Haryana IMTs vs Delhi-NCR industrial hubs: Which location is better for setting up a factory?

For a factory that needs a large contiguous site, dependable room to expand and integrated industrial services, a Haryana integrated manufacturing township (IMT) is usually the stronger starting point. A Delhi-NCR industrial estate can be the better fit when being close to Delhi customers, suppliers, airports and a deep urban labour market matters more than land scale and expansion flexibility.

The choice is not a state-wide price contest. Compare one named IMT with one named Delhi estate using the same usable-area, infrastructure, logistics and approval assumptions.

What you are actually comparing

Haryana’s IMT model is a planned industrial township rather than only a parcel of industrial land. The Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) describes a format that combines industrial plots with warehouses, ready-to-use factory buildings, employee housing, hospitals, sewage treatment, roads, electricity, water, shopping and innovation facilities. The intention is to put production, logistics and daily worker needs in one planned geography.

Delhi-NCR industrial hubs are a broader group: Delhi’s DSIIDC estates, flatted-factory schemes and relocation estates, plus industrial areas in the surrounding National Capital Region. They can offer a mature urban setting and short journeys to customers, vendors, airports and services, but the available formats are often more tightly defined. A small flatted factory, a standard industrial plot and a large greenfield parcel are not interchangeable options.

That distinction affects every later calculation. A site with a lower quoted premium can still cost more if it requires off-site worker transport, private water and effluent arrangements, road upgrades or a second move when production expands.

Decision summary by factory type

Factory requirement Location that normally deserves first review Reason
Large contiguous parcel with phased expansion Haryana IMT IMTs are planned as large estates and townships; several major sites span thousands of acres.
Heavy or frequent truck movement Haryana IMT, subject to route checks Corridor planning, freight links and larger estate roads can simplify dispatch, but the exact gate-to-highway route still must be checked.
Small urban production unit Delhi flatted factory or defined estate Delhi’s relocation formats include compact flats and plots suited to smaller footprints.
Immediate access to Delhi buyers and suppliers Delhi-NCR estate Urban proximity can reduce customer and vendor travel even when land is constrained.
Worker housing, healthcare and on-site services Haryana IMT with confirmed facilities The IMT model includes these uses, although delivery and capacity are plot-specific.
Sector-specific incentive package Whichever site qualifies after block and enterprise testing Haryana incentives vary by block, enterprise size and sector; Delhi-NCR schemes must be checked under their own rules.

This table is a screening tool, not a final ranking. A particular Delhi estate may beat a distant IMT for a just-in-time supplier, while a particular Haryana plot may fail if its power, water or environmental capacity is already committed.

Land scale, plot formats and expansion

Haryana’s estate scale

HSIIDC identifies six major IMTs: Manesar at approximately 4,000 acres, Bawal at 3,300 acres, Rohtak at 3,600 acres, Sohna at 1,500 acres, Faridabad at 1,800 acres and Kharkhoda at more than 3,200 acres. These are estate-level areas, not a promise that every plot is available or that every parcel has the same zoning.

Invest India’s 2026 Haryana infrastructure brief reports more than 1,100 developed plug-and-play plots across IMT Faridabad, IMT Bawal, Industrial Estate Panipat and Udyog Vihar Gurugram. The same brief counts 34 industrial estates covering 27,137 acres and 20,393 industrial plots. Those figures describe the state portfolio; they do not replace a current allotment notice for a specific plot.

For a plant with a second production line, larger warehouse, captive treatment plant or future assembly operation, ask for the estate’s expansion rules before signing. A neighbouring plot may be reserved, unavailable, differently zoned or subject to a new allotment process. Obtain the plot map, permissible ground coverage, floor-area limits, setbacks, truck circulation requirements and any restriction on combining parcels.

Delhi’s defined formats

Delhi’s official relocation FAQ lists flatted factories of 25 and 50 square metres and plots of 100, 150, 200 and 250 square metres. It says applications above 400 square metres may need to move to another NCR state because of land scarcity. These formats can work for compact manufacturing, assembly, repair or ancillary operations, but they may not accommodate a large process line, yard, boiler house, effluent plant and future expansion together.

The FAQ describes relocation plots at Bawana, Holambi Kalan and Holambi Khurd, and flatted factories at Jhilmil. Treat those locations and sizes as scheme-specific inventory. A Delhi-NCR industrial area outside the cited relocation scheme can have different plot dimensions, tenure and charges.

