Indian vehicle exports have two separate tax exposures: GST on the inputs you buy in India and customs duty arising from the goods’ tariff treatment. An export is a zero-rated supply under section 16 of the IGST Act, so an eligible registered exporter can normally use a bond or Letter of Undertaking (LUT) without paying IGST on the export and then seek a refund of eligible unutilised input tax credit. That zero-rating does not remove Indian customs obligations, imported-input duties, port costs or the buyer’s import taxes.
Your budget should therefore model the exact vehicle or component classification, origin, valuation, export-duty notification, GST route, accumulated input tax credit, refund controls, working-capital period and destination-country charges. There is no defensible industry-wide percentage split between GST and customs duty; the answer is transaction-specific.

GST and customs duty are different budget lines
GST answers a domestic indirect-tax question: tax charged on steel, components, repair services, warehousing, professional services and other eligible business inputs, and how that tax is recovered when the finished vehicle is exported. Customs duty answers a border question: what charge, if any, applies to the exported vehicle or parts under the Indian customs tariff and current notifications, and what duties were paid on imported inputs.
They are administered through related but different records. GST zero-rating concerns the export supply and the exporter’s return and refund claim. Customs treatment depends on classification, customs value, origin and the applicable schedule or notification. A refund of GST does not cancel an export-duty liability, and paying export duty does not turn the shipment into a domestic GST supply.

| Exposure | What creates it | How to budget it |
|---|---|---|
| Input GST | GST paid on eligible purchases and services used in the export business | Track the credit accumulated, the portion eligible for refund and the period until cash is received |
| IGST on export | Only when the permitted paid-IGST export route is used under the applicable notifications and conditions | Fund the tax outlay until the refund is processed; do not assume the route is available for every shipment |
| Indian export duty | A rate attached to the vehicle or part’s classification under the current customs schedule or notification | Treat as a separate cash cost unless a specific remission applies |
| Duty on imported inputs | Basic customs duty, IGST and, where applicable, compensation cess on imported goods or inputs | Record the amount by input and test whether drawback or another remission scheme can recover it on re-export |
| Destination taxes | Import duty, VAT/GST, excise or registration charges in the buyer’s country | Assign responsibility under the contract and Incoterm; price the buyer’s obligation or include it in your landed-cost quote |
How GST zero-rating works for an Indian auto exporter
Exporting without charging IGST
Section 16 of the IGST Act treats an export of goods as a zero-rated supply. An eligible registered exporter can generally export under a bond or LUT without paying IGST on the export invoice. The exporter then claims a refund of eligible unutilised input tax credit, subject to the statutory rules and documentation.
Zero-rated does not mean “no tax ever paid.” The exporter may have already paid GST to suppliers. That amount remains in the electronic credit ledger until it is used against another liability or a compliant refund is sanctioned. Your cash-flow model must include this funding period.
Exporting after paying IGST
The alternative is to pay IGST on the export and seek a refund through the permitted mechanism. This route is not an unconditional choice for every exporter or shipment. Its availability and operation depend on the applicable statutory notifications and conditions, including valid return data and customs-system processing. Confirm eligibility for the transaction date before committing cash.
Recommended Free Tools
Do not budget both routes at once. A shipment should have a documented route decision, the supporting registration and LUT or bond details where required, and an invoice and return treatment that matches that decision.
What input GST can do to your cash flow
Automobile production and trading can accumulate credit from steel, components, tooling, contract manufacturing, testing, freight-related services, storage, insurance and professional overheads. The fact that GST appears on a supplier invoice does not by itself guarantee that the entire amount is refundable. Eligibility, valid tax invoices, receipt of supplies, use in the export business and the applicable refund formula and rules still matter.
Build an input-credit register
- Record the supplier invoice number, date, GSTIN, taxable value and tax amount.
- Tag each purchase to the exported vehicle, a batch, a component line or shared overhead.
- Separate domestic sales credits, blocked or ineligible credits and credits already used to pay output tax.
- Reconcile the electronic credit ledger with purchase records and the figures reported in GST returns.
- Identify credits that may remain outstanding when the shipment leaves India; these are the working-capital amount, not an immediate refund receipt.
For a multi-model exporter, a batch-level register prevents one vehicle’s inputs from being counted against another shipment and makes an audit explanation possible.

