What GSTR-1 covers—and who must file it
GSTR-1 is the statement of outward supplies for applicable normal and casual registered taxpayers. It reports sales and other outward transactions that feed the recipient’s purchase-side records and the taxpayer’s wider GST compliance process. The form is organised by transaction type, customer status, place of supply and document type rather than by a simple sales total.

Not every registration uses GSTR-1. The GST Portal identifies exclusions that include composition taxpayers and input service distributors. Confirm the registration category shown for the GSTIN before preparing data; a business can have several GSTINs under one PAN, and their filing frequency or obligations may differ.
#1 Best Overall
Manufacturers and traders generally use the same GSTR-1 information categories. The difference is usually in the mix of transactions: a manufacturer may have more HSN-level goods reporting, job-work or stock-transfer records, while a trader may have a higher volume of purchase-and-resale invoices. Report only the categories that apply to the actual tax period and the current table instructions.
Choose the correct filing frequency first
GSTR-1 is generally monthly for monthly filers and quarterly for taxpayers using the Quarterly Return Filing and Monthly Payment (QRMP) scheme. The usual GSTR-1 dates are shown below; government extensions or special calendars can replace them.
| Workflow | Who it may suit | Outward-supply return | Tax-payment pattern | Usual deadline |
|---|---|---|---|---|
| Monthly filing | Taxpayers not using QRMP or not eligible for it | GSTR-1 every month | Follow the applicable monthly payment and GSTR-3B process | 11th of the following month for GSTR-1 |
| QRMP | Eligible taxpayers with PAN-based aggregate turnover up to ₹5 crore in the current and preceding financial year, subject to scheme conditions | GSTR-1 quarterly; GSTR-3B quarterly | Tax paid monthly through challan, with a quarterly return | 13th after the quarter for GSTR-1; quarterly GSTR-3B is generally due on the 22nd or 24th after the quarter, depending on the principal-place-of-business state or Union Territory group |
| QRMP with optional IFF | Eligible QRMP taxpayers needing earlier B2B document visibility | IFF for specified documents in the first two months, then quarterly GSTR-1 | Monthly tax payments continue | IFF is generally due on the 13th of the following month |
The ₹5 crore QRMP threshold is described in the GST Portal FAQ using PAN-level aggregate turnover for the current and preceding financial year. The portal also expects the latest due GSTR-3B to have been filed and other conditions to be met. Check the current eligibility and scheme selection in the portal instead of relying on an old turnover figure.

A business must estimate and pay tax each month, maintain records continuously and complete the quarterly GSTR-1 and GSTR-3B. The principal place of business determines which broad 22nd-or-24th GSTR-3B group applies; verify the live date for the quarter.
Step 1: Lock the taxpayer, GSTIN and tax period
- Identify the registration. Record the GSTIN, legal name, registration type, principal place of business and the person responsible for filing. Do not combine sales from different GSTINs merely because they share a PAN.
- Select the exact period. Confirm the financial year and month or quarter in the GST Portal before importing or entering invoices. A document assigned to the wrong tax period can distort both the supplier’s and customer’s records.
- Confirm frequency. Check whether this GSTIN is monthly or under QRMP. Eligibility and frequency can differ among GSTINs linked to the same PAN.
- Check current notices. Look for government-notified extensions, revised tables or portal advisories for the selected period. General calendar dates are not a substitute for a notification applying to your tax period.
Step 2: Assemble every outward-supply record
Build the period’s sales register from the books, invoicing system and supporting documents. Use a consistent document-number series and keep the source record available while entering or importing data.
- Registered-customer invoices: capture invoice-level details for supplies to GST-registered customers, including UIN holders where applicable.
- Inter-State B2C supplies: identify inter-State supplies to unregistered customers where the invoice value exceeds the applicable reporting threshold in the current portal instructions. Because the threshold and table instructions can change, confirm the live rule before filing.
- Credit and debit notes: include notes issued in the period and link them to the original invoice where the form requires it. Include amendments to notes or invoices reported in an earlier period.
- Exports and deemed exports: separate export transactions according to the document and tax details required by the current GSTR-1 tables.
- SEZ supplies: classify supplies to Special Economic Zone units or developers with the relevant tax treatment and document references.
- Unregistered-customer summaries: prepare state-wise summaries for B2C transactions where invoice-level reporting is not required.
- Advances: capture advances received for future supplies and their subsequent adjustments whenever they are reportable for the transaction type.
- Nil-rated, exempt and non-GST supplies: keep separate totals; do not hide them inside taxable sales.
- HSN/SAC summary: prepare outward-supply totals by the applicable Harmonised System of Nomenclature or Service Accounting Code, with quantities and tax details where required by the current table.
- E-commerce transactions: identify supplies made through e-commerce operators when the relevant collection or tax-payment provisions apply.
For a manufacturer, reconcile dispatch records, finished-goods invoices, job-work or stock-movement documents and HSN classifications. For a trader, reconcile purchase-and-resale invoice numbers, supplier or customer GSTINs, inter-State movements and credit notes. These are control procedures; the GSTR-1 tables themselves determine what must be reported.

