Short answer: Hailuo AI is a capable, relatively inexpensive generator for short text-to-video and image-to-video shots. It is particularly interesting for motion-heavy scenes, creatures, stylized artwork and image animation. It is not a one-click replacement for an editor, sound designer or dependable long-form production pipeline.
“Halio 2” is almost certainly a misspelling. The original model was Hailuo 02; the newer release is Hailuo 2.3. This review separates those model names from the broader Hailuo AI web service and MiniMax’s developer API.

What is Hailuo AI?
Hailuo AI is MiniMax’s consumer video-generation service. Its core workflows turn a text prompt or still image into a short animated clip. MiniMax introduced Hailuo 02 in June 2025 with text-to-video and image-to-video generation, native 1080p output, and six- or ten-second options at selected resolutions. MiniMax later announced Hailuo 2.3 in October 2025, emphasizing improved character motion, visual quality and stylized expression.
Those are manufacturer claims, not an independent ranking. A page describing “Hailuo 2” may refer to the older Hailuo 02 model, Hailuo 2.3, or a third-party service using the name.

Be careful with hailuo2.video. Its own site says it is independent and is not affiliated with MiniMax, Hailuo AI or Hailuo Video.

MiniMax’s Hailuo 2.3 announcement says the prior pricing and video specifications are retained. Check the model label shown in your account before comparing reviews: results from Hailuo 02 and Hailuo 2.3 should not be treated as interchangeable.

Describe a subject, action, camera move, lighting and visual style. A useful structure is:
[subject] + [action] + [camera movement] + [lens/framing] + [lighting] + [environment] + [motion constraints] + [style]

For example: “A red fox runs from left to right through fresh snow, low-angle tracking shot, steady camera, soft morning light, visible paw impressions, realistic fur motion, cinematic natural color, no extra animals, no text.” Specific motion and exclusion instructions give the model fewer ambiguities, but they do not guarantee a successful take.
Image-to-video
Upload a licensed still and describe only the movement you want. “Animate the supplied image with a slow forward camera push. Keep the subject’s face, clothing, colors and background unchanged. Add only a subtle head turn and natural blinking. No morphing, no new objects, no camera shake” is more controllable than asking for an entirely new scene.
Duration and resolution
The documented Hailuo 02 options are 768p six seconds, 768p ten seconds and 1080p six seconds. Hailuo 2.3 documentation also lists six- and ten-second choices. A finished 30-second social clip may therefore require five or more generated shots, plus editing and retakes; one generation is not one finished video.

- Motion-rich shots: camera pushes, tracking moves, running animals and other clearly defined actions.
- Physics-oriented ideas: MiniMax specifically promotes physics and instruction-following improvements for Hailuo 02. Complex collisions still need inspection rather than trust.
- Image animation: portraits, product stills, illustrations and concept art can be given subtle movement.
- Stylized work: MiniMax highlights anime, illustration, ink-wash and game-CG styles for Hailuo 2.3.
- Short-form content: social B-roll, ad variations, music-video concepts, storyboards, previsualization and novelty clips are natural fits.
Use the output as a shot or idea, not as automatically publishable advertising. Check every frame for unwanted objects, identity drift, illegible text and rights issues.

What it does not reliably solve
Continuity and directing
Short generations make long uninterrupted scenes impractical. Across separate shots, a character’s face, wardrobe, props, lighting and location can change. Hailuo is not a frame-accurate directing system and should not be expected to preserve a complex multi-shot setup without substantial iteration and editing.
Hands, text and exact branding
Hands, fingers, small signage, product labels and logos remain high-risk areas for generative video generally. If a legal line of copy or a brand mark must be exact, add it in an editor instead of relying on generated pixels.
Dialogue, sound and finishing
Hailuo’s video generation should not be described as an all-in-one audiovisual suite. MiniMax documents video, speech, image and music as separate model categories at its API FAQ. Plan to add narration, music, sound effects, captions, color work and delivery encoding elsewhere.
Factual imagery and likenesses
A generated scene is not evidence. Do not use it as documentary footage without clear disclosure and verification. Copyrighted characters, celebrity likenesses, trademarks and unlicensed reference images create separate legal questions that a paid Hailuo plan does not resolve.

Speed, queues and watermarks
“In minutes” is possible for some short jobs, but it is not a fixed specification. Queue load, subscription tier, model, resolution and moderation can change completion time. The indexed consumer terms state that free users may submit up to three sequential tasks and one parallel generation; paid users may submit up to five sequential tasks and two simultaneous videos. Paid plans receive queue priority.
The same terms state that free downloads carry a watermark, while paid plans support watermark-free downloads. If speed matters, record the submission time, model, resolution, number of concurrent jobs and any moderation delay rather than quoting a universal turnaround.
Consumer pricing and credits
The official subscription terms page, last updated July 14, 2025, lists the following figures. It may not match the live checkout in October 2026, so verify the account page before purchasing.

Membership credits expire after one month and do not roll over. The terms list $1 for 70 additional credits, say failed or rejected generations should refund consumed credits, and state that cancelling does not refund an already-paid billing period. Taxes, regional availability and live plan labels can differ.

The resource-pack documentation uses units as a second accounting method: one 768p six-second Hailuo 2.3 or Hailuo 02 generation deducts one unit, while a 1080p six-second generation deducts two; Fast consumes fewer units. API users should also check the current model identifiers, asynchronous task handling, rate limits, moderation behavior and download-link lifetime in the documentation.
Commercial rights, privacy and uploads
The indexed consumer terms say paid users may use generated and downloaded content commercially, while granting Hailuo a broad, non-exclusive license to use, reproduce, modify and display content to operate, improve and promote its services. That is significant for agencies and confidential client work.

You still need rights to uploaded images and permission for recognizable people, characters, trademarks and other protected material. Review the current payment policy, terms of service and privacy disclosures before uploading confidential assets. Do not assume that a private-looking generation is excluded from retention or service-improvement use.
Hailuo compared with alternatives

A practical Hailuo workflow
- Choose the exact model, resolution and duration, and save the date and settings.
- Use an original or properly licensed reference image.
- Generate several variations rather than building a plan around one take.
- Inspect faces, hands, text, reflections, collisions and frame-to-frame continuity.
- Assemble usable shots in an editor; add sound, captions, branding and color finishing there.
- Check commercial, privacy, publicity and copyright requirements before publishing.
Who should use Hailuo?
- Casual users: Good for experimentation if watermarks and expiring credits are acceptable.
- Social creators: A strong candidate for short B-roll, memes, image animation and visual hooks.
- Agencies: Useful for ideation and variants, but review the broad service license and client confidentiality requirements.
- Filmmakers: Valuable for storyboards, concept shots and previsualization, not a reliable complete production pipeline.
- Developers: Attractive when programmatic generation and low per-clip API pricing matter; budget for retries and asynchronous job handling.
- Regulated or confidential businesses: Poor fit until retention, governance, contractual protections and data-processing terms meet your requirements.
The Bottom Line
Verdict: Hailuo AI—and especially the current Hailuo 2.3 naming—makes sense as a value-oriented short-shot generator. Its appeal is motion, image-to-video animation, stylized visuals and low listed API prices. Its limits are equally practical: short clips, variable queues, retries, continuity problems, separate audio/editing work and a broad content license. Buy or integrate it for a workflow that expects iteration; do not buy it expecting a finished, long-form film from one prompt.