Customs duty on the exported vehicle or parts
Classification determines the starting point
Customs duty is not calculated from the fact that an item is described commercially as a “car,” “kit,” “engine” or “part.” The legally relevant tariff classification can differ for a complete vehicle, a completely knocked-down or semi-knocked-down arrangement, an engine, a battery, a body panel or a replacement component. Classification also affects whether an export-duty entry or a special notification applies.

Obtain a defensible HS classification before quoting a price. Keep the technical specification, catalogue, photographs, bill of materials, assembly state and intended use that support the code. If a shipment contains several articles, classify each line rather than applying the finished vehicle’s code to all contents.
Valuation, origin and date matter
Even after the HS code is settled, the amount depends on the customs value and the rate in force on the relevant transaction date. Origin documentation can matter when a notification or trade arrangement gives different treatment. A budget prepared without the destination, origin, transaction date and valuation basis is only a placeholder.
Ask a licensed customs broker or an internal trade-compliance specialist to verify the current Indian schedule and notifications for every material product line. Keep a dated copy of the classification and rate check so that a later rate change does not silently alter your margin calculation.
Export entry, documents and the refund-control chain
Shipping bill or bill of export
For vessel or aircraft shipments, the export entry is made electronically through a shipping bill. Land shipments use a bill of export. The document must carry information consistent with the commercial invoice, packing list, GST return and the goods actually presented to customs.

Manifest or report confirmation
CBIC refund procedures depend on the carrier’s export manifest or report being filed and the export being confirmed in the customs system. Rule 96 ties the shipping-bill refund process to valid return data and matching information. Where the manifest or report is missing, or the shipping bill and GST data do not match, the deemed application date can be delayed until the error is corrected.

Data that should match
- Use the same exporter GSTIN, invoice number, invoice date, taxable value and tax amount on the commercial invoice and the GST return data.
- Enter the shipping-bill number and date accurately in the relevant return fields.
- Check that the shipping bill identifies the correct export invoice and port.
- Confirm with the carrier or freight forwarder that the export manifest or report was filed and accepted.
- Compare customs status with GSTR-1 or GSTR-1A and GSTR-3B records before filing a refund application.
- Correct a mismatch promptly and retain the amendment, acknowledgement and correspondence.
These are not merely administrative tasks. A rejected or delayed match extends the period for which your input tax credit is tied up.
How export duty affects a GST refund
Section 16 and related CBIC guidance bar the relevant unutilised-input-tax-credit or IGST-paid refund where the exported goods are subject to export duty. If the vehicle or part attracts export duty, do not assume that the GST refund route will still return the credit associated with that export.
Model export duty as an irreversible cash cost unless you have identified a specific remission or exemption that applies to the exact goods, route and documents. Keep the export-duty line separate from refundable GST in your quotation, management accounts and cash-flow forecast. Combining them into a single “tax percentage” hides the fact that one amount may be recoverable while the other is not.

Imported steel, electronic modules, engines, batteries and other inputs can carry basic customs duty, IGST and compensation cess. The importer may have paid those charges long before the finished vehicle is exported. On a qualifying re-export, drawback or another remission mechanism may be available, but eligibility is scheme-specific and document-dependent.
Evidence needed before assuming recovery
- Import entry details and proof of the duty and tax actually paid.
- A bill of materials or consumption record linking imported content to the exported vehicle or part.
- Proof that the imported goods meet the relevant re-export, substitution, time-limit and processing conditions.
- Correct declarations in the shipping bill and any required drawback or remission forms.
- Records showing that the same duty has not already been recovered through another mechanism.
Do not net a potential drawback against the selling price until a broker or compliance adviser has confirmed the scheme and documents for your transaction. A theoretical entitlement that fails a consumption or declaration condition is not cash available for working capital.
Destination-country taxes and the Incoterm decision
Indian zero-rating ends at the Indian export transaction. The buyer’s country may impose import duty, VAT or GST, excise, environmental charges or vehicle-registration fees. Those amounts are outside Indian GST and can exceed the Indian tax lines in some markets.

