Registration is the legal status (or obligation) that brings a business into the GST system. Composition is an optional tax-payment method available only to an eligible registered taxpayer.
For a qualifying local business with simple supplies, little input GST to recover and customers who do not require a GST tax invoice, composition can reduce administrative work. Regular taxation is generally more suitable when input tax credit, inter-state sales, excluded products, business-to-business tax invoices or rapid growth are important. Check current, state-specific rules before choosing; this is a decision framework, not individual tax advice.

Registration and composition answer different questions
Start with registration, not with the scheme. The first question is whether the business must register under the Central Goods and Services Tax (CGST) framework, whether voluntary registration is commercially useful, or whether a statutory exception applies. Only after the business is, or will be, registered should it ask whether the composition option is available.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →A registered business normally follows the regular GST method: it charges the applicable GST on taxable supplies, issues tax invoices where required, claims eligible input tax credit (ITC), and files the returns applicable to that method. A composition taxpayer instead pays GST at a prescribed composition rate, cannot collect GST separately from customers under the scheme and cannot claim ITC under the described arrangement.

The practical sequence is:
- Identify the business’s registration obligation or strategic reason to register.
- Calculate PAN-wide aggregate turnover and classify the supplies.
- Check every composition condition, not just the turnover ceiling.
- Compare lost ITC and customer-invoice limitations with the simpler compliance pattern.
- Choose the treatment that matches the business’s sales geography, customers and expected growth.
The GST Portal’s Welcome Kit for New Taxpayers and the statutory framework in the CGST Act should be read together. Portal guidance explains the operating process; the Act and rules determine legal eligibility.
Establish whether registration is required
Do not apply a single turnover number to every Indian business. Registration depends on the nature and location of supplies, the taxpayer’s state, aggregate turnover and statutory exceptions. Aggregate turnover is considered across the same PAN, rather than one shop, branch or product line in isolation.
The CBIC FAQ page still contains answers referring to a ₹20 lakh threshold, or ₹10 lakh in certain states, and says inter-state supplies can trigger registration. Those entries are older and may not reflect later amendments, exceptions or category-specific rules. They should not be treated as a universal current threshold. Confirm the rule applying to the business’s state, supply type and legal structure with current government material or a qualified GST professional.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe GST Portal’s registration guide describes an operational check: when a new composition registration is entered, the system validates PAN-based annual aggregate turnover for the current and immediately preceding financial years against the applicable threshold. That validation helps the application process; it does not replace the legal analysis of whether registration is compulsory.
Information to collect before deciding
- State or Union territory in which the business is registered or operates.
- Legal structure and the PANs covered by the business.
- Aggregate turnover for the preceding financial year and the current year’s realistic forecast.
- Whether the business sells goods, services, restaurant supplies or a mixture.
- Any inter-state outward supplies, excluded goods or other restricted activities.
- Whether customers are consumers, GST-registered businesses, government bodies or a mix.
Composition turnover limits and eligibility
The GST Portal Welcome Kit describes these composition ceilings:
| Business category | Turnover limit described in the portal guide | Qualification |
|---|---|---|
| Qualifying goods-only business | ₹1.5 crore in the preceding financial year | Apply the limit to PAN-based aggregate turnover and confirm the state and category conditions. |
| Qualifying goods-only business in listed special category states | ₹75 lakh | The lower figure applies only to the states identified in the applicable rules; verify the current list. |
| Person supplying services or mixed supplies | ₹50 lakh | Confirm that the business falls within the service or mixed-supply provision and that all other conditions are met. |
These are scheme limits stated in the cited official guide, not a complete answer to registration. A business can be below a composition ceiling and still have a registration issue, or be unable to use composition because of its supplies or structure. Limits and categories can change through notifications, so check the current position before filing.
Restrictions beyond turnover
Section 10 of the CGST Act and the Composition Rules impose conditions in addition to the ceiling. The relevant questions include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Does the PAN-wide business have a disqualifying supply or activity?
- Are there inter-state outward supplies? The cited portal material and rules restrict inter-state outward supplies for composition taxpayers; verify the current wording before relying on the scheme.
- Does the business deal in excluded goods or another category listed in the Act or rules?
- Will the business need to claim ITC on inventory, equipment, rent, services or capital purchases?
- Do its customers require a GST tax invoice showing GST separately?
- Can the business remain inside the applicable ceiling as it grows?
Eligibility is therefore a combination of turnover, PAN-wide supply mix, state, activity and customer requirements. The word “small” is not itself a legal test.
Regular GST versus composition: the decision at a glance
| Decision axis | Composition may fit when… | Regular taxation may fit when… |
|---|---|---|
| Eligibility | The taxpayer meets the applicable ceiling and every statutory condition. | A restriction applies, the business is outside the composition category, or a different GST treatment is needed. |
| Input tax credit | Purchases carry little recoverable GST, so giving up ITC has a limited effect. | Inventory, equipment, rent or services carry meaningful GST that the business would otherwise claim, subject to ordinary ITC rules. |
| Customer invoicing | Customers can accept a bill of supply without separately collected GST. | Customers expect a tax invoice and separately stated GST, especially in business-to-business sales. |
| Sales geography | Sales are local or otherwise comply with the scheme’s geographic restrictions. | Inter-state outward sales are an important or planned part of the business. |
| Compliance pattern | Quarterly tax payment and an annual return suit the business’s records and staff capacity. | The business can manage regular invoices, ITC records and the return obligations associated with ordinary taxation. |
| Growth | Turnover is expected to stay within the applicable limit and the supply mix is stable. | Rapid growth, new states, new product lines or changing customers could make a timely switch necessary. |
These are practical inferences from the statutory and portal restrictions. They do not determine eligibility or the final tax cost for a particular taxpayer.
How to choose: an eight-step test
1. Map the business and its PAN
List every proprietorship, company, partnership, branch and registration connected to the PAN. Add turnover from the relevant supplies rather than looking only at the outlet where GST is being considered.
2. Separate registration analysis from scheme analysis
Use current state- and supply-specific rules to establish whether registration is compulsory or commercially useful. Do not infer the answer from the composition limit or from an old FAQ threshold.
3. Classify supplies
Mark each line as goods, services, restaurant supply, mixed supply or an excluded category. A business that changes its product mix can move from one eligibility rule to another.
4. Test the applicable ceiling
Compare preceding-year PAN-wide aggregate turnover with the ₹1.5 crore, ₹75 lakh or ₹50 lakh figure described in the portal guide, as applicable. Verify the state list and any later notification before treating the comparison as conclusive.
5. Check geographic restrictions
Identify every outward supply that crosses a state boundary. If inter-state sales are current or planned, regular taxation may be the workable route because the cited composition guidance restricts such outward supplies.
6. Quantify the ITC trade-off
Estimate GST embedded in stock purchases, machinery, rent, professional services and other inputs. Under composition, the taxpayer cannot claim ITC under the described scheme. Compare that forgone amount with the administrative simplicity and composition tax payable.
7. Ask what customers need
Consumer-facing local sales may work with a bill of supply. A registered business customer may insist on a tax invoice and separately shown GST for its own records. Confirm this expectation before opting in.

