The state says the three-month programme will reach all 23 districts and guide aspiring entrepreneurs from idea discovery through mentoring and investor connections.
What the programme is designed to do
Presented as part of the wider Seva Sankalp Abhiyan, Startup Haryana Seva Sankalp aims to identify and nurture entrepreneurial talent across Haryana, including in districts beyond established hubs such as Gurugram and Faridabad. The government’s launch announcement describes its three pillars as Discover & Mobilise; Build, Mentor & Accelerate; and Showcase, Connect & Award. These are stated aims, not reported programme results.

The campaign’s call is “Your District. Your Idea. Your Stage.” The Department of Industries and Commerce describes the programme as a statewide route from idea discovery to support and exposure.

How the six-stage journey is expected to work
- Statewide launch and outreach: Introduce the programme and invite entrepreneurs across the state to participate.
- District ideathons: Hold one-day district events where participants pitch an idea in 60 seconds.
- Masterclasses: Offer training modules covering the entrepreneurial journey, from founder clarity to financials and mock pitches.
- Mentorship and tiering: Provide mentorship and sort participants into programme tiers.
- Divisional semi-finals: Advance selected participants to divisional-level competition.
- Grand finale: Showcase finalists and recognise selected startups.
The release says the programme envisages mentorship, grants, investor connections, state support, cloud credits, incubation and industry connections. Selected startups may be considered directly for the State Startup Seed Grant; participation does not guarantee a grant or any other listed benefit.

Other actions announced at the launch
Saini handed Letters of Intent to two incubators to establish two new incubators in Haryana. The launch release does not identify the incubators, locations or planned opening dates. The state also reported signing ecosystem-partner LoIs with Zoho Corporation Pvt. Ltd. and Paytm Payments, but did not specify the services or commitments each partner will provide.

Separately, the Chief Minister distributed cheques to 11 startups that had received seed funding under the Haryana State Startup Policy, 2022. The release does not name the recipients or state the cheque amounts. That launch-day funding action concerns startups already awarded support under the policy; it does not establish outcomes for the new three-month programme.

The launch announcement sets out an intended pathway, but its targets can only be assessed against implementation. Useful measures include district event counts and attendance, movement from ideathons to masterclasses and finalist stages, geographic participation, grants actually awarded, and when the two new incubators become operational.
