Haryana Power Plant’s PM Reading Reported at 38.8 Times the Limit; ₹31.46 Crore Assessment Is Interim

A Central Pollution Control Board (CPCB) assessment reported for the Deen Bandhu Chhotu Ram Thermal Power Project in Yamunanagar, Haryana, found Unit 2’s particulate-matter (PM) reading at 1,939 mg/Nm³ on February 10, 2026—38.78 times the stated 50 mg/Nm³ standard. The related ₹31.46 crore environmental-compensation figure is an interim assessment, not a confirmed final penalty or proof that the money was paid.

What the reported readings show

Hindustan Times reported the figures from a CPCB response to a Right to Information (RTI) request. The reported measurements distinguish the two units and two monitoring dates:

  • Unit 2, February 10, 2026: 1,939 mg/Nm³ against a stated standard of 50 mg/Nm³. Dividing the measured concentration by that standard gives 38.78, rounded to 38.8 times.
  • Unit 1, February 11, 2026: 63.9 mg/Nm³ against the same stated standard of 50 mg/Nm³, or 27.8% above it.

These are concentrations reported for stack monitoring on the named dates, not an average across the plant or a measurement of ambient air. Hindustan Times says CPCB monitored the stacks while both units were operating. The primary monitoring report was not available in the reporting examined, so the figures and the applicable 50 mg/Nm³ comparison are attributed here to the newspaper’s account of CPCB’s RTI reply.

Why ₹31.46 crore is not a confirmed final penalty

The reported amount is an interim environmental-compensation assessment for February 10 through June 15, 2026. Hindustan Times said CPCB calculated it at ₹0.40 per unit of electricity generated during the non-compliant period, using reported combined generation of 786.61 million units, cited to the National Power Portal.

The available account does not establish that the assessment was finally imposed, collected, or paid. It also does not establish the plant’s later compliance status. The September 18 CPCB RTI response, as described by Hindustan Times, did not say whether the plant replied to the show-cause notice, whether a final compensation order followed, or whether compliance was subsequently demonstrated.

How the case developed

  • July 28, 2025: CPCB inspected the plant, according to Hindustan Times.
  • February 10–11, 2026: CPCB reportedly carried out stack monitoring, with both units operating, and recorded the PM readings reported above.
  • After the findings: The reported process called for a response to a show-cause notice within 15 days under Section 5 of the Environment (Protection) Act, 1986, with an action-taken or compliance report and supporting records. The notice itself was not available in the reporting examined.
  • September 18: Hindustan Times reported that CPCB’s RTI response left the notice’s outcome, final compensation and subsequent compliance unresolved. The account does not specify the year alongside this date.

The article also reported that CPCB classified the facility as Category C and said the deadline for meeting standards other than sulphur dioxide, including PM, had expired on December 31, 2024. These classification and deadline details are attributed to that account; the underlying classification instrument was not available.

Other issues reported during inspection

Hindustan Times’ account of CPCB’s inspection described additional compliance concerns beyond stack readings:

  • The online emission-monitoring system showed “no display of value for PM parameter.”
  • “Water sprinklers and anti-smog guns” were described as “inadequate as coal particles were observed around the site.”
  • Water-flow meters were reportedly missing at several points.
  • The report also described gaps in hazardous-waste authorization and records.

These observations are reported from the article’s account of CPCB’s inspection; they should not be read as independently verified findings from the inspection record.

Which plant is involved?

The facility is the Deen Bandhu Chhotu Ram Thermal Power Project in Yamunanagar, operated by Haryana Power Generation Corporation Limited (HPGCL). Hindustan Times describes it as two 300 MW units commissioned in 2008. Separately, a Central Electricity Authority report covering 2021–22, hosted by CPCB, lists the Yamunanagar HPGCL station at 600 MW. That historical capacity record helps identify the plant but does not verify its current operating capacity or the 2026 emissions.

Haryana State Pollution Control Board’s standards page lists industry-specific emission standards, including an entry for gas- and naphtha-fired thermal power plants. That listing alone does not verify the stated limit for this coal-fired station or validate the reported 2026 readings.

Sources and what remains unconfirmed

The event-specific readings, assessment calculation, inspection observations and process details in this article are attributed to Hindustan Times’ report of CPCB’s RTI response. The underlying 2026 monitoring report, full RTI response, show-cause notice, final compensation order and post-test compliance report were not available in the reporting examined. Consequently, the reported interim sum should not be described as a final penalty, and the available account does not settle whether the plant later complied.