8. Plan for change
Set a monthly turnover and supply review. If a condition fails, the composition option ceases to be valid and the rules require movement to ordinary taxation, with a withdrawal intimation within seven days of the relevant event. Have a process for changing invoice formats and checking the associated credit and return consequences.
How to opt for composition
New applicant
A person applying for a new GST registration may select the composition option in Form GST REG-01. The option is considered after registration is granted; selecting it in the application does not make an otherwise ineligible business a composition taxpayer.
Already-registered taxpayer
An existing registered taxpayer who wants to enter composition files Form GST CMP-02 before the relevant financial year begins. Under the cited rules, this route takes effect from the beginning of that financial year. The taxpayer should first verify turnover, supply restrictions, stock records and customer communications.
Payments and returns
The portal guide describes quarterly payment through Form GST CMP-08 and an annual return in Form GSTR-4. The taxpayer must pay the applicable prescribed composition amount for the relevant category and period. Because rates and procedural instructions can be amended, use the current portal instructions and rules when filing rather than relying on an old calendar or downloaded form.
When eligibility ends
If the taxpayer stops satisfying a condition, the option is no longer valid. The Composition Rules require transition to ordinary tax treatment and filing the withdrawal intimation within seven days of the event. The exact effective date, invoice changes and any credit consequences should be checked against the current rule text and notification applicable to the case.
Invoices, signs and customer communication
A composition taxpayer issues a bill of supply rather than a tax invoice that separately collects GST. The rules require the following wording at the top of the bill of supply:
“composition taxable person, not eligible to collect tax on supplies”
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
The rules also require the words “composition taxable person” on notices or signboards at the business premises. This is not optional marketing language; it tells customers that GST is not being collected as a separate line item.
A paper bill book is not prescribed by the rules. Paper or electronic records may be used if they contain the particulars currently required. Before adopting a template, check that it includes the mandated wording, serial and taxpayer details and any other particulars in the latest rules. A template that omits a required field does not become compliant merely because it is labelled a “GST bill.”
Cash-flow and pricing consequences
Composition changes the way GST appears in the selling price. Since the taxpayer cannot collect GST separately, the quoted customer price generally has to absorb the tax cost and the business’s margin. This can be easy to explain in consumer sales but may be unattractive to a business customer that cannot receive a normal GST tax invoice.
The other major cash-flow question is ITC. A regular taxpayer may claim eligible credit on business inputs under ordinary rules, subject to documentation and restrictions. A composition taxpayer forgoes that credit under the scheme, so the GST paid to suppliers becomes part of the cost base. Compare the annual value of that lost credit with the composition payments and the savings from simpler administration; neither turnover nor a lower-looking rate alone answers the question.

