Harvest Now, Decrypt Later: Why Encrypted Data Is Already at Risk

Encrypted data can face a confidentiality risk today even though no quantum computer can currently break the public-key cryptography in widespread use. In a “harvest now, decrypt later” attack, someone collects encrypted information now, keeps it, and hopes a sufficiently capable future quantum computer will let them read it. The threat matters most when data must remain secret for years or decades—not because a quantum breakthrough is known to be imminent, but because information intercepted today could still be valuable when that capability arrives.

What “harvest now, decrypt later” means

Harvest now, decrypt later (HNDL) is a collection-and-retention strategy. The attacker does not need a quantum computer to collect ciphertext; they need access to a communication or system where encrypted data can be captured. The possible quantum advantage comes later, if a sufficiently capable machine can break public-key cryptography used to protect that data.

  1. Harvest: Capture encrypted information, such as network traffic or stored files.
  2. Store: Retain the ciphertext, potentially for years.
  3. Decrypt: If future technology makes the relevant cryptographic protection vulnerable, attempt to recover the underlying information.

This is a threat model, not evidence that a particular person’s information has been intercepted. The risk is that data which is unreadable to an attacker today may not remain unreadable forever. NIST explains the model and its quantum-computing context in its post-quantum cryptography overview.

Why the risk can start before a quantum computer exists

Confidentiality has a time horizon. If a record must stay secret for 20 years, it can matter whether it is collected now and becomes readable at some point within that period. Waiting to migrate until a quantum computer capable of breaking current public-key cryptography appears could be too late for information already taken and stored.

NIST cryptographic expert Andrew Regenscheid put the timing concern this way: “For that kind of information, waiting until a cryptographically relevant quantum computer arrives is waiting too long because it may already have been collected.” The statement comes from his July 30, 2026, NIST interview.

HNDL is primarily about the future confidentiality of captured ciphertext. It does not mean every kind of encryption is already broken, nor does it mean a future attack would automatically defeat every security control. The concern is specifically that a sufficiently capable quantum computer could threaten some public-key cryptographic schemes used in today’s systems.

Which information deserves the most attention?

Prioritize according to how sensitive information is, the harm if it becomes public, and how long it must remain secret. A short-lived secret may have little value to an attacker years later; a medical record, trade secret, financial record or government secret may remain sensitive much longer. Also account for the time it takes to change the systems that protect the information.

This is a practical prioritization framework, not a formal NIST scoring rubric. NIST’s 2026 interview discusses long-lived sensitive information and recommends identifying what needs protection first.

Is a quantum computer about to break today’s encryption?

No reliable arrival date is established. NIST says researchers still face technical challenges and that nobody knows when—or even whether—quantum computers will be able to break today’s encryption. In its July 2026 interview, NIST said current quantum computers are too small and unstable to threaten cryptography. That is a reason not to treat HNDL as an imminent universal break-in; it is not a reason to ignore information whose required secrecy outlasts the migration work.

Quantum computers are not general-purpose machines that make every computation instantly easy. The concern here is narrower: a future, sufficiently capable quantum computer could threaten particular cryptographic algorithms. The possibility and timing should not be turned into a countdown or a claim that every encrypted message can be decrypted.

What post-quantum cryptography changes

Post-quantum cryptography (PQC) uses mathematical algorithms designed to resist attacks from both conventional and quantum computers. It is intended to run in conventional systems; it is not the same thing as “quantum cryptography,” which relies on quantum-physics methods.

In 2024, NIST finalized three PQC standards: FIPS 203 for module-lattice-based key encapsulation, FIPS 204 for module-lattice-based digital signatures, and FIPS 205 for stateless hash-based digital signatures. The distinction between key establishment and signatures matters: HNDL focuses on the confidentiality of captured data, while signatures and authentication are also part of a broader cryptographic transition. A migration plan should cover both, without confusing future decryption of ciphertext with every other kind of cryptographic failure.

How organizations can prepare

NIST’s practical advice is to treat the transition as a systems and risk-management project, not as a single product purchase. Its mathematician Dustin Moody, who leads NIST’s PQC standardization project, says: “We encourage organizations to begin their transition to these standards immediately to ensure their data remains secure in the quantum era.”

  1. Build a cryptographic inventory. Identify where cryptography is used across systems, applications, data, protocols, certificates and vendor products. Include dependencies that may be embedded or difficult to see; an organization cannot prioritize systems it has not identified.
  2. Rank the data and systems at risk. Record what information must remain confidential, for how long, and what the impact would be if it were disclosed. Give long-lived, high-impact information priority.
  3. Map dependencies and plan the sequence. Determine which systems rely on affected cryptography and where changes could affect interoperability, performance or operations. Build a staged roadmap that includes testing and procurement rather than assuming every component can change at once.
  4. Ask vendors for concrete plans. Find out when and how products will support PQC, what updates or replacements are required, and how those changes fit with your own testing and deployment schedule.
  5. Include PQC in modernization and purchasing. Account for cryptographic agility—the ability to update cryptographic components—as well as PQC support when renewing systems or buying new technology.
  6. Track the rules that apply to your organization. Follow formal standards and relevant sector, contract and jurisdiction requirements. A general NIST recommendation is not automatically a legal deadline for every organization.

NIST’s November 2024 initial public draft, IR 8547, Transition to Post-Quantum Cryptography Standards, notes that the historical journey from algorithm standardization to full integration into information systems can take 10 to 20 years. That is historical context about the complexity of integration, not a guaranteed schedule for every organization or a fixed forecast for PQC migration.

What the NSA’s 2027 and 2030 dates do—and do not—mean

In an October 1, 2026, announcement, the NSA said that, under CNSS Policy 15, new commercial National Security Systems must support quantum-resistant algorithms starting in 2027, and non-supporting legacy systems are to be phased out by 2030. These dates apply to the U.S. National Security Systems policy context described in the NSA release; they are not universal deadlines for businesses, consumers or governments elsewhere.

The NSA’s separate resource article describes long-term data exposure as a reason to act. Morgan Stern, NSA Effort Lead for Quantum Resistance, said: “Transitioning to quantum-resistant algorithms today is the safeguard we need to protect against future threats,” and “Quantum computing will bring unprecedented capabilities, and we are staying vigilant and in front of any potential malicious data harvesting by the enemy.” The statement is from the NSA’s October 2026 article, “Post-Quantum Cryptography: A Digital Armor.”
