Maryland’s brewery boom appears to have entered a mature, highly competitive phase rather than suffered a proven collapse. State sources still describe roughly 132 to 148 breweries and substantial production, while national craft-beer data show slower openings, more closures and declining volume. “The bubble was going to burst” is a reasonable description of the pressure, but the available Maryland data do not establish when a peak occurred or whether closures now exceed openings in the state.
What the Maryland numbers actually show
Two recent state sources give different counts for Maryland breweries:
As an Amazon Associate I earn from qualifying purchases.
| Source and date | Reported figure | What it measures |
|---|---|---|
| Maryland General Assembly testimony, 2024 | 148 breweries | Businesses described alongside 121 wineries and 48 distilleries; the testimony also identifies breweries as tourism destinations. |
| Maryland State Archives overview, 2025 | About 132 licensed craft breweries | Licensed craft breweries producing 176,644 barrels annually, with a stated economic impact of $955 million. |
Those figures should not be treated as evidence that 16 breweries disappeared in one year. The sources do not use a harmonized definition or provide a comparable opening-and-closure series. Differences in timing, licensing status and methodology can produce different totals.
Maryland’s fiscal-year 2025 Alcohol and Tax Annual Report provides another indication that a substantial operating base remains. It lists license holders, jurisdictions, total beer produced and on-site and off-site sales. The report says its numbers are reported and extrapolated from tax returns submitted to the Comptroller’s Office and reports filed with the Alcohol and Tobacco Commission.

Examples of production reported for FY2025
| License holder | Beer produced (barrels) |
|---|---|
| Union Craft Brewing Co. | 10,478.55 |
| Realerevival Brewing | 8,907.87 |
| Delmar Brewing Company | 9,804.10 |
| Monument City Brewing | 3,601.87 |
| Manor Hill Farm | 4,002.31 |
| Peabody Heights Brewery | 3,137.71 |
These are establishment-level entries in the state report, not a ranking of profitability or a complete picture of every Maryland brewery’s sales. They do show continuing production at meaningful scale.
Why the “bubble” language is gaining traction
The strongest evidence of a shakeout comes from the national craft market that Maryland breweries participate in. The Brewers Association counted 9,796 operating U.S. craft breweries in 2024. That year, 430 opened and 529 closed—the first time since 2005 that closures exceeded openings. Craft retail dollar value still rose 3% to $28.8 billion, and on-site sales outperformed distribution, indicating that demand did not vanish even as the industry became harder to enter and sustain.
In its 2025 report, the association recorded 22,034,000 barrels of craft production, down 4% from the prior year. Sixty percent of breweries reported declines, 39% reported growth and 1% were steady. The operating total fell to 9,578, with 300 openings and 481 closures. Craft’s share of total beer volume edged up from 13.2% to 13.4%, while craft retail value fell 2.8% to $28.0 billion.

Those figures describe a mature market: craft beer can retain or slightly increase its share while total output and the number of producers shrink. Brewers Association staff economist Matt Gacioch summarized the shift by noting that, in a mature market, not every year is defined by substantial growth.
Is Maryland still growing?
There were still signs of expansion in the association’s July 2024 midyear survey. Active U.S. craft breweries increased from 9,339 in June 2023 to 9,358 in June 2024, and 54% of surveyed breweries reported growth during the first half of 2024. However, estimated volume was down 2%. Distribution faced competition from ready-to-drink products and other beverages, and sales at the brewery were no longer an aggregate volume-growth engine.
That combination—more businesses reporting growth while total volume slips—is consistent with a market where individual operators can succeed but the category as a whole is no longer expanding rapidly. Maryland’s state snapshots confirm scale and activity, not a continuing boom.

Why breweries are closing
No public, year-by-year Maryland closure dataset in the cited sources allows a state-specific closure rate. The available evidence instead points to several pressures that make a crowded mature market unforgiving:
- More direct competition: A large brewery population competes for the same local drinkers, visitors, tap handles and retail shelf space.
- Distribution pressure: Packaged beer must compete with national brands, other craft producers, ready-to-drink products and non-beer beverages. Distributor access and retailer placement can be decisive.
- Input and labor costs: Brewing, taproom staffing, rent, utilities, ingredients, packaging and compliance costs can erode margins when volume or pricing cannot rise fast enough.
- Uneven consumer demand: National production fell in 2025 even though craft retained a 13.4% volume share, so a brewery cannot assume that category loyalty will translate into more barrels.
- Weak differentiation: When many businesses offer similar beer and taproom formats, novelty fades and customer acquisition becomes expensive.
Closures therefore do not prove that people stopped visiting breweries. They can reflect a business model that depended on perpetual category growth, wholesale expansion or undifferentiated taproom traffic.
What Maryland’s surviving opportunity looks like
Maryland breweries also have an advantage that ordinary packaged-beer producers do not: they function as hospitality and tourism businesses. The 2024 legislative testimony calls them destinations attracting thousands of visitors annually. Food, events, farms, waterfront locations, live programming and local partnerships can turn a visit into an experience rather than a single beverage purchase.

The Brewers Association’s 2025 assessment says future success will depend on creating something meaningful and memorable for consumers. For Maryland operators, that generally favors:
- A distinctive brand or location that customers can explain and remember.
- Consistent beer quality, so a strong first visit leads to repeat business.
- A welcoming human experience that cannot be duplicated by a retail shelf.
- Reliable local demand supported by food, events, tourism and community relationships.
- A deliberate balance between taproom sales and packaged or distributed volume, rather than assuming either channel will grow automatically.
Is it still worth opening a brewery in Maryland?
There is no evidence here to calculate a Maryland opening’s odds of success, and the state sources do not establish a current peak or a net closure rate. A prospective owner should therefore treat the decision as a mature-market investment, not as entry into an expanding land grab.
An on-site hospitality model
This model depends on repeat local customers, destination appeal and per-visitor spending. It can benefit from the national finding that on-site sales outperformed distribution, but it requires service staff, programming, food or partnerships and a location people will visit repeatedly.

- User-Friendly Design: This brewing pot has a glass lid for monitoring wort and a hollow midsection for inserting silicone tubes. A bottom spigot allows the collection of cooled wort. Compact size fits kitchens, garages, basements, or patios
A packaged and distributed-volume model
This model can reach customers beyond one taproom, yet it carries greater exposure to distributor negotiations, retailer shelf competition and the category’s declining volume. Scale alone is not a guarantee of margin or demand.
Questions to answer before committing
- What specific customer, place or experience makes this brewery different from the existing Maryland choices?
- How much revenue would come from the taproom, events, food and tourism compared with wholesale beer?
- Can the operation remain viable if total beer volume stays flat or falls?
- What is the plan for labor, packaging, ingredient and occupancy costs during slower months?
- Which local partnerships will create repeat visits rather than one-time curiosity?
Maryland’s brewery sector has not been shown to have “had its moment” in the sense of a documented statewide collapse. It has, however, moved beyond the easy-growth phase. The likely winners are businesses that offer a clear reason to visit, deliver dependable quality and build loyalty in a market where openings are no longer enough to offset closures nationally.
