Install the newest title update available for your platform before changing settings. Rockstar’s 1.02, 1.03, and 1.04 updates include stability, controller/UI, and audio fixes. If the game still fails, identify when the symptom occurs—at launch, during loading, in a particular mission, after a long session, or only when using a controller—then apply the matching fix below.
Start with the title update
Close the game, install every available Vice City Definitive Edition update, and restart both the game and the system. Rockstar’s 1.02, 1.03, and 1.04 notes cover PC and console builds and address different classes of defects. A workaround that was necessary on an older build may be ineffective after an update, while a crash listed in a patch note is a strong clue that the game is not fully updated.

- PC: Let the launcher finish downloading the update, then exit and reopen the launcher before testing.
- Console: Check the game’s update screen and restart the console after installation.
- Steam Deck: Update the game first; use the launch-option workaround in the Steam Deck section only if the OLED launch fatal error remains.
Do not apply instructions written for the original 2002 PC release without checking compatibility. Rockstar’s original-PC mouse-affinity support article explicitly says that issue does not affect the Definitive Edition.
Crash fixes by symptom and title-update version
The timing of a crash is more useful than a generic “Vice City crashes” report. Match the failure to the documented cases below.

General crash triage after updating
- Confirm the installed title-update number in the launcher or console game information screen.
- Restart the game and the platform. This clears a stuck process and ensures the newly installed files are loaded.
- Reproduce the crash once and record the exact trigger: mission name, menu transition, loading screen, controller state, or elapsed play time.
- Remove temporary launch arguments or overlays that you added while testing, except for the Steam Deck OLED
-dx12workaround when that is the specific symptom. - If the same documented trigger persists on a fully updated build, verify the game installation through the platform’s normal file-check option and test again with no mods or injected files.
A crash that always happens at one mission checkpoint points toward a title-update or save-state problem; a crash that appears only after a long session is more consistent with the texture-corruption case covered by 1.03. Treat those as different investigations rather than applying every workaround at once.
Steam Deck OLED fatal error: the official interim workaround
For a Steam Deck OLED that shows a fatal error while launching Vice City Definitive Edition, Rockstar’s support guidance is to add a DirectX 12 argument. Rockstar states: “We are aware of this issue and are currently investigating a solution.” The support article was updated November 25, 2024, so this is an interim workaround rather than a claim that the underlying defect has been permanently removed.
- Open your Steam Library on the Deck.
- Select Grand Theft Auto: Vice City – The Definitive Edition, open its settings, and choose Properties.
- Stay on the General page and find Launch Options.
- Enter exactly
%command% -dx12. - Close the Properties window and launch the game.
Keep the space between %command% and -dx12. Do not replace the command with a quoted executable path. If the game launches after this change, leave the option in place while playing on that OLED Deck. If it still fails, remove other custom launch arguments, reboot the Deck, and retest with only the documented argument.

Missing songs are not the same as broken audio
A song that is permanently absent from a radio station may be unavailable because its music license was not renewed. PCGamingWiki documents missing or changed music in the Definitive Edition as a licensing limitation, including expired licenses. A settings reset, reinstall, or audio-driver change cannot restore a track that is not included in the licensed game content.
By contrast, a licensed station can still suffer a playback defect. Rockstar’s update notes describe pauses, skipped lines, delayed lines, repeated audio, and sound effects that fail in particular situations. Use the distinction below before deleting saves or reinstalling.

How to test an audio complaint
- Write down the station, mission, vehicle, weapon, or activity in which the problem occurs.
- Check whether the same song or line is absent on every attempt. Consistent absence of one track is more compatible with a licensing change than with a damaged installation.
- For pauses, repeated scanner clips, missing footsteps, or unstable dialogue, update the game and restart it before changing system audio settings.
- Retest with the same station or action. A defect that disappears after updating was a playback bug; a track that remains absent while all other station functions work may be an availability limitation.
Do not describe every soundtrack difference as corruption. The Definitive Edition can contain a changed music selection even when the installation is healthy.