Use usable square metres, not brochure acreage

Compare the area available for buildings, storage, loading and circulation. Deduct setbacks, mandatory green areas, utility reservations, fire access and any common-road or easement space. Record both the sanctioned built-up area and the open yard that your process needs. A 250-square-metre plot and a 250-square-metre flatted-factory unit have entirely different logistics and expansion implications.

Connectivity and freight economics

Haryana’s 2026 investment brief reports 26,131 kilometres of roads, 1,711 kilometres of rail, 15 National Highways and proximity to two international airports. It also places the state within the influence of the Delhi–Mumbai Industrial Corridor (DMIC), Amritsar–Kolkata Industrial Corridor (AKIC) and Kundli–Manesar–Palwal (KMP) corridor. These are network-level advantages; the useful question for a factory is the time and cost from its gate to each supplier, customer, inland container depot, port and airport.

Ask for a route study using your actual vehicle mix. A site that looks close to a highway may have a restricted town approach, a bridge weight limit, a no-entry window or a final-mile road that cannot handle trailers. Model inbound raw materials, outbound finished goods, empty-container movements, employee buses and emergency access separately.

Delhi estates can shorten trips to dense customer and supplier clusters and to the airport system. That advantage is strongest for high-value, low-volume goods, frequent engineering support and operations whose delivery window is measured in hours rather than days. It can be offset by urban congestion, truck restrictions, limited staging space and a higher dependence on off-site warehouses.

Questions for the logistics quotation

  • What is the legal truck route from the plot gate to the nearest national highway, freight centre or rail terminal?
  • Are heavy vehicles restricted by time, axle weight, road width or local permissions?
  • Can trailers queue inside the plot, or must they wait on a public road?
  • How far are the nearest container depot, airport cargo terminal and rail freight connection under normal and peak conditions?
  • Will a second warehouse be required because finished-goods storage cannot fit on the industrial parcel?

Power, water, effluent and environmental capacity

Haryana reports 12,500.44 MW of installed power capacity at state level. That number indicates the scale of the electricity system, not the spare capacity at a particular IMT substation. Request the sanctioned load available for your plot, redundancy arrangement, expected connection date, tariff category, outage history and charges for a dedicated feeder or transformer.

Water and wastewater can determine whether a site is operationally viable. Confirm the source, daily allocation, pressure, storage requirement, treatment standard, discharge route and tariff. Identify whether the estate has a common effluent treatment plant (CETP), sewage treatment plant (STP), industrial-gas network or only a connection point requiring your own equipment.

Haryana’s 2025–26 budget proposes an IMT Manesar pilot to recycle treated water from a 55 million-litre-per-day CETP. This is a policy programme, not evidence that recycled water is already available to every Manesar plot. Verify commissioning status, eligible users, water quality and connection terms in writing.

For either state, map the consent-to-establish and consent-to-operate requirements to your process chemistry, emissions, boiler, DG sets, hazardous materials and waste streams. A plot marketed as “plug-and-play” still requires project-specific environmental and building approvals.

Approvals, allotment and time to possession

The Haryana Enterprise Promotion Centre (HEPB) is described as a statutory single-window system. Its process information says deemed clearances can apply after 45 days once an application is complete. The 45-day statement is a process rule, not a guarantee that every factory will be approved or built in 45 days. Environmental permissions, building plans, fire safety, utilities, sector conditions and deficiencies in the application can change the timeline.

For a Haryana plot, obtain the current allotment or auction notice, lease or freehold terms, premium, annual lease rent, external-development charges, utility deposits, possession milestone and construction deadline. Ask which approvals are included in the single-window workflow and which remain with a separate authority.

In Delhi, DSIIDC’s Industrial Estate Management Division handles industrial areas, estates and flatted factories and deals with land and lease matters such as transfers, mutations and leasehold-to-freehold conversion. Confirm whether the specific unit is new allotment, transfer, relocation or resale; each route can carry different documentation, dues and restrictions.

Delhi’s relocation FAQ gives indicative possession periods of about two to three months for flats and up to two years for plots. It also describes a tentative relocation land cost of ₹3,000 per square metre and says developed plots and flats are proposed on a no-profit/no-loss basis. These are scheme figures, not a market-wide Delhi-NCR price list, and the possession estimate is not a promise for every application.

