If registration is required, the routine application is filed electronically in Form GST REG-01 on the GST Common Portal. Check the current rules and notifications for your facts before deciding that a headline threshold settles the question.
How to decide whether GST registration applies
Work through these questions before applying. A freelancer is not exempt simply because they work alone, and a small business is not automatically required to register merely because it has customers in more than one state. The legal result depends on the supply and any applicable exception.

- Identify what you supply. Determine whether you make taxable supplies, wholly exempt supplies, non-taxable supplies, or a mix. CBIC’s FAQ says a person making only wholly exempt supplies is not required to register; check current law and notifications for the supplies in question.
- Calculate aggregate turnover for the PAN. CBIC’s FAQ describes aggregate turnover as PAN-based, so supplies made across states count in the same calculation. The FAQ excludes inward supplies on which the recipient pays reverse-charge tax, but includes outward supplies where the recipient pays reverse charge.
- Identify your supplier and location category. The threshold framework can vary by state and by whether the supply is goods or services. Consider where you are located and from where each supply is made, rather than relying only on the customer’s location.
- Check for a compulsory-registration rule and its exceptions. Interstate taxable supplies, e-commerce activity, reverse-charge liabilities and other statutory categories can affect the result. Notifications may provide exceptions, so do not assume every interstate supplier or freelancer must register.
- Check current primary sources before acting. Confirm the latest CGST Act provisions, rules and relevant notifications for your state, supply type and transaction pattern. The historical threshold figures below explain the framework but do not establish the current answer for every applicant.
Historical threshold figures are not a current universal rule
A CBIC explanatory document published in 2019 described exemption-from-registration and payment thresholds effective from 1 April 2019 as follows. CBIC’s accessible FAQ also explains that thresholds vary by state and supplier category. These published figures are historical guidance; they should not be treated as proof that the same threshold applies to every state, supply or transaction today.
| Supplier category in the 2019 CBIC explanation | Published threshold figures |
|---|---|
| Goods | Rs. 40 lakh and Rs. 20 lakh, depending on the applicable category |
| Services | Rs. 20 lakh and Rs. 10 lakh in specified states |
Use the current Act and notifications to determine which limit, if any, applies to you. Do not infer your eligibility from turnover alone if you make mixed supplies or have transactions that may fall under a compulsory-registration rule.

Should you register voluntarily?
Voluntary registration is different from registration required by law. CBIC’s FAQ says a person who registers voluntarily is treated as a normal taxable person and is required to pay tax on supplies made after registration. Because FAQs can reflect older law or procedure, verify the current consequences before opting in. Registration can also bring continuing compliance responsibilities; confirm the current requirements before making the decision.
What you need before filing
Prepare the basic application information and the evidence for your principal place of business. The GST Portal’s taxpayer manual gives these premises-document examples:
Rank #2
- Owned premises: ownership evidence such as a latest property tax receipt, municipal khata copy or electricity bill.
- Rented or leased premises: a valid rent or lease agreement plus evidence supporting the lessor’s ownership, such as a property tax receipt, municipal khata copy or electricity bill.
- Other or shared premises: a consent letter plus evidence supporting the consenter’s ownership.
The application process also uses your PAN, mobile number, email address and State or Union Territory details. Use the document list and upload instructions displayed in the live GST Portal form; requirements depend on your case, and the examples above are not a substitute for that list.

How to apply online in Form GST REG-01
- Start a new registration on the GST Common Portal. Enter the requested PAN, mobile number, email address and State or Union Territory in Part A. PAN validation and OTP verification occur before the portal generates a temporary reference number.
- Use the temporary reference number to complete Part B. Enter the remaining application details and upload the documents requested for your circumstances, including the applicable premises evidence.
- Complete any identity verification requested by the portal. The verification route may involve OTP authentication or, depending on the case, biometric and document verification at a designated GST Seva Kendra. It is not the same for every applicant.
- Submit the application and retain the electronic acknowledgment. The application is examined by the proper officer. If approved, the registration certificate and GSTIN are made available on the portal.
Identity verification can vary by application
GST Portal guidance describes PAN checks and identity verification, but not every applicant follows an identical path. Depending on the case and the option selected, authentication may use OTPs or require biometric and document verification at a designated GST Seva Kendra. The Portal’s Aadhaar FAQ says that choosing “No” for Aadhaar authentication can require photo capture and document verification at a designated centre. If the portal requires that verification, failure to complete it within the stated period can prevent generation of the Application Reference Number (ARN).
Rank #3
Follow the instructions and deadlines shown in your own portal application. Do not assume that choosing a particular authentication option removes any other verification the portal requires.
Application review, clarification notices and processing time
Under the GST Registration Rules, the ordinary process gives the proper officer three working days for the initial application review. If the officer requests clarification, the rules provide seven working days for the applicant to respond. These are statutory process periods, not a guarantee of total elapsed time: identity checks, a clarification request or other steps can affect when an application is completed.
Rank #4
If the officer asks for clarification, reply through the prescribed form and within the period stated in the notice. The ordinary rules also require a person who becomes liable to register to apply within 30 days of becoming liable. Confirm the applicable rule and starting point for your circumstances rather than treating that period as a general deadline for voluntary applicants.

What to do if the portal or officer requests more documents
Use the live portal checklist first, and ensure uploaded documents support the details in your application. A dated administrative direction may also be relevant: a Ministry of Finance press release dated 18 April 2025 described CBIC Instruction No. 03/2025-GST, issued on 17 April 2025. The release reported that officers were instructed to adhere to the prescribed application document list and avoid notices based on presumptive grounds, minor discrepancies or nonessential extra documents; it also said an additional-document request required supervisory approval under the instruction.
Best Value
That release describes the instruction at that date, not a guarantee that no clarification can be requested or proof that the instruction remains unchanged. If you receive a notice, read its stated issue and deadline carefully and answer through the prescribed process. Where an additional document appears unrelated to the application or the prescribed list, consider seeking advice from a qualified GST practitioner.
Quick Recap
Practical checklist before you submit

- Review interstate, e-commerce, reverse-charge and other potentially compulsory-registration rules, along with their exceptions.
- Gather premises proof that matches whether the location is owned, rented or used with consent.
- Use the live portal’s document and identity-verification instructions, and keep track of OTP, centre-visit and notice deadlines.
- If registering voluntarily, verify the tax and continuing compliance consequences under current law before submitting.