Controller cannot select menu options on PC
Vice City Definitive Edition is described by PCGamingWiki as supporting full controller navigation, so a failure to highlight or activate one menu item should be treated as an input or UI-state problem before assuming the controller is defective. Rockstar’s 1.03 notes identify two specific cases:

- The controller cannot select a UI element when the mouse cursor is already hovering over that element.
Fix the mouse-and-controller focus conflict
- Install title update 1.03 or a later build.
- When the menu appears, move the physical mouse pointer away from the button or control you want to select. Do not leave it hovering over Cancel, Confirm, or another target.
- Press the controller button again and wait for the highlight to change before confirming.
- If focus remains stuck, back out of the screen, reopen it, and try once more after moving the pointer away.
The mouse position can determine which input system owns the current UI focus. That makes this behavior look like a dead controller even though the game is receiving input.
Check whether the problem is the game or the controller
- Test the controller in the platform launcher or another game. If it fails there too, investigate the controller connection, battery, pairing, or operating-system mapping.
- Open Vice City’s input settings and confirm that the intended controller is selected and that the button layout has not been remapped unexpectedly.
- Disconnect additional gamepads, fight sticks, or virtual input devices temporarily so the game sees one active controller.
- Reconnect the controller, restart the game, and test a menu and normal gameplay. Compare behavior with the mouse moved away from all controls.
Do not buy a replacement controller solely because Mission Failed buttons cannot be selected. The documented 1.03 UI cases can reproduce on otherwise functional hardware.

Platform and edition matter. A workaround for the original PC release is not automatically valid for the Definitive Edition, and a Steam Deck launch option does not address a console mission crash or a missing licensed song.
When reinstalling helps—and when it does not
Reinstallation is a reasonable last step for damaged or incomplete files, but it is not the first response to every symptom.

- Do not reinstall to restore an unlicensed song: licensing omissions are content-availability changes, not necessarily local file damage.
- Do not replace a controller before checking UI focus: moving the mouse away and installing 1.03 or later addresses the documented PC cases.
- Use a clean test: if you reinstall, launch without mods, overlays, or custom arguments other than the OLED
-dx12workaround when applicable.
Keep a note of the original symptom and the update version after each test. Changing several variables simultaneously makes it impossible to tell whether the title update, launch option, input change, or reinstall solved the problem.
A practical decision tree
- Does the game fail before the main menu? On a Steam Deck OLED, apply the documented
%command% -dx12launch option. On other platforms, update and restart before investigating files or drivers. - Does it crash at a named Vice City event or loading transition? Check the 1.02 and 1.03 cases: TV-to-table loading, the end of Checkpoint Charlie, and Bloodring Arena.
- Does the problem appear only after a long session? Install 1.03 or later, because that update addressed texture corruption after extended play.
- Is one song always absent? Treat it as a possible licensing omission rather than a broken audio device.
- Are pauses, skipped lines, repeated scanner clips, or missing footsteps intermittent? Treat them as runtime playback defects and update to the version that covers the symptom, especially 1.03 or 1.04.
- Can the controller move through gameplay but not select one menu button? Update, move the mouse pointer away, and retry before testing hardware.
What to include when reporting an unresolved bug
A useful report separates reproducible facts from assumptions. Include:
- Platform and, for handhelds, whether the device is a Steam Deck OLED.
- Installed title-update version.
- Whether the failure happens at launch, during loading, in a named mission or event, after extended play, or in a menu.
- For audio, the station, line, sound effect, and whether the same content is absent every time.
- For controllers, whether the controller works in the launcher and whether the mouse cursor was hovering over the target control.
- Any custom launch options, mods, overlays, or virtual input software still enabled.
This information lets support distinguish a known title-update regression, a licensing difference, a platform-specific launch failure, and a local input or installation problem.
