Residents can use the SEWA Department and SARAL portals to find official information, while the state’s Right to Service framework sets service-specific timelines and grievance escalation routes. These are documented programmes and procedures; the official material cited here does not independently establish their results.
What the priorities mean for residents
The three strands are linked in practice: welfare programmes provide benefits and support; outreach brings officials and police into contact with communities; and service-delivery rules set out how applications and delays are meant to be handled. For a resident, the useful questions are which official channel applies, how long the relevant service is listed to take, and where to escalate a delay.

Welfare information and application access
The Haryana SEWA Department (Social Justice, Empowerment, Welfare of Scheduled Castes and Backward Classes and Antyodaya) provides information across social-security pensions, disability welfare, senior citizens, insurance, de-addiction and rehabilitation, minority welfare, educational support, housing and other state schemes. The department notice says applications for Deen Dayal Lado Lakshmi Yojana are accepted only through the official mobile app, with that channel taking effect September 25, 2025. Application routes, eligibility and deadlines can change, so check the current official notice before applying; do not rely on unofficial forms or old instructions.

Haryana’s SARAL portal is described by the government as a unified platform for citizen-facing services and schemes, with application-status tracking on the portal and by SMS. Its indexed description has cited service and scheme totals, but the description is not recently dated; those counts should not be treated as current. Check the Haryana SARAL portal for present services and status information.
How Haryana Uday brings officials and communities together
The Haryana Uday programme describes community policing and public outreach across the state from June 1, 2023, with the stated aim of strengthening engagement among district administration, law enforcement and the public. District-administration activities
- Village or Area Jan Samvad meetings, where residents can engage with officials.
- Pond-cleaning initiatives involving public or corporate social responsibility participation, as well as plantation drives.
- Arts and sports activities, youth or village parliaments, and support for government schools.

Police and community activities
- Raahgiri, cyclothons and sports events in villages affected by crime or drugs.

The portal identifies these as programme activities; the descriptions alone do not show how often each was delivered or what outcomes it produced.

In a July 30, 2026 release, Lok Bhavan Haryana announced the state’s participation in the Nashamukt Yuva for Viksit Bharat – Sankalp Abhiyaan. The announcement described youth-led health, community-participation and substance-abuse-awareness activities every Sunday for the next 100 weeks, with the Department of Youth Empowerment and Sports named as the state nodal agency. What the Right to Service framework says about timelines and delays
At an April 9, 2026 event for the Haryana Right to Service Commission’s 2024–25 annual report, Lok Bhavan Haryana described the framework as setting timelines, assigning responsibility at each level and automatically escalating delayed cases. The address specifically referred to the Auto Appeal System as a way to strengthen administrative oversight. These are the government’s stated features of the framework, not an independent assessment of compliance or resolution rates. Read the Lok Bhavan account of the event.
The SEWA Department’s Right to Services listing shows that service deadlines differ by service. Examples include 60 working days for several listed services, 90 days for the National Family Benefit Scheme for BPL households, and 30 days for inter-district migration of beneficiaries. Old-age allowance and disability pension are listed as proactive services. These periods are those shown in the listing; consult the current notification for the specific service and case.

They do not provide independently verified figures showing welfare reach, grievances resolved, outreach delivered or changes in community outcomes.
