Error code 134 means GTA V could not verify offline play while Rockstar Games Services were unavailable to the launcher. Rockstar Games Customer Support says the error may occur when the installed game version is not up to date, often after a recent GTA V update. The correct repair depends on whether you start the game through Rockstar Games Launcher, Steam, or Epic Games Launcher.

What the GTA V code 134 message means

The launch message reads: “The Rockstar Game Services are unavailable and offline play could not be verified (code 134).” It describes two related conditions seen during startup: the launcher cannot reach or use Rockstar’s game services, and it cannot complete the check that authorizes offline play.

Rockstar does not state that every code 134 case has one identical cause. Its support guidance says, “The code 134 error may occur if your game version is not up to date.” A recent update that has not been installed is therefore a supported possibility, not a guaranteed diagnosis.

The official article, titled “Error Code 134 when launching Grand Theft Auto V on PC,” was last updated April 12, 2024. It provides separate procedures for Rockstar Games Launcher, Steam, and Epic Games Launcher. Those procedures should not be mixed: each storefront has its own verification controls and, in the reinstall instructions, its own folder path.

#1 Best Overall
Grand Theft Auto V - PC
  • Will take full advantage of the power of new generation systems and PC to deliver across-the-board enhancements including increased resolution and graphical detail, denser traffic, greater draw distances, upgraded AI, new wildlife, and advanced weather and damage effects for the ultimate open world experience.
  • The biggest, most dynamic and most diverse open world ever created and now packed with layers of new detail.
  • Grand Theft Auto V blends storytelling and gameplay in new ways as players repeatedly jump in and out of the lives of the game’s three lead characters, playing all sides of the game’s interwoven story.
  • Includes Grand Theft Auto Online, the ever-evolving Grand Theft Auto universe.
  • All new content and gameplay created and released since the launch of Grand Theft Auto Online including new Jobs, an arsenal of new weapons, scores of new vehicles, new properties and player customizations

The article does not establish whether Rockstar services are experiencing a live outage at the moment you see code 134. Treat the message as a launch and version-verification problem first, then follow the path for your storefront.

Identify your launch route before changing files

Look at the application you use to start GTA V. Select only the matching row below. The names of the menus and the recovery sequence differ by platform.

Where you launch GTA V First documented action If verification does not fix it
Rockstar Games Launcher Use Settings → My installed games → Grand Theft Auto V → Verify Integrity. The cited Rockstar procedure does not specify a reinstall fallback for this route.
Steam Use Library → right-click Grand Theft Auto V → Properties → Local Files → Verify integrity of game files…. Uninstall, remove the remaining GTA V files from the actual Steam installation folder, reinstall from the Steam library, then launch.
Epic Games Launcher The cited procedure starts with uninstalling GTA V from the Library. Remove the remaining files from the documented Epic folder, restart Epic Games Launcher, reinstall from the Library, then launch.

Do not use the Epic folder-cleanup path for a Steam installation, or the Steam path for an Epic installation. The folders belong to different storefront layouts.

  • This game will no longer support Windows 7 or 8 operating systems starting January 30, 2024.
  1. Sign in to Rockstar Games Launcher.
  2. Open Settings.
  3. Under the installed-games area, select Grand Theft Auto V from My installed games.
  4. Choose Verify Integrity.
  5. Wait for the verification process to finish. Rockstar says a notification above the system tray will state that the game is verified and ready to play when the process completes.
  6. Launch GTA V from the same launcher.

What this verification does

The launcher’s Verify Integrity command checks the existing GTA V installation against the files expected by the launcher and repairs a detected mismatch. It is the least disruptive documented step for this route because it works with the installation already on the PC rather than removing the game.

If code 134 remains

A completed verification message is not a guarantee that every code 134 case will be fixed. If the message returns, note whether the launcher completed verification and whether it reports the game as ready to play. The support article does not provide a second Rockstar Games Launcher repair sequence, so avoid substituting Steam or Epic instructions for this installation.

Fix code 134 through Steam

Use these steps when GTA V is installed and launched from your Steam library.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 1: Verify the Steam files

  1. Open Steam.
  2. Open your Library.
  3. Right-click Grand Theft Auto V.
  4. Select Properties.
  5. Choose Local Files.
  6. Select Verify integrity of game files….
  7. Let Steam finish checking the installation, then launch GTA V.

The ellipsis is part of Steam’s menu label in the documented procedure. Keep Steam open until the check has finished; starting the game before the check completes does not test the repaired installation.

Step 2: Use the documented reinstall fallback only if verification does not resolve the error

Rockstar’s Steam fallback is a full uninstall and reinstall with cleanup of files left behind by the uninstall. Use it only after the verification step has failed to resolve code 134.

  1. Uninstall GTA V from Steam.
  2. After uninstalling, open the game’s Steam installation folder.
  3. Delete the remaining files in C:Program Files (x86)SteamsteamappscommonGrand Theft Auto V.
  4. Reinstall GTA V from your Steam library.
  5. Launch GTA V after the reinstall completes.

