What “still undergoing changes” means
A current GamesRadar+ report about a Bloomberg interview with Rockstar head of publishing Jennifer Kolbe says the studio has changed how it works after looking back at the development of Red Dead Redemption 2. Kolbe was quoted as saying, “we’re not doing it again like this,” referring to the earlier crunch model, and said she was proud of the company’s changed approach.

That context makes late changes more consistent with controlled refinement: adjusting missions, performance, bugs, balance, and presentation while teams move toward a stable build. It does not prove that every part of the game is finished, because a large release can remain in active development until certification and launch.
Be careful with the headline wording
The exact sentence used in the headline about the game “still undergoing changes” was not available in an official transcript. It should therefore be treated as reporting about continuing development work, not as a direct Rockstar announcement of another delay. The firm’s own public schedule still names November 19.

How credible is the November launch?
