Who plays Tommy Vercetti?
Ray Liotta is Tommy Vercetti’s voice actor. Tommy is the character the player controls, making Liotta’s performance the voice most closely identified with Vice City. The official Rockstar manual is the strongest source for this particular credit: it explicitly gives the line “Tommy Vercetti: Ray Liotta.” That direct manual credit is why the answer does not depend only on a database entry or a fan-maintained cast list.

The game’s premise places Tommy at the center of a rise through the city’s criminal world. A contemporary game description dates Vice City to 2002 and describes Tommy’s return after a 15-year prison sentence, followed by an ambushed drug deal. Those story circumstances explain why the protagonist’s voice carries so much of the game’s narrative: conversations, mission briefings and confrontations are experienced through Tommy’s point of view.
Liotta was already widely known for intense screen performances when he took the role. The credit itself, however, is the important identification: the manual names him as Tommy, and no alternate actor is supported by the cited material.
The major supporting performances
William Fichtner as Ken Rosenberg
William Fichtner voices Ken Rosenberg. He is one of the principal supporting characters listed with the game’s central cast. In a cast search, “Ken Rosenberg voice actor” should therefore lead to Fichtner rather than to the actor playing another member of Tommy’s circle.

Tom Sizemore as Sonny Forelli
Tom Sizemore is credited as Sonny Forelli. His name is sometimes confused with other crime-drama performers in online discussions, but the principal cast mapping identifies Sizemore for this character.
Dennis Hopper as Steve Scott
Dennis Hopper supplies the voice of Steve Scott. Hopper’s inclusion is one reason the cast is often remembered as a film-heavy ensemble rather than a roster made solely of game voice specialists.

Other named voices: Taxi Controller and Candy Suxxx
Two additional named roles in the principal listing are the Taxi Controller, voiced by Debbie Harry, and Candy Suxxx, voiced by Jenna Jameson. They illustrate why a “full cast” answer should not stop after listing the protagonist and a handful of major story characters. A game can include voices attached to media, commercial or service scenes as well as characters who drive the main plot.
Debbie Harry and Jenna Jameson should be treated as voice credits for their named roles in Vice City. The available cast information does not require assigning either performer a separate singing credit, nor does it establish that every cast database uses the same role categories. Keeping the character names and actor names together is the safest way to avoid confusing a voice role with a radio personality or a musical performer.

Official manual versus database listings
Not every source has the same scope. The official Rockstar manual independently confirms the Tommy Vercetti credit. The broader actor-to-character mapping for the principal ensemble is supported by the IMDb listing. A manual may highlight a key playable character, while a database may collect the wider set of named performances. Those are different jobs, not necessarily contradictory credits.
Character importance changes what gets displayed
Some pages show only the protagonist and several major supporting roles. Others add voices connected to radio, commercials or brief named appearances. The comparison axes that matter are character importance, source authority and role type. Before treating a short list as definitive, check whether it is presenting the full principal cast or only the best-known story characters.

How the cast fits the game’s setting
Rockstar describes Vice City as a return to a 1980s setting of “big hair, excess, and pastel suits,” with a character-driven story about taking over the city. That framing helps explain the unusually recognizable ensemble: the game presents a heightened crime narrative through a large group of distinct voices rather than through a single narrator.
The cast also reflects the game’s blend of story scenes and in-world media. Tommy, Ken, Sonny, Steve, Avery, Ricardo, Lance, Colonel Cortez, Umberto, Phil, Mitch, Mercedes, Kent and Jezz are listed as named characters. The Taxi Controller and Candy Suxxx credits show how the soundscape extends beyond the people Tommy meets directly in the main dramatic arc.
Because the setting is fictionalized and stylized, an actor’s presence should not be read as evidence that the character is based on that actor. The reliable claim is the credit: each performer supplies the voice associated with the named role.

Rockstar co-founder and former lead writer Dan Houser later summed up Liotta’s contribution in a statement reported by GamesRadar on October 17, 2026: “My writing’s awful, and he [Ray Liotta] made it sound good [in Vice City].” The remark is an assessment of how Liotta delivered the writing, not a replacement for the formal credit. The manual remains the direct source for identifying Liotta as Tommy.
Read together, the two pieces of evidence answer different questions. The manual establishes who performed the role. Houser’s comment explains why the performance is often singled out when people discuss the game’s voice cast.
