Heat Pump and Oil Boiler in New England: Should You Keep Both?

Yes, a New England home can use a heat pump for most of its heating and keep an oil boiler for backup or supplemental heat. The catch is that the two systems need a clear operating plan, and rebate rules vary by state: Massachusetts may require an integrated control for certain partial-home rebates, while Maine has a separate rule reserving a retained fossil-fuel system for emergency backup under specified conditions.

Does a New England heat pump need an oil boiler for backup?

No. Keeping the boiler is an option, not proof that a heat pump cannot heat a home through winter. Cold-climate heat pumps are designed to operate in low outdoor temperatures. ENERGY STAR says cold-climate models are tested at 5°F; that is a performance check, not a guarantee that every model or installation will meet every home’s full heating demand at that temperature. The Massachusetts Department of Energy Resources reported in its 2022 Clean Energy and Climate Plan for 2025 and 2030 that cold-climate units designed to operate effectively below 5°F had been on the New England market for about a decade and were commonly installed as primary heat without backup in Vermont and Maine.

Whether a home can rely on the heat pump alone depends on the home’s heat loss, the system’s capacity as temperatures fall, distribution and comfort needs, and local energy prices. A boiler can provide reassurance or cover selected zones, but retaining it adds equipment, maintenance, and control decisions.

What changes when you keep the oil boiler?

A dual-system home can use the heat pump for much of the season and have the boiler run when a control’s outdoor-temperature setting is reached. The exact arrangement depends on the home’s zones and equipment: the boiler might remain available for some zones, or operate as backup for the home. Ask the installer to document what will run, under what conditions, and how the systems interact.

In Massachusetts, Mass Save identifies 30°F as its general cost-optimal oil switchover temperature. Treat that as a starting point for an installer to review—not a universal setting or a promise of lower bills. The best operating point depends on delivered oil and electricity prices, heat-pump performance at different temperatures, and the home’s heating demand.

How do the rebate rules differ by state?

Program What the cited guidance says What to verify
Massachusetts — Mass Save For relevant partial-home rebates where oil remains in use in a heating zone, current terms call for an integrated control from Mass Save’s qualified list. The control coordinates which system runs at a selected outdoor temperature, which must be at or below the program’s applicable maximum switchover temperature. Check current equipment eligibility, installation and application dates, participating-installer requirements, and the qualified-control list before signing a contract.
Maine — Efficiency Maine For qualifying upgrades completed on or before December 31, 2026, cited guidance says a primary fossil-fuel boiler or furnace, if present, is reserved for emergency backup. Check the current claim form and program rules; confirm that your project and timing qualify.
Connecticut, New Hampshire, and Rhode Island Specific current rebate conditions are not established here. Ask the relevant state program and your electric or fuel provider. Do not assume Massachusetts or Maine rules apply.

These are program conditions, not a region-wide rule about how every dual-system home must operate. Incentive terms and deadlines can change, so confirm them directly with the program before relying on them.

How should you compare heat-pump-only and dual-system options?

Ask a qualified contractor to assess the house and explain both designs using the same assumptions. A useful comparison covers:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Heating load and capacity: whether the heat pump is sized for the home’s full demand and how its capacity changes in cold weather.
  • Comfort and coverage: which rooms or zones each system serves, including during the coldest weather.
  • Operating cost: local electricity and delivered-oil prices, along with the heat pump’s performance and the boiler’s efficiency. A general switchover recommendation cannot establish an individual household’s savings.
  • Ownership and upkeep: the cost and complexity of retaining, maintaining, and controlling the boiler, especially if it runs infrequently.
  • Hot water: whether the boiler also supplies domestic hot water and what would replace that function if the boiler were removed.
  • Incentive eligibility: whether the proposed design and controls meet the rules of the applicable state and utility programs.

What should you ask before installation?

  1. Which zones will remain connected to the boiler? Ask the contractor to identify the zones and describe when each system will operate.
  2. Does my rebate require an integrated control? If so, confirm that the proposed control is on the program’s qualified list and is compatible with the equipment.
  3. What switchover temperature are you proposing, and why? Ask how the recommendation accounts for your fuel rates, system performance, and comfort preferences.
  4. How much heat can the heat pump deliver in cold weather? Request the relevant equipment capacity information for your design, rather than relying only on a general cold-climate label.
  5. Does the boiler also make hot water? If it does, ask how that service will work under either design.
  6. What maintenance will the retained boiler need? Ask how to maintain equipment that may operate less often, and whether a pre-season tune-up is appropriate.

Mass Save advises considering air sealing, insulation, and duct sealing before upgrading heating equipment, and recommends working with a qualified contractor. Its relevant rebate offer also has equipment and participating-installer requirements. A home assessment can help identify heat loss and frame the sizing decision.

What affects bills and boiler upkeep?

Keeping the boiler does not automatically save money. The economics of switching between oil and electricity vary with fuel prices, the heat pump’s efficiency at the outdoor temperature, and how much heat the home needs. Massachusetts heating guidance notes that oil consumption also varies with weather, home size, and efficiency.

For a retained oil system, Massachusetts guidance recommends arranging a boiler tune-up before the heating season. It also suggests lowering thermostat settings when away or asleep and reducing drafts or adding insulation. These steps can support upkeep and reduce heat loss, but they do not guarantee a particular bill reduction.