The path above is Rockstar’s example path, not a claim that every Steam installation uses that drive or directory. If your Steam library is on another drive or in a custom library folder, clean the corresponding Grand Theft Auto V directory in that actual location instead of deleting the example path blindly.

Why the Steam sequence has two stages

Verification is a repair attempt that preserves the installation. The fallback removes the installed game and any remaining files before downloading a fresh copy from Steam. Keeping the order matters: the official procedure puts verification first and reserves the uninstall, cleanup, and reinstall sequence for an unresolved error.

Use this procedure when Epic Games Launcher is the application that owns the GTA V installation.

  1. Open Epic Games Launcher.
  2. Open Library.
  3. Use the three-dot menu for Grand Theft Auto V.
  4. Select Uninstall.
  5. After the uninstall finishes, delete the remaining files in C:Program FilesEpic GamesGTA.
  6. Restart Epic Games Launcher.
  7. Reinstall GTA V from the Epic Games Library.
  8. Launch the game after the reinstall completes.

Rockstar’s cited Epic procedure begins with uninstalling rather than listing a separate file-verification command. Follow the order: uninstall, remove the remaining files, restart the launcher, reinstall, and launch.

Use the supplied Epic path as a location example

The documented folder is C:Program FilesEpic GamesGTA. If Epic installed the game somewhere else, remove the remaining files from that actual GTA V folder. Do not delete an unrelated directory simply because its name contains “GTA,” and do not apply the Steam folder path to an Epic installation.

How to choose the right recovery path

The storefront determines both the available menu command and the location that must be cleaned during a reinstall. Use this decision sequence:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Start with the launcher that displays your GTA V library entry.
  2. If it is Rockstar Games Launcher, run Verify Integrity from the game entry in Settings.
  3. If it is Steam, run Verify integrity of game files… first.
  4. If it is Epic Games Launcher, follow the documented uninstall and remaining-file cleanup procedure.
  5. Only use a reinstall fallback where the documented route provides one, and use that storefront’s actual installation folder.

These are not interchangeable labels for one universal repair. “Verify Integrity” is the Rockstar Games Launcher command; “Verify integrity of game files…” is Steam’s command; the cited Epic route uses uninstall and reinstall.

What to check when code 134 returns

Confirm that the game has completed its update or reinstall

Because Rockstar identifies an out-of-date game version as a possible cause, do not launch GTA V while the storefront still has an update, verification, or reinstall operation in progress. Wait for the selected launcher to finish, then start the game from that same launcher.

Check that you followed the platform-specific procedure

A common procedural mistake is using the right action in the wrong launcher—for example, looking for Steam’s Local Files menu in Rockstar Games Launcher, or deleting the Steam directory for an Epic installation. Recheck the launcher name and the exact menu path before repeating the operation.

Confirm the cleanup folder before deleting anything

The Steam and Epic fallback procedures require removal of remaining GTA V files after uninstalling. Verify that the folder belongs to the uninstalled GTA V copy and that you are using the correct storefront path. Steam’s example is C:Program Files (x86)SteamsteamappscommonGrand Theft Auto V; Epic’s documented folder is C:Program FilesEpic GamesGTA. A custom library location should replace the example location.

Do not treat the message as proof of a current service outage

The wording mentions Rockstar Games Services, but the cited support article does not report current service availability. Code 134 can appear while the installed version is not up to date, and the source does not establish whether Rockstar services are online or offline when you encounter the error. Do not infer a live outage, or its absence, from this article alone.

Do not assume a successful check guarantees a fix

Rockstar’s instructions describe the actions to take; they do not promise that verification or reinstallation resolves every code 134 instance. If the message persists after you have completed the correct storefront procedure, record which steps finished and what the launcher reported rather than repeating unrelated instructions from another platform.

Common mistakes to avoid

  • Starting with the wrong storefront: identify whether Rockstar Games Launcher, Steam, or Epic Games Launcher starts your copy before following any steps.
  • Deleting files before uninstalling: the documented Steam and Epic fallback sequences place uninstall first, then removal of remaining files.
  • Using an example path as a universal path: both supplied Windows paths can differ when the game is installed in a custom library location.
  • Skipping verification on Steam: Rockstar’s Steam instructions put file verification before the reinstall fallback.
  • Expecting an outage diagnosis from code 134: the support article explains a possible outdated-version cause but is not a real-time service-status report.
  • Assuming the same labels exist everywhere: Rockstar Games Launcher uses Verify Integrity, while Steam uses Verify integrity of game files…; Epic’s cited procedure starts with uninstall.

Source scope and practical takeaway

Rockstar Games Customer Support’s article updated April 12, 2024 is the basis for the platform procedures above. Its central qualification is important: an outdated GTA V version may cause code 134, but the article does not say that this is the only cause or that any one step guarantees success.

For a Rockstar Games Launcher installation, verify integrity from the game’s Settings entry. For Steam, verify the files first and use the documented uninstall, cleanup, and reinstall sequence only if verification does not resolve the launch error. For Epic Games Launcher, follow the documented uninstall, remaining-file cleanup, launcher restart, and reinstall sequence. Use the correct installation folder for your own library, and do not interpret the message as confirmation of a current Rockstar service outage.
