Haryana DGP Ajay Singhal directed officers to identify property allegedly acquired with illegal drug proceeds and pursue attachment in accordance with law, according to a PTI report carried by Hindustan Times. The direction was given at a review meeting at Police Headquarters in Panchkula on October 2, 2026. The report also mentioned demolition proceedings where legally warranted, but did not identify properties facing demolition or specify the legal criteria.
What the DGP directed
As reported by PTI, Singhal told officers to look beyond arrests and act against the financial sources of drug-trafficking networks. The direction was to identify assets said to have been acquired from illegal proceeds and take steps to attach them in accordance with law. Demolition proceedings were mentioned only where legally warranted.

The October 2 account comes from news coverage of the meeting; an official written directive or police statement was not available in the cited reporting. It therefore does not establish that any particular asset has been identified, attached, forfeited or marked for demolition.

The Department of Revenue, Ministry of Finance, describes Chapter VA of the NDPS Act as providing for forfeiture of illegally acquired property in specified circumstances. Its summary does not say that every person accused of a drug offence automatically loses property. The provisions cover specified classes connected with qualifying offences, including certain convicted people and, subject to statutory conditions, relatives, associates and holders of property previously held by such people. The page also describes an exception for qualifying good-faith transfers.

Tracing and interim action
The Department’s explanation of section 68E states: “Every officer empowered under section 53 and every officer in-charge of a police station shall, on receipt of information, proceed to trace and identify the illegally acquired properties.” The statement appears on the Department of Revenue’s page, “Seizure, freezing and forfeiture of property under the NDPS Act,” last updated September 22, 2026.
According to the Department’s procedural summary, an empowered officer may seize property or freeze it if seizure is not possible. The order must be sent to the Competent Authority within 48 hours. The Authority must confirm it within 30 days; otherwise, the order is invalid.
Notice and forfeiture decision
The Competent Authority issues notice, considers the affected person’s reply and other records, and decides whether the property should be forfeited. Where the person is arrested but not yet convicted, the Department’s summary says notice and subsequent forfeiture proceed only after conviction or a preventive-detention order. Appeals lie to the Appellate Tribunal for Forfeited Properties.
These stages are distinct: tracing identifies an asset; seizure or freezing is an interim measure; forfeiture is a later decision after the prescribed process. The Department’s webpage summarizes the procedure, not a case-specific legal determination. Current statutory text and the orders in an individual case govern its legal position.
Attachment and demolition are not the same thing
The report’s references to attachment and possible demolition should not be read as interchangeable steps in the NDPS forfeiture process. The Department’s summary describes tracing, seizure or freezing, notice, review and a forfeiture decision. The news report does not explain the legal basis or criteria for demolishing a particular property, and it does not say that the DGP ordered any specific demolition. A property being identified does not, by itself, establish that it has been forfeited or may be demolished.
Other issues covered at the meeting
The review also covered investigations under the NDPS Act, commercial-quantity cases, organized trafficking syndicates, K-9 squads, Anti-Narcotics Task Force work, public awareness and intelligence networks. The report said ANTF functioning would be reviewed and district performance assessed. Other agenda items included organized crime and extortion, criminal contacts and recruitment, communications used in crime, jail-linked networks, CCTV coordination, crimes against women, missing children and public demonstrations, according to The Times of India.

In a separate case reported on March 2, 2026, The Indian Express said police were pursuing proceedings under section 68F(1) concerning a motorcycle and a car alleged to have been bought with heroin-trafficking proceeds. The report put their combined approximate value at Rs 7 lakh. That earlier case is context only; it does not show that the October directive has resulted in new attachments or demolitions.