Step 3: Reconcile the register before entering data
Do not treat a completed sales register as proof that the return is ready. Compare it with the general ledger, invoice sequence, e-way or dispatch records used by the business, and the previous return’s amendment requirements. Investigate gaps rather than forcing totals to match.

Pick the symptom - the matching free tool is one click away.
- Check that every invoice number is unique, sequential according to the business’s series and assigned to the correct tax period.
- Verify each recipient GSTIN through the portal’s validation and confirm the legal name and state. Invalid recipient GSTIN information can produce validation errors.
- Recalculate taxable value, integrated tax, central tax, state or Union Territory tax and cess from the source invoice.
- Check invoice, taxable and tax amounts to two decimal digits, as required by the GST Portal guidance.
- Confirm the place of supply, supply type, rate, reverse-charge indicator where relevant and export or SEZ flags.
- Link credit and debit notes to the correct original documents and ensure amendments do not duplicate the original entry.
- Compare B2B, B2C, export, exempt and HSN/SAC totals with the accounting records and investigate rounding differences.
- Check advances received and adjusted, cancellations, returns and post-sale discounts so that the return reflects the period in which each document is reportable.
A simple control sheet can contain document number, document date, recipient GSTIN, place of supply, taxable value, each tax component, note or amendment reference, reporting table and validation status. Keep the control sheet with the filed acknowledgement and the underlying records.
Step 4: Decide whether QRMP and IFF fit the business
QRMP eligibility and responsibilities
Use the GST Portal’s QRMP option to confirm whether the GSTIN meets the PAN-based turnover limit of ₹5 crore for the current and preceding financial year and the other scheme conditions. The latest due GSTR-3B must generally be filed. A turnover estimate made for a prior year is not enough if current figures have changed.
Under QRMP, GSTR-1 and GSTR-3B are filed quarterly, while tax is paid monthly through challans. Maintain a month-by-month liability worksheet even though the outward-supply return is submitted at quarter end. This prevents a cash payment from being omitted when the quarterly return is prepared.
When optional IFF is useful
The Invoice Furnishing Facility (IFF) is optional for eligible QRMP taxpayers during the first two months of a quarter. It can report specified B2B invoices, credit or debit notes and amendments so that business customers receive document information earlier for their own credit workflow. The general IFF deadline is the 13th of the following month.

If used, maintain a list of documents furnished through IFF and reconcile it with the quarter-end GSTR-1 so that the same document is neither omitted nor reported twice. Decide based on customer requirements, transaction volume and the ability of the accounting process to track IFF documents.