What the land may really cost

No authoritative, current, apples-to-apples price table covers every Haryana IMT and Delhi-NCR industrial hub. Do not infer that Haryana is always cheaper or Delhi is always more expensive from the ₹3,000-per-square-metre Delhi relocation figure; that figure is tentative and tied to a particular scheme.

Build a site-specific total-cost model with these lines:

  1. Land consideration: premium, auction amount or transfer value for the exact plot or unit.
  2. Holding and tenure: lease rent, renewal terms, transfer charges, mutation fees and restrictions on mortgage or subletting.
  3. Development: external-development charges, internal roads, boundary, grading, drainage and utility deposits.
  4. Building: civil works, fire systems, process floors, loading yards, parking and compliance upgrades.
  5. Connections: power substation or transformer, water, gas, CETP/STP, telecom and backup systems.
  6. Logistics: inbound and outbound freight, employee transport, off-site warehousing and congestion-related inventory.
  7. Expansion: the present cost of reserving adjacent land or the future premium for relocating when the site is full.
  8. Incentives: only benefits for which your enterprise, sector, block and investment timing are eligible and documented.

Use cost per usable square metre and cost per unit of annual production, not only the headline land rate. Keep one model for the first five years and another for the full planned life of the plant.

Incentives and block-level eligibility in Haryana

Haryana’s policy framework scores blocks on industrialisation (45%), socio-economic development (15%), locational advantage (20%), infrastructure (15%) and skills (5%). Incentives vary by block and enterprise size, so a package available in one IMT cannot be assumed for another.

Ultra-mega and mega projects may receive customised packages through the Haryana Enterprise Promotion Board (HEPB). A project team should obtain a written eligibility view based on investment, employment, sector, land status, commencement date and production milestones. Treat an announced incentive as a potential offset until the sanction, conditions and payment schedule are clear.

Delhi relocation estates may be offered on a no-profit/no-loss basis under the cited scheme, but that does not establish a universal incentive or operating-cost advantage for all Delhi-NCR industrial areas. Compare net cost after incentives only when both sides have equivalent, documented assumptions.

Labour, housing and everyday operations

Delhi-NCR provides access to a large urban labour market and established services. That can help factories needing technicians, engineering support, sales staff and frequent vendor visits. The trade-off may be higher commuting friction, tighter premises and the need to run employee buses from multiple neighbourhoods.

HSIIDC’s IMT concept includes employee housing, hospitals, shopping and other township services. Haryana’s 2025–26 budget also proposes worker dormitories. The budget item is a proposal, not proof that dormitories are operating at every IMT. Verify the number of beds, operator, eligibility, rent, transport links, healthcare access and opening date.

For shift-based operations, measure travel time at shift change, not only at midday. Check school, clinic, food, banking and emergency-service access for the workforce. A low land price can be outweighed by transport allowances, turnover and lost production if workers cannot reach the site reliably.

Cluster depth and resilience

Location decisions should include the supplier ecosystem. Manesar and other established industrial areas may offer mature automotive, engineering and logistics networks; other IMTs may offer more expansion room but require a supplier to establish a new local base. Delhi estates can be effective for close engineering collaboration and small-batch vendors, while their constrained plots may force inventory into separate warehouses.

List critical inputs and assign a primary and backup source. Test what happens if a single highway, utility feeder, CETP, supplier or labour route is disrupted. A site with two practical freight routes, spare power capacity and room for buffer stock may be more resilient than one with a shorter average delivery but no alternative.

Haryana IMT options to shortlist

IMT Manesar

At approximately 4,000 acres, Manesar is the largest of the six major IMTs listed by HSIIDC. Its established industrial base and position in the NCR make it relevant for automotive, engineering and supplier operations. Confirm current plot availability, traffic conditions, utility headroom and the status of the proposed treated-water pilot.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IMT Bawal

Bawal covers about 3,300 acres in the HSIIDC list and is included in Invest India’s count of developed plug-and-play plots. Review freight routes, workforce transport and the exact utility connection before assuming that a larger parcel will reduce operating cost.

IMT Rohtak

Rohtak is listed at approximately 3,600 acres. It may suit a land-intensive project that values a planned estate, but the business case should quantify distance to customers, suppliers and freight nodes rather than rely on estate size.

IMT Sohna

Sohna is listed at approximately 1,500 acres. Its NCR position can support customer access while offering an IMT framework; verify plot dimensions, road approach, zoning and available services for the intended process.

