“Second state after Uttarakhand” can describe a point in the legislative sequence, but it is not accurate if it means the second state whose UCC bill had presidential assent. The President’s Secretariat records Assam’s assent on 29 September, after Gujarat’s. Reporting published by 3 October describes Uttarakhand, Gujarat and Assam as the three states. These are distinct legal stages: an Assembly may pass a bill, the President may assent to it, the state may publish the resulting Act in its Gazette, and the law may later commence on a date set by notification. No commencement date was established in reports published on 2 October 2026. The introduced bill provides for the Act to come into force on a date appointed by the Gujarat Government through a Gazette notification; reports said rules and that notification were still pending. Presidential assent and Gazette publication make it an enacted law, but do not by themselves establish that its provisions are operating. What is known about the comparison with Uttarakhand and Assam?
