The proposal allowed banners at up to five downtown buildings, for no more than 56 consecutive days and no later than December 31. Separate Miami Beach and Miami-Dade County actions had different approval statuses.
What the October 15 date means
Miami Today reported on September 15 that the City of Miami proposal allowed the banner campaign to begin no earlier than October 15, 2026. The commission had approved the plan on first reading on September 10, but a second reading and final commission approval were still required, according to Miami Today. The date was therefore a proposed earliest start, not evidence that all placements were authorized, installed, or visible on October 15.
The reported proposal covered up to five downtown buildings within a defined area. Individual banners could be as large as 10,000 square feet and could remain up for a maximum of 56 consecutive days, with the campaign ending by December 31. These are proposed campaign limits, not a confirmed inventory or record of how long banners were actually displayed.
How the Miami-area actions differed
| Jurisdiction or location | Action reported | What that establishes |
|---|---|---|
| City of Miami | Temporary-banner proposal approved on first reading September 10; further approval was still required in Miami Today’s September 15 report. | A proposed campaign at up to five downtown buildings, with a possible start no earlier than October 15. |
| Miami Beach | Commissioners voted 4-3 to authorize negotiations for a separate campaign, according to Rockstar Report. | Negotiations were authorized; the vote alone does not show that a final agreement was signed. |
| Miami-Dade County | Partnership discussions were reported by Axios Miami on August 28. | Axios said no partnership had been formally agreed or approved at that time. |
| Kaseya Center | CBS Miami reported on September 22 that crews were installing a large rooftop “Welcome to Vice City” sign. | An installation was observed, but CBS said the agreement behind the promotion was unclear. |
These reports describe different actions and stages, not one confirmed, region-wide rollout. The proposed City of Miami banners should not be conflated with Miami Beach negotiations, county discussions, or the Kaseya Center sign.

What the proposal said about fees
Miami Today reported a possible City of Miami application fee of $208,000 for each banner larger than 5,000 square feet. If applications were submitted for all five proposed locations at that size, the total would be $1.04 million. That figure is a conditional calculation based on the reported fee and maximum proposed number of sites—not confirmed city revenue or money shown to have been collected.
Why the campaign is called “Vice City”
Rockstar Games describes Grand Theft Auto VI as set in Vice City and the state of Leonida. Miami’s public discussion also reflected concern over how the city itself would be presented. Miami commissioner Christine King told Miami Today that removing “Vice City” from the City of Miami banner proposal addressed concerns about negative advertising. Mayor Eileen Higgins said, “We don’t like being referred to as ‘Vice City’.” Commissioner Damian Pardo said, “There aren’t any revving cars, there aren’t any guns.” These comments were reported by Miami Today.
Game release date and platforms
Rockstar’s official Grand Theft Auto VI page lists the release date as November 19, 2026, for PlayStation 5 and Xbox Series X|S. The date of the proposed Miami banner campaign is therefore earlier than the listed game release, but the advertising reports do not establish that every planned placement was live on October 15.
What is and is not confirmed
The available reports establish a proposed City of Miami banner plan, a separate Miami Beach vote to negotiate, county discussions described as unapproved by Axios on August 28, and a Kaseya Center rooftop sign installation reported by CBS Miami on September 22. They do not establish the final installed banner inventory across all jurisdictions on October 15 or an executed agreement covering every placement. The campaign proposal’s limits and potential fees should not be read as proof of what was ultimately installed or paid.
