A tax officer first issues FORM GST REG-17, giving you a chance to explain the alleged default. You reply in REG-18 by the deadline on the notice. The officer then either drops the proceedings through REG-20 or cancels the registration through REG-19.
If a tax officer cancelled your registration, the usual remedy is a REG-21 revocation application, not a general appeal. GSTN’s published functionality describes a 30-calendar-day filing window and a condonation workflow that can extend processing up to 90 calendar days. An appeal is a separate remedy with different deadlines and filing requirements. If neither remedy is available, you may submit a fresh REG-01 application after fixing the compliance problems.

GST cancellation forms: the sequence to recognize
The form number tells you where you are in the process. The GSTN forms catalogue identifies the following sequence:
| Form | Who uses it | Purpose |
|---|---|---|
| REG-16 | Taxpayer | Application to cancel a GST registration voluntarily. |
| REG-17 | Tax officer | Show-cause notice proposing cancellation. |
| REG-18 | Taxpayer | Reply to the cancellation show-cause notice. |
| REG-19 | Tax officer | Order cancelling the registration. |
| REG-20 | Tax officer | Order dropping the cancellation proceedings. |
| REG-21 | Taxpayer | Application to revoke an officer-initiated cancellation. |
| REG-22 | Tax officer | Order allowing revocation. |
| REG-23 | Tax officer | Notice proposing to reject a revocation application. |
| REG-24 | Taxpayer | Reply to a REG-23 rejection notice. |
A REG-17 is therefore an opportunity to be heard. Do not treat it as proof that your GSTIN has already been cancelled.

How to reply to a REG-17 cancellation notice
Your response should answer every allegation, identify the corrective action taken and attach evidence that allows the officer to verify your explanation. Use the deadline printed in the notice; do not assume that a standard number of days applies to every notice.
- Open the complete notice. Download the REG-17 and every attachment from the GST portal. GSTN’s functionality release says that supporting documents uploaded by the officer are available for viewing or download by both the taxpayer and the officer.
- Record the legal ground. The applicable section or subsection for cancellation is shown in the portal’s My Profile area and in the eventual REG-19. Quote the ground accurately in your reply and address it directly.
- Build an allegation-by-allegation response. Use a numbered heading for each allegation. State whether it is incorrect, already cured or factually accurate, then explain why cancellation is not justified or what compliance has been completed.
- Attach documentary proof. Depending on the allegation, evidence may include filed return acknowledgements, payment challans, bank records, invoices, place-of-business documents, correspondence, books of account or proof that a notice was based on outdated information. Name each attachment in the reply and cross-reference it.
- Check return and payment status. If non-filing or unpaid tax is alleged, reconcile the portal’s liability with your books. File permitted returns, pay tax and interest where required, and retain the challans and acknowledgement numbers. A payment without the corresponding return, or a return with unresolved liability, may not answer the allegation by itself.
- Submit and preserve the acknowledgement. Save the filed REG-18, the submission reference, uploaded files and a PDF copy of the notice. Keep the original files in case the officer asks for clarification or the matter proceeds to an appeal.
A concise response is better than a generic denial. The officer needs a clear link between each allegation, your explanation and the supporting document.
What happens after REG-18?
Proceedings dropped through REG-20
If the officer accepts the explanation, the cancellation proceedings are dropped by REG-20. Download that order and verify that the GSTIN remains active on the portal. Keep the order with your tax records because a later notice may refer to the same period or facts.

Cancellation ordered through REG-19
If the officer is not satisfied, REG-19 cancels the registration. Read the effective date, legal ground and any directions concerning returns, tax, interest or reporting. The effective date matters for invoices, tax collection, input-tax-credit treatment and the period for which returns remain due.

Once REG-19 has been issued, a reply to the old REG-17 does not restore the GSTIN. You must assess revocation, appeal or a fresh registration as separate options.
Can you revoke a GST registration cancelled by an officer?
Yes, when the cancellation was initiated by the officer (a suo moto cancellation), the normal portal remedy is REG-21. Revocation asks the same registration to be restored; it is not the same as appealing an adjudication order.
30-day REG-21 filing window
GSTN’s published functionality describes filing REG-21 within 30 calendar days from the date of the cancellation order. Count from the order date shown in REG-19 and prepare the application immediately, because gathering evidence and correcting returns can take time.
Late filing and condonation up to 90 days
The same GSTN functionality documents a portal route after 30 days and within 90 calendar days. A late application requires the reason for condonation and supporting documents. It is sent to the competent authority for condonation before the revocation application is processed. Approval is not automatic: explain the delay with dated evidence and show that the underlying default has been addressed.

What happens after REG-21?
If the officer allows revocation, the order is issued in REG-22. If rejection is proposed, the officer issues REG-23 and you answer it in REG-24 with additional facts or documents. Watch the portal for the notice and its deadline rather than assuming that filing REG-21 ends the matter.
Do not rely on the 2023 amnesty as a current deadline
GSTN recorded a time-limited amnesty from 1 April 2023 through 30 June 2023 for taxpayers whose suo moto cancellations occurred between 1 July 2017 and 31 December 2022. It also covered certain taxpayers who had already filed a revocation application. That historical window has ended and should not be treated as an open route today.
When is an appeal appropriate?
An appeal challenges an adjudicating authority’s decision or order. GSTN’s portal FAQ says an aggrieved taxpayer or unregistered person may appeal within three months from communication of the order. The appellate authority may condone a delay of up to one additional month when sufficient cause prevented timely filing.

