Yes, players can treat Jason and Lucia as a couple or as collaborators rather than pursue their romance. Rockstar’s Rob Nelson says they still have to work together in most situations, however. Their relationship depth affects some shared interactions and can influence how their story plays out. The developer comments reported so far do not establish a player-controlled breakup that ends their partnership.
Romance is optional; working together is not
In a Famitsu interview translated into English by GTAVice.net, Rockstar North Head of Development and Co-Studio Head Rob Nelson said the story is structured so Jason and Lucia must work together in most situations. Players can approach that partnership as a couple or as accomplices. Nelson described the story as being about both the protagonists and “the relationship between two human beings.”

In a separate interview with IGN, as reported by TechRadar, Nelson said players who are not interested in the romance can leave it alone. TechRadar reports that players will not be penalized for avoiding it: Jason and Lucia can still work together as partners in crime.

Nelson said building the relationship affects which things the pair can do together. He gave holding hands and kissing as examples of shared options that are unavailable if the relationship has not been deepened. The interview also says players can check their relationship status in the game and that putting effort into the relationship can restore it.

Those comments establish that romance is more than a cosmetic label, but they do not specify a meter scale, thresholds, particular triggers or a complete list of interactions. They also do not map relationship levels to particular missions or dialogue branches.
Can you break Jason and Lucia up?
The available developer comments describe Jason and Lucia as staying together and working together for most of the story, even if the player does not pursue romance. Nelson also said nurturing the relationship would “definitely have a bearing on how their story plays out,” as reported by GamesRadar+.

That supports a narrative effect from relationship choices, but the reports do not detail all possible consequences or confirm every ending. They also do not document a player-controlled route that breaks up the duo or removes their ongoing partnership. It is more precise to say that romance can be skipped while the story’s central partnership remains, rather than claim that every possible breakup or ending has been ruled out.
How Rockstar frames the pair
Rockstar’s official character profiles frame their connection as part of the setup: Lucia’s profile says a life with Jason could be her way out, while Jason’s says meeting Lucia could be the best or worst thing to happen to him. That is character framing, not a specification of how a romance system works.

The official Grand Theft Auto VI page likewise describes the two as forced to rely on each other after a score goes wrong. Together, the official framing and Nelson’s comments point to a story about a criminal partnership that may also become a romance, depending on how the player chooses to engage with it.
