s cold-weather heating load, the proposed heat pump’s capacity, the cost of electricity relative to delivered fuel, or the existing distribution system favors it. That does not mean furnaces are inherently more dependable in every cold snap; it means the right choice depends on the equipment and home rather than the region’s name.

Dual-fuel is another option. In a dual-fuel system, the heat pump handles most heating in milder weather and a furnace takes over when outdoor temperatures fall below a selected point. The U.S. Department of Energy describes this approach in its heat pump systems guidance. Ask the contractor how the switchover temperature is chosen and whether backup heat will be a furnace, electric resistance heat, or another source.

How to choose a system for your home
- Get a home-specific heating-load calculation. Ask the contractor to size equipment using Manual J or an equivalent documented load calculation. ENERGY STAR points homeowners to Manual J as part of choosing clean heating and cooling equipment: ENERGY STAR’s clean heating and cooling guidance.
- Check capacity at cold temperatures. Compare the proposed heat pump’s capacity and efficiency at 5°F and at the local design temperature with the calculated load. ENERGY STAR certification is a useful low-temperature screen, not proof by itself that the system covers the full load.
- Confirm how heat reaches every room. Ducted and ductless systems have different installation and distribution implications. Ask how the proposed design will serve the entire home, including rooms that are difficult to heat.
- Specify backup and controls. Have the proposal identify the backup heat source, the switchover temperature if applicable, and how the system will operate during colder weather.
- Compare complete proposals and costs. Use your local electricity and fuel prices and include the installed equipment, any electrical or distribution work, and planned backup heat in the comparison.
Bottom line by home type
| Home or priority | Option to evaluate | What to verify |
|---|---|---|
| Home suited to a heat pump whose verified cold-weather capacity meets the calculated load | Cold-climate air-source heat pump | Low-temperature performance, distribution throughout the home, and the backup plan. |
| Home where cold-design load, fuel economics, or existing system favors combustion heat | Furnace | Furnace efficiency, delivered fuel cost, and compatibility with the home’s distribution. |
| Home where a heat pump can serve much of the season but another source is preferred in colder weather | Dual-fuel heat pump and furnace | Switchover temperature, controls, backup operation, and combined operating costs. |
