How long does a GST refund take? For refund categories covered by the 2026 mechanism, the proper officer should issue either FORM GST RFD-02 (acknowledgement) or FORM GST RFD-03 (deficiency memo) within 10 days of an electronic RFD-01 application. If neither form is issued, the portal makes the application deemed acknowledged. That starts the processing clock, but it is not an approval or a payment order.
After acknowledgement, an eligible low-risk claim for zero-rated supplies or inverted duty structure may receive 90% provisionally through RFD-04. The officer then completes scrutiny and issues RFD-06, the final sanction or rejection order. For an approved amount, RFD-05 authorises payment, but PFMS bank validation, government payment-office processing and the bank transfer still have to finish. Official guidance does not promise a universal number of days between RFD-05 and the credit appearing in your account.

The GST refund timeline at a glance
The calendar is easier to understand when each form is treated as a separate event. The dates below describe the current 2026 process for categories other than an excess balance in the electronic cash ledger.

|---|---|---|---|
| Application | RFD-01 | You submit the claim electronically with statements and supporting documents. | Missing data, mismatched figures or an incorrect bank account. |
| Completeness check | RFD-02 or RFD-03 | Within 10 days, the officer acknowledges the claim or records defects in a deficiency memo. | RFD-03 requires a fresh application; the original claim stops. |
| Deemed acknowledgement | Portal-generated RFD-02 | If no RFD-02 or RFD-03 appears within 10 days, the system treats the application as received and complete for starting the processing timeline. | It does not mean the claim has been sanctioned. |
| Provisional refund | RFD-04 | For eligible low-risk zero-rated or inverted-duty claims, 90% of the claimed amount may be released provisionally. | Risk classification, eligibility checks and officer action. |
| Final decision | RFD-06 | The officer sanctions or rejects the claim after examination. | Queries, verification and the complexity of the claim. |
| Payment order | RFD-05, then PFMS | The sanctioned amount is sent for electronic credit to the specified bank account. | PFMS validation, DDO/PAO processing, bank submission or account errors. |
The older 15-day acknowledgement expectation should not be used for the covered categories under the 2026 mechanism; the current target is 10 days.
#1 Best Overall
Step 1: File RFD-01 correctly
Every ordinary GST refund claim begins with an electronic FORM GST RFD-01. Select the applicable refund category, enter the claim period and amount, and upload the required statements and supporting material. The bank account named in this application is important: PFMS uses it for validation before a payment order can be acted on.
Check these items before submission
- Use the correct refund category, such as zero-rated supplies, inverted duty structure or another permitted ground.
- Reconcile the amount in the form with the statements and supporting records you upload.
- Confirm the account number, bank and other account details exactly as held by the bank.
- Save the acknowledgement reference (ARN) and a copy of the submitted application.
An application that is complete at filing can move directly to acknowledgement. A defect discovered later can still lead to questions or a different final decision, so deemed acknowledgement should never be treated as a guarantee that the amount is payable.
What happens during the 10-day acknowledgement window?
RFD-02: acknowledgement
For the covered refund categories, the proper officer should issue RFD-02 within 10 days. It confirms receipt and completeness for processing. Once acknowledgement has been issued, a deficiency memo cannot subsequently be issued for that same application.
RFD-03: deficiency memo
If the officer finds a defect, the officer issues RFD-03 instead. That memo stops the original application. Correct the listed defects and file a fresh RFD-01; the practical timeline starts again with the new application and its own 10-day check. Do not expect the original ARN to continue toward payment.
Deemed acknowledgement when no form appears
If 10 days pass without either RFD-02 or RFD-03, the portal makes an RFD-02 available as a deemed acknowledgement. The Government of India’s 9 October 2026 FAQ describes its effect precisely: “Deemed acknowledgement only means that the refund application is treated as received and complete for the purpose of starting the processing timeline.” It is not a sanction order, does not establish that every document will be accepted, and does not trigger payment by itself.
When can a provisional 90% refund arrive?
Low-risk claims for zero-rated supplies and claims under the inverted duty structure can qualify for provisional treatment. The system proposes a provisional RFD-04 for 90% of the claimed amount within three working days of acknowledgement, according to the 2026 FAQ. The three-working-day reference applies to the proposal after acknowledgement, not to the period from your original filing.
Provisional treatment is conditional. The claim still goes to the proper officer for final scrutiny. The officer can examine eligibility, supporting records and the remaining amount before issuing RFD-06. A claim classified as non-low-risk remains in officer scrutiny rather than receiving this automated 90% route.