Your contract and Incoterm determine who arranges clearance and who pays those charges. Under a term that leaves import clearance to the buyer, provide the classification, origin evidence and commercial documents the buyer needs, but do not present the buyer’s import tax as an Indian refund. Under a term that makes you responsible for delivery and import clearance, obtain a destination-country landed-cost calculation before quoting.
Check whether a preferential trade agreement changes the buyer’s import duty. Preference normally requires origin rules and documentary proof; an Indian export invoice alone is not proof of preferential origin.

| Line | Calculation question | Budget treatment |
|---|---|---|
| Production and procurement | What is the pre-tax cost of the vehicle, parts, services, freight and overhead? | Base cost; allocate shared costs consistently |
| Input GST | How much eligible GST is paid, how much is already utilised and how much remains unutilised? | Show as a credit-funded amount and a separate expected refund |
| Export IGST | Is the paid-IGST route legally available and selected? | If yes, fund the tax until refund; if no, use LUT or bond treatment where permitted |
| Export duty | Does the HS code attract a current Indian export-duty rate? | Add as a non-refundable cash cost unless a confirmed remission applies |
| Imported-input duty | What basic customs duty, IGST and compensation cess were paid on imported inputs? | Include in landed input cost; model only documented drawback or remission as recovery |
| Compliance and logistics | What will the broker, freight forwarder, port, documentation, inspection and amendment work cost? | Quote as direct shipment costs, not as GST refund income |
| Refund timing reserve | How long can credit remain blocked while returns, manifest and customs data are reconciled? | Hold a conservative working-capital reserve |
| Destination charges | What import taxes and registration costs apply under the chosen Incoterm? | Assign to the contractual payer and show separately from Indian taxes |
A simple cash requirement is: input GST paid but not yet recovered + any export IGST paid + export duty + imported-input duty not yet remitted + broker, port and documentation charges. The amount actually received from an eligible refund or remission should be subtracted only after the relevant filing and system confirmation, not when the shipment is merely planned.
Comparing two export scenarios
When management compares an LUT shipment with a paid-IGST shipment, or one sourcing plan with another, use the same axes. Otherwise a lower quoted tax rate may simply reflect a postponed cost or an untested refund assumption.

Step-by-step pre-shipment checklist
- Freeze the product description. Record the vehicle or component specification, assembly state, quantity and intended use.
- Confirm HS classification. Check the Indian tariff, current export-duty notifications, customs value and transaction date.
- Verify origin and destination. Identify the manufacturing origin, buyer’s country, any preferential arrangement and the evidence needed to claim it.
- Choose the GST route. Document whether the shipment will use bond/LUT or a permitted paid-IGST route.
- Prepare consistent documents. Align the invoice, packing list, shipping bill or bill of export, GSTR-1 or GSTR-1A and GSTR-3B data.
- Check imported content. List imported inputs and test drawback or other remission eligibility before pricing a recovery.
- Confirm manifest responsibility. Obtain the carrier or forwarder’s process and tracking reference for the export manifest or report.
- Reserve cash. Fund input GST, any paid IGST, export duty, unrecovered import duty and logistics charges until the system confirms export and the refund is processed.
- Reconcile after departure. Compare customs and GST data, correct mismatches and retain acknowledgements.
- Close the file. Record refund receipts, duty payments, amendments and destination-cost responsibility against the shipment margin.
Common budgeting mistakes and their fixes
Using a single “tax percentage”
A blended percentage conceals whether a charge is refundable, payable at export or imposed in the destination country. Keep GST credit, export duty, import duty and destination taxes on separate lines.
Best Value
Assuming every export is automatically refundable
Zero-rating creates the statutory framework, not an instant payment. Eligibility, return filing, manifest delivery and data matching still control the refund.
Quoting before classification
A commercial label is not a tariff ruling. Obtain the HS code and rate check before fixing a contract price.
Counting a possible drawback as current cash
Imported-input remission is scheme- and document-specific. Treat it as zero in the base case and show a recovery only after eligibility is verified.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIgnoring the manifest
A complete invoice and return cannot cure a missing carrier manifest or report. Make the carrier’s filing and confirmation a tracked milestone.
Confusing Indian and destination taxes
The buyer’s VAT, import duty, excise and registration charges are not part of an Indian GST refund. Assign them under the Incoterm and price them separately.
What a defensible forecast should show
Present management or a customer with three cases: a base case that assumes no unconfirmed remission and a conservative refund period; an expected case using verified GST and customs controls; and an upside case that includes only a documented drawback or preferential-duty benefit. Label every amount with its payer, currency, tax jurisdiction, transaction date and recovery condition.
There is no authoritative representative percentage split between GST and customs duty for Indian automobile exporters. A vehicle assembled from domestic inputs, a vehicle containing imported modules and a parts shipment can have entirely different exposures. Transaction-level classification, valuation, origin, route and cash-flow data are the only reliable basis for the quote.