Portal filing details
- File the appeal in APL-01 within the applicable period and retain the submission reference.
- If the order is not uploaded on the portal, submit a self-certified copy within seven days of filing APL-01.
- The appeal is treated as filed only when the portal issues final acknowledgement APL-02 with an appeal number.
- After admission, the portal flags the balance disputed amount as non-recoverable. That status does not remove the obligation to comply with the order or pay amounts that are not disputed.
These are general GST demand-order appeal instructions. Whether a particular REG-19 cancellation order is appealable depends on the legal basis of that order and the applicable statute or notification. Have a tax professional examine the order before choosing an appeal instead of revocation.
Revocation, appeal or fresh registration?
Choose the route by looking at who initiated the action, whether the order has already been issued and whether the business still needs the same GSTIN.
| Question | Revocation (REG-21) | Appeal | Fresh registration (REG-01) |
|---|---|---|---|
| Who initiated the cancellation? | Designed for a tax-officer suo moto cancellation. | Challenges an appealable adjudicating decision or order. | Not a challenge; it seeks a new registration. |
| Has an order been issued? | Yes, REG-19 must already have cancelled the registration. | Yes, an appealable order must have been communicated. | Can be considered when revocation is unavailable, rejected or unsuitable. |
| Time limit | 30 calendar days; GSTN documents a condonation workflow after 30 and within 90 days. | Three months, with up to one additional month’s condonation for sufficient cause. | No single post-cancellation deadline is established by the cited portal guide; eligibility depends on the facts and applicable law. |
| Main form | REG-21, followed by REG-22, or REG-23 and REG-24. | APL-01 and final acknowledgement APL-02. | REG-01. |
| Evidence focus | Proof that the cancellation ground was wrong or has been cured, plus any late-filing explanation. | Grounds showing why the adjudicating order is legally or factually wrong, with the required pre-deposit. | Identity, business, address and authentication records, together with proof that prior defaults were addressed. |
| Effect on the old GSTIN | Seeks restoration of the same registration. | Outcome depends on the appellate order. | Creates a separate application and does not itself revive the cancelled GSTIN. |
| When business facts changed | Use only if restoration of the old registration remains appropriate. | Consider whether the challenged order still concerns the current business. | May be more practical if the business, constitution, premises or signatory has materially changed, subject to legal eligibility. |
Do not file a fresh application merely to avoid a notice. First preserve the cancellation order, cure outstanding liabilities and obtain advice on whether a new registration would be accepted.

What to fix before reapplying
- Returns: file every return that remains due for the cancelled period, or document why a return was not required.
- Tax and interest: pay or properly account for assessed tax, interest and late fees, and retain challans and ledgers.
- Invoices and records: reconcile outward supplies, input tax credit, e-way bills and books so the new application does not conflict with prior filings.
- Business details: use the correct legal name, PAN, constitution, principal address and authorised signatory. Explain any change instead of silently submitting inconsistent data.
- Evidence file: preserve REG-17, REG-18, REG-19 or REG-20, REG-21 correspondence, payment proofs and portal acknowledgements in one indexed folder.
Common mistakes that delay restoration or re-registration
Missing the notice deadline
A late REG-18 can leave the officer with an unanswered allegation. Submit the response shown in the notice even if you are still collecting a supporting document, then provide the remaining material through the permitted clarification channel.
Sending a generic explanation
“All allegations are denied” does not show how the facts fit the legal ground. Use the notice’s own allegation numbers and attach proof for each one.
Confusing revocation with appeal
REG-21 is the officer-cancellation restoration route. APL-01 is an appeal filing. Selecting the wrong remedy can consume the relevant time window.
Ignoring the effective date
Cancellation may be effective from a date earlier than the day you downloaded REG-19. Reconcile invoices, tax collected, returns and customer communications from that effective date.
Assuming a new GSTIN cures old liabilities
A fresh REG-01 application does not erase tax, interest, return or record-keeping obligations attached to the cancelled registration. Keep the old and new records clearly separated.
Action checklist by stage
- REG-17 received: download the notice and attachments, identify the deadline and legal ground, and stop relying on assumptions about why the officer acted.
- Before REG-18: reconcile returns and liabilities, gather evidence, and answer every allegation in numbered sections.
- REG-19 issued: note the effective date and immediately assess REG-21, appeal eligibility and the consequences of continuing business activity.
- Considering REG-21: calculate the 30-calendar-day period, prepare condonation evidence if late, and monitor for REG-22 or REG-23.
- Considering an appeal: confirm that the order is appealable, calculate the three-month period, arrange the statutory pre-deposit and obtain APL-02 after filing.
- Considering REG-01: cure returns and payment issues, align all identity and business documents, complete the required authentication and retain the ARN.
Because cancellation grounds and appealability depend on the order’s wording and the applicant’s facts, a qualified GST professional should review the actual REG-19, liability position and proposed remedy before a deadline expires.