IMT Faridabad

Faridabad is listed at approximately 1,800 acres and is one of the locations covered by the more-than-1,100 developed plug-and-play-plot figure. Confirm whether the particular plot is ready for your environmental category and whether the road network can handle your truck profile.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IMT Kharkhoda

Kharkhoda is listed at more than 3,200 acres. The 2025–26 budget proposes expansion there and an EV park. Both are programmes requiring project-level confirmation; ask for the approved phase, possession schedule, sector zoning and actual utility delivery.

Delhi-NCR estate and relocation options

Bawana, Holambi Kalan and Holambi Khurd plots

The Delhi relocation FAQ identifies these areas for plots in the stated 100-, 150-, 200- and 250-square-metre formats. Request the current inventory, allotment conditions, development status, lease terms and any restrictions on process type, built-up area or truck movement.

Jhilmil flatted factories

Jhilmil is identified for 25- and 50-square-metre flatted factories. These units can fit a compact operation that does not need a large yard, but confirm floor loading, lift capacity, fire systems, loading hours, power allocation and waste-handling arrangements before treating a unit as a factory-ready solution.

When a Delhi scheme is too small

If your application exceeds 400 square metres, the Delhi FAQ says relocation to another NCR state may be necessary because of land scarcity. A project that needs a yard, multiple production halls or future expansion should therefore compare Haryana IMTs and other NCR states at the start, rather than apply for a Delhi format that cannot support the final design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical site-selection process

  1. Freeze the operating brief. State land area, built-up area, open yard, power load, water demand, effluent characteristics, truck types, shifts, headcount and five-year expansion.
  2. Create a two-sided shortlist. Select at least two Haryana IMTs and two Delhi-NCR estate or relocation options that can legally fit the brief.
  3. Request primary documents. Obtain the current plot map, allotment notice, tenure, premium, lease rent, external-development charges, deposits, possession date and expansion rules from HSIIDC or DSIIDC.
  4. Check land-use and environmental fit. Match the process to zoning, consent-to-establish requirements, fire norms, hazardous-material rules, CETP/STP acceptance and building controls.
  5. Validate utilities in writing. Get sanctioned power, substation capacity, water source and allocation, gas availability, telecom, drainage and treatment capacity for the exact plot.
  6. Run the logistics model. Price normal and peak travel to suppliers, customers, ICDs, ports, airports and worker catchments, including restrictions on heavy vehicles.
  7. Price the whole site. Use usable square metres and include construction, connections, transport, warehousing, worker facilities and expansion land.
  8. Test incentives. Ask the relevant authority for written eligibility, conditions, application deadlines, reimbursement timing and clawback provisions.
  9. Inspect at operating hours. Visit during shift change and truck peaks; check congestion, drainage, noise, neighbouring uses, security and emergency access.
  10. Put conditions in the board paper. Make approval conditional on confirmed possession, utility capacity, environmental permissions, financing and a documented expansion path.

Common failure modes and how to prevent them

  • Comparing a scheme price with a market price: Label the Delhi ₹3,000-per-square-metre amount as the tentative relocation figure it is, and obtain a plot-specific Haryana quotation.
  • Treating estate acreage as available inventory: Ask for the live plot map, status and zoning of the exact parcel.
  • Assuming “plug-and-play” means fully approved: Confirm your own environmental, building, fire and factory permissions.
  • Relying on a state power figure: Secure written feeder and substation capacity for the plot.
  • Counting proposed facilities as operating assets: Separately verify budget proposals such as worker dormitories, new IMTs, the Kharkhoda expansion, EV park and Manesar water-recycling pilot.
  • Ignoring the second move: Model what happens when the first parcel reaches capacity; reserve adjacent land or select an estate with a credible expansion route.
  • Using a generic labour assumption: Survey shift-wise commuting, transport cost, housing and retention for the actual workforce.

Final decision rule

Proceed with a Haryana IMT when the project’s economics depend on a large parcel, staged expansion, heavy freight, integrated utilities, worker accommodation or a block-linked incentive package. Proceed with a Delhi-NCR estate when a smaller footprint and immediate access to urban customers, suppliers, airports and labour produce more value than additional land and township capacity.

Before committing, have HSIIDC or DSIIDC confirm every commercial and technical term in writing: current allotment, tenure, premium, lease rent, external-development charges, utility deposits, possession, zoning, environmental load, CETP/STP connection, power capacity, truck route, labour-housing options and incentives. The strongest location is the one that remains workable after those documents are priced and the expansion scenario is tested.
