Gurugram District Registrar Arpit Gehlawat reversed an earlier direction on access to common areas at Mahindra Aura, Sector 110, and told the residents’ welfare association (RWA) to follow the society’s registered conveyance deed and approved bye-laws on common parks and green spaces. Hindustan Times reported the reversal on October 2, 2026. The report does not establish whether those documents include or exclude EWS residents, or what access arrangements are in place now.
What the later direction says
Hindustan Times quoted the later direction as saying: “The association shall strictly proceed in accordance with provisions contained in the registered conveyance deed and the approved bye-laws of the association. Any rights, usage, restrictions or other matters relating to the common parks and green spaces shall be governed by and dealt with strictly in accordance with the aforesaid documents.” The report attributed the order to District Registrar Arpit Gehlawat and quoted him directing the RWA to comply with those documents in any further action.

The reported wording makes the conveyance deed and approved bye-laws the basis for handling the dispute. It does not reproduce those documents or state a definitive finding about what they provide for EWS residents. The report therefore does not support reading the reversal by itself as either a categorical ban on park access or a final confirmation of access rights. Hindustan Times, October 2, 2026.

|---|---|---|
| September 15, 2026 | The district registrar directed the RWA, office-bearers and security staff not to restrict Kashmir Singh, his wife or other EWS residents. | Common internal roads and pathways; the reported order also said applicants and EWS residents must be permitted entry to parks and open green spaces for recreation, fresh air and health maintenance. |

What prompted the first order
According to the September 26 report, Kashmir Singh approached authorities on August 31, 2026, raising his concern at a Samadhan Shivir with the Gurugram deputy commissioner. The complaint was forwarded to the district registrar. The registrar’s reported September 15 direction then instructed the RWA, its office-bearers and security personnel not to block Singh, his wife or other EWS residents from the specified common areas.
The complex was reported to have 599 flats, including 141 EWS units. Hindustan Times attributed those figures to residents and former RWA office-holders; they were not independently verified against society records.

The RWA disputed the allegations and argued that EWS residents had no rights over common areas and facilities under the provisions governing the complex. Its president, SS Gill, said the association would challenge the first order and asserted that the approved bye-laws excluded EWS flat owners from a stake in common areas because they had not contributed to development. These are the RWA’s claims; the reports do not establish them as the documents’ definitive meaning.
Singh said his request concerned walking in the park, not using clubhouse facilities. He also alleged that residents continued to resist access after the first order. That is his account as reported by Hindustan Times, not an independently established finding. Park and pathway access should not be conflated with clubhouse access: the reported orders discussed common roads, pathways, parks and green spaces, while Singh expressly distinguished his request from club facilities.
What remains unresolved
The reports do not include the full September 15 or later order, the registered conveyance deed, or the approved bye-laws. Without those documents, the precise basis and scope of the reversal cannot be independently determined. The October 2 report said Singh and his wife planned to meet the registrar to seek clarity; it does not say whether that meeting took place.
Quick Recap
- The available reporting does not establish whether the RWA appealed, whether another authority stayed or changed either direction, or whether a later clarification was issued.
- It does not establish the current practical access arrangement at Mahindra Aura.
- The reported dispute concerns one condominium in Gurugram; it does not determine EWS residents’ rights in other housing societies.