- Input-heavy trading: the business buys substantial taxable stock or equipment and expects meaningful eligible ITC.
- Business-to-business sales: customers routinely request tax invoices with GST shown separately.
- Inter-state expansion: the business ships to customers in other states or plans to do so soon.
- Fast growth: forecasts show that the applicable composition ceiling could be crossed during the year.
- Changing product range: new goods or services could fall into an excluded or restricted category.
These situations do not by themselves create a legal obligation to choose regular taxation; they identify where composition’s restrictions can undermine the commercial objective.
Situations in which composition can be practical
- Local consumer business: sales are concentrated in one state and customers do not need ITC documentation.
- Simple supply mix: the business sells qualifying goods or services without excluded activities.
- Low input GST: purchases are modest, so the forfeited ITC is small relative to the value of simpler compliance.
- Stable size: turnover is comfortably below the applicable ceiling and the owner can monitor it.
- Limited administrative capacity: quarterly payment and an annual return are easier to manage than the ordinary process, while the owner still maintains accurate sales and purchase records.
“Practical” does not mean automatic eligibility. The taxpayer must still satisfy the Act, rules and current notifications.

Neighbourhood goods retailer
A shop sells qualifying goods to household consumers within one state, has modest GST-bearing purchases and does not need to show GST separately. If its PAN-wide turnover is within the applicable goods limit and no restriction applies, composition may reduce paperwork. The owner should still monitor turnover and avoid assuming that a future inter-state delivery is permitted.
Small manufacturer selling to registered dealers
A manufacturer may be below a turnover ceiling but buy substantial inputs and sell to GST-registered dealers. Those dealers may value a normal tax invoice and the ability to claim ITC. The lost input credit and customer requirement can outweigh composition’s simpler filing pattern, making regular taxation a better commercial fit if the business is eligible.

Service provider with mixed clients
A service business must examine the ₹50 lakh service or mixed-supply limit described in the portal guide, its exact service category and customer expectations. A mix of consumers and registered companies can produce different invoicing needs; the owner should not choose solely because the business is small.

Online seller planning national delivery
An online seller that intends to make outward supplies across state borders should treat the cited inter-state restriction as a critical decision point. It should verify the current rule before opting in and model the cost of regular registration, invoices and ITC instead of switching after sales begin.
Common mistakes and how to prevent them
Mistake: treating registration and composition as competing registrations
Prevent it by deciding registration first, then testing the optional composition method for the registered taxpayer.
Mistake: relying on a remembered ₹20 lakh threshold
Prevent it by checking current state- and supply-specific rules. The older CBIC FAQ wording is not a safe universal answer.
Mistake: checking only the outlet’s turnover
Prevent it by calculating aggregate turnover across the PAN and including the relevant supplies of connected registrations.
Mistake: forgetting ITC while comparing rates
Prevent it by listing GST on inventory, equipment, rent and services that regular taxation might allow the business to claim, then comparing the total with composition payments.
Mistake: issuing a normal tax invoice
Prevent it by configuring billing software or paper forms as bills of supply and displaying the prescribed composition wording. Do not show GST as a separately collected amount.
Mistake: continuing composition after a condition fails
Prevent it with a monthly review of turnover, supply geography and product categories. If eligibility ends, follow the withdrawal and transition procedure promptly; the rule specifies a seven-day withdrawal-intimation window after the relevant event.