What the 90% figure does and does not mean
- It is 90% of the claimed amount, not automatically 90% of the amount that will ultimately be sanctioned.
- It is available only to eligible categories and risk classifications described above.
- It is provisional; the final order determines the final entitlement and treatment of any balance.
- Receiving a provisional amount does not remove the need to answer later verification or examination.
Final sanction or rejection: RFD-06
After examination, the proper officer issues RFD-06, the final order. It records whether the refund is sanctioned or rejected and the amount covered by the decision. This is the point at which the claim receives its final administrative outcome; RFD-02 or a deemed acknowledgement only started the process.
The 60-day statutory framework
Section 56 of the GST law links interest to delay in sanctioning a refund beyond the statutory 60-day framework. If your complete application has remained undecided beyond that period, preserve the filing date, acknowledgement or deemed-acknowledgement evidence and all subsequent orders when assessing whether interest is payable. The exact calculation and any exclusions depend on the applicable law and the facts of the claim; the 60-day rule is not a promise that every refund will be credited on day 60.
Why RFD-05 does not always mean the money is in your bank
For a payable refund, the officer issues RFD-05, the payment order. The payment path then runs through the Public Financial Management System (PFMS) and the government payment offices before the bank can credit the account.
- PFMS validates the bank account details supplied in RFD-01.
- After the officer issues RFD-05, PFMS validates the account again for that payment.
- The relevant Drawing and Disbursing Officer (DDO) and Pay and Accounts Office (PAO) process the payment and submit it to the banking channel.
- The bank posts the electronic credit to the validated account.
The GST Portal advisory states that a tax officer can issue a payment order only after PFMS has validated the bank account mentioned in RFD-01. Consequently, an RFD-06 sanction may exist before RFD-05, and an RFD-05 may exist before the bank credit appears. Official guidance does not set one universal number of days for the interval after RFD-05; PFMS, payment-office and bank operations control that part of the calendar.
Common bank-validation failure
An incorrect, closed, inactive or mismatched account can fail PFMS validation. Correct the account details through the prescribed GST process and have RFD-05 reissued where required. Until the corrected account is validated, the payment cannot complete even if the refund has already been sanctioned.
Rank #4
Special case: excess electronic cash-ledger balance
A refund of an excess balance in the electronic cash ledger is described in the 2026 FAQ as fully automated and does not require tax-officer intervention. Do not apply the officer-based 10-day, RFD-04 or RFD-06 sequence to this category without checking the status shown for that specific application. Other refund categories remain subject to the acknowledgement, scrutiny and payment steps described above.
How to track a GST refund
Track the application on the GST Portal
- Sign in to the GST Portal.
- Open Services > Refunds > Track Application Status.
- Search using the filing year or the ARN.
- Read the stage displayed, such as acknowledgement, deficiency, sanction or payment.
- Download or retain each form and order shown for your records.
Track bank validation and disbursal in PFMS
- Open the PFMS GST tracker.
- Search with your GSTIN or the bank account number used in the refund application.
- Check whether validation passed, failed or is awaiting payment-office processing.
- If validation failed, compare the account details with the bank and follow the correction and reissue process.
Use both trackers. The GST Portal describes the tax-side stage, while PFMS shows whether the account and disbursal process has moved forward.
Diagnosing a refund that appears stuck
| What you see | Likely explanation | Next action |
|---|---|---|
| No RFD-02 or RFD-03 by day 10 | The application may qualify for deemed acknowledgement. | Check the GST Portal for the system-generated RFD-02 and continue monitoring; do not treat it as approval. |
| RFD-03 issued | The original application has a deficiency and its clock has stopped. | Correct every defect and file a fresh RFD-01. |
| Acknowledgement but no provisional payment | The claim may not be low-risk or may not be an eligible zero-rated/inverted-duty claim. | Follow the officer-scrutiny stage instead of assuming the 90% route applies. |
| RFD-06 sanctioned but no RFD-05 | Payment-order processing or bank validation may still be pending. | Check PFMS and the GST status; confirm the RFD-01 account details. |
| RFD-05 issued but no bank credit | PFMS, DDO/PAO or bank submission is incomplete, or validation failed. | Use the PFMS GST tracker and resolve any account error; there is no fixed official post-RFD-05 number of days. |
| More than 60 days without final sanction | The statutory delay-interest framework may be relevant. | Keep evidence of the complete filing and acknowledgement, then assess the section 56 entitlement for your facts. |
How different claim types affect the calendar
| Claim situation | Acknowledgement and scrutiny | Provisional route | Main payment dependency |
|---|---|---|---|
| Zero-rated, low-risk | 10-day RFD-02/RFD-03 rule; final officer scrutiny follows. | Potential 90% RFD-04 proposal within three working days of acknowledgement. | RFD-05 after final processing, followed by PFMS and bank steps. |
| Inverted duty, low-risk | 10-day rule and final scrutiny. | Potential 90% provisional treatment under the same conditions. | PFMS validation and payment-office processing. |
| Zero-rated or inverted duty, non-low-risk | 10-day rule, then officer-led examination. | No automatic assumption of 90% provisional payment. | Final order and validated bank account. |
| Excess electronic cash-ledger balance | Fully automated treatment described in the 2026 FAQ. | Officer-based provisional route does not apply. | Follow the portal’s automated status and payment instructions. |
| Any category requiring RFD-03 | Original claim ends; a fresh RFD-01 is required. | Any provisional calculation is considered only for the fresh claim if eligible. | The practical timeline restarts with refiling. |
What to keep as evidence if payment is delayed
- The submitted RFD-01, ARN and filing timestamp.
- RFD-02, deemed acknowledgement or RFD-03, as applicable.
- Any RFD-04 provisional order and proof of the amount received.
- RFD-06 and RFD-05, including issue dates.
- PFMS validation results and bank correspondence about account status.
- Clarifications, replies and documents exchanged during officer scrutiny.
This record separates a delay in tax-side scrutiny from a delay in government disbursal or bank credit and is essential when checking the 60-day framework.