Step 5: Check e-invoice applicability and IRP data
Under the Invoice Registration Portal advisory, from 1 April 2025 businesses with annual aggregate turnover of ₹10 crore or more within the advisory’s scope must report e-invoices within 30 days of the invoice date. The IRP rejects an invoice submitted after that 30-day limit. Confirm applicability for the legal entity and the relevant financial measure before relying on an e-invoice workflow.
Where e-invoicing applies, report each eligible document to the IRP within the time limit, obtain the required registration details and retain the invoice and response data with the accounting record. Do not assume that an invoice is compliant merely because it exists in the accounting system.
Official GSTR-1 guidance says IRP data auto-populates specified GSTR-1 tables, including B2B invoices, exports and credit or debit notes. Treat this population as a starting point, not an automatic approval. Compare the populated entries with the invoice register, check missing or rejected documents, and correct errors before filing.
Step 6: Prepare GSTR-1 using the available mode
The GST Portal supports direct online entry, the Returns Offline Tool and applications supplied through authorised service-provider or GST Suvidha Provider arrangements. Select the method that your transaction volume and controls can support; the responsibility for accurate data remains with the taxpayer.
- Open the return. Sign in to the GST Portal, choose the correct GSTIN, financial year and tax period, and open GSTR-1.
- Review system-populated data. Examine IRP-fed entries and any saved records from earlier preparation. Check the source invoice before accepting a populated value.
- Enter or upload documents. Add B2B, export, SEZ, B2C, notes, amendments, advances, exempt or nil-rated supplies and HSN/SAC summaries as applicable. Follow the current table’s required fields and file format.
- Run validation. Resolve invalid GSTINs, duplicate document numbers, missing place-of-supply details, tax-rate errors, decimal-limit errors and note-link failures. Re-upload corrected records when using an offline file.
- Generate the preview. Download or view the draft summary and compare taxable value and each tax component with the reconciled register.
- Submit and file. Submit only after the preview agrees with the approved records, then complete the portal’s filing authentication step. A saved draft is not a filed return.
Use the portal’s error messages as a checklist, but investigate the source record as well. Correcting a field only to clear validation can create a second problem if the underlying invoice or amendment is wrong.
Step 7: Preserve an evidence pack after filing
After successful filing, save the acknowledgement or filing reference, the final return summary, the uploaded or entered data file, the reconciliation sheet and the supporting invoice, note, export, SEZ and advance records. Label the pack with GSTIN, period, filing date and preparer or reviewer.
Rank #4
For QRMP taxpayers, store monthly challan details separately from the quarterly GSTR-1 and GSTR-3B documents. Review the next period’s opening list for unreported invoices, amendments and notes rather than assuming that filing closed every outstanding item.

Using the wrong GSTIN or period
Symptom: totals belong to another branch, state registration or month. Fix: stop the upload, reselect the GSTIN and period, and regenerate the register from the correct books before editing individual rows.
Assuming QRMP means no monthly work
Symptom: quarterly returns are ready but monthly tax payments or challan records are missing. Fix: maintain a monthly liability and payment tracker and verify the principal-place-of-business due-date group.
Relying on auto-population without reconciliation
Symptom: an IRP invoice is missing, duplicated or carries an incorrect value in the draft. Fix: compare IRP-populated tables with the invoice register and correct the source or return entry before filing.
Invalid customer details
Symptom: GSTIN validation errors or a customer cannot use the reported document. Fix: validate the GSTIN and state against the official portal, correct the invoice master and then amend the return where permitted.

Late e-invoice reporting
Symptom: the IRP rejects an eligible invoice submitted more than 30 days after its date. Fix: build an invoice-date ageing alert into dispatch and billing controls so eligible documents reach the IRP within the prescribed window.
Missing notes or amendments
Symptom: the current period’s sales total looks correct, but an earlier invoice remains wrong. Fix: review the amendment and credit/debit-note queues before generating the preview, and retain the link to the original document.
A repeatable calendar for a small business
- Day 1–3 after period close: freeze the invoice series, collect sales, dispatch, export and note records, and identify missing documents.
- Day 4–6: validate customer GSTINs, place of supply, HSN/SAC, tax rates and document links; calculate the period totals.
- Day 7–8: review QRMP or IFF status, check e-invoice applicability and compare IRP data with the books.
- Day 9–10: upload or enter GSTR-1, resolve validation errors and obtain an independent review of the preview.
- Before the applicable due date: file the return, save the acknowledgement and update the outstanding-document list for the next period.
This calendar is an internal control sequence, not a replacement for the statutory date shown for the GSTIN. Always check the live GST Portal and applicable notifications before submission.
What this checklist does not decide
This is a preparation and filing checklist, not a calculation of a business’s GST liability. It does not establish a complete current list of GSTR-3B due dates, late fees, input-tax-credit eligibility or every notification extension for every tax period and GSTIN. Use the live portal, current form instructions and applicable notifications for those questions.
When the final preview agrees with the reconciled records, the GSTIN and period are correct, and any QRMP, IFF and e-invoice obligations have been checked, file through the portal and retain the evidence pack. That sequence catches the most common data and timing errors without treating a draft or auto-populated table as a completed return.
