GST rates explained: how to find the correct rate for any product or service in India

India does not have one GST rate for every product or service. The rate depends on the exact supply, its HSN classification for goods or SAC classification for services, the wording and conditions of the applicable entry, whether an exemption or cess applies, and the transaction date.

The dependable method is to describe the supply precisely, find a likely classification through the GST portal and official schedules, then confirm the complete entry in the current CBIC notification before invoicing or pricing. A search result or an old rate chart is only a starting point, not the legal answer.

Why finding a GST rate is a classification exercise

A product name used in a shop, catalogue or invoice is often too broad to identify a GST entry. Official entries can distinguish goods by material, composition, processing, physical form, intended use, packaging, value limits or another condition. Two items sold under the same everyday name may therefore fall under different headings.

Services have the same issue. A marketing label such as “consulting package” or “maintenance plan” does not necessarily describe the service supplied for classification. The work actually performed, the parties involved and any conditions in the entry matter.

CBIC’s GST-rate FAQ illustrates how characteristics and intended use can affect classification. Its disclaimer also matters: “Answer is only for educational and guidance purposes and do not hold any legal validity.” Treat FAQs and search tools as aids for locating an entry, and rely on the operative notification and its amendments for the final determination.

The official source stack to use

Use more than one official source because each serves a different purpose. The portal helps you locate a code; the schedule shows how entries are organised; the notification establishes the applicable legal rate and conditions.

Source What it helps you do Important qualification
GST portal HSN search facility Search a goods description or an HSN code and identify likely headings. A search match is a candidate classification. Check the complete entry and notification before relying on it.
CBIC rate information and notifications Read the legally operative rate, exemption, cess, conditions and effective date. Use the current notification and amendments, not an undated chart or cached summary.
GST Council services schedule and classification material Locate likely service classifications and the structure of the services schedule. The Council landing page lists the schedule as of February 2024; it is not, by itself, proof that no later amendment applies.
Customs tariff and HSN resources identified by the GST Council Understand headings, subheadings and code descriptions when narrowing a goods classification. Use these resources to locate the heading, then verify the GST treatment in the applicable GST notification.
PIB FAQ dated 18 September 2025 Provides a dated reference point for the goods-rate notification framework. It says Notification 9/2025-Central Tax (Rate) superseded the former goods-rate notification and identifies Notification 10/2025 for exempt goods. Check for changes after that date.
Government tax service description Explains the broad component distinction between interstate and intrastate supplies. Place-of-supply rules and special facts can change how the components are applied.

Prepare the facts before searching

Write down the facts that could distinguish one entry from another. This short description becomes your audit trail and prevents a broad trade name from driving the classification.

For goods

  • Common name and a technical description.
  • Material, ingredients, composition, grade and percentage content where relevant.
  • Physical form, processing stage and whether the item is finished, semi-finished, assembled or a part.
  • Intended use and the industry or customer for which it is designed.
  • Packaging, quantity, retail presentation and any value threshold mentioned in the entry.
  • Whether the supply includes accessories, a kit, a set or another bundled item.
  • Brand or model information only as supporting evidence; a brand name does not replace tariff classification.

For services

  • What the supplier actually does, rather than the package name used in advertising.
  • The deliverable, contract scope, recurring or one-time nature and any transfer of rights.
  • The supplier, recipient and recipient category when an entry refers to them.
  • Where the service is performed, where the recipient is located and any relevant property, event or transport location.
  • Whether the supply includes goods, software, licensing, installation or another component.

Keep invoices, specifications, contracts, product sheets and photographs that support these facts. If the description changes, repeat the classification check instead of assuming the old code still applies.

How to find a GST rate for a product

1. Define the supply in one precise sentence

Start with a sentence that could be tested against a tariff entry, such as the material, form and intended use of the item. Avoid relying on a label such as “machine,” “food product” or “equipment” when a more specific description is available. If the product has more than one component, describe each component and determine whether the supply is treated as a single set or as separate goods under the applicable rules.

2. Search for a candidate HSN

Use the HSN search facility on the GST portal. Search by a distinctive description and then by the code of each plausible result. The GST Council has also pointed to customs tariff resources and CBIC rate schedules as supporting tools. Record every plausible heading rather than accepting the first text match.

3. Compare the full wording, not just the heading

Open each candidate entry and compare its complete description with your product. Check composition, physical form, use, packaging, value thresholds and exclusions. A heading that sounds right in a keyword search may fail when a subheading requires a particular material or use.

4. Read notes, exceptions and conditions

Look for footnotes, chapter or heading notes, provisos, value limits, recipient conditions, exemption references and any distinction between new and used goods. The rate is not established until your facts satisfy the entire entry. If the entry refers to another notification, open that notification and read the cross-reference.

5. Confirm the current CBIC notification

Use the CBIC rate information and the notification in force on the supply date. The PIB FAQ of 18 September 2025 states that Notification 9/2025-Central Tax (Rate) superseded the earlier goods-rate notification and identifies Notification 10/2025 for exempt goods. It also refers to separate notifications for handicrafts and compensation cess. These are dated reference points; check for subsequent amendments before using them for a current transaction.

6. Check exemption and cess separately

An item may be taxable at a specified rate, exempt under a separate entry, or subject to compensation cess in addition to the applicable GST treatment. Do not infer exemption from a zero-looking search result or from a general description. Confirm the exemption entry, conditions and effective date in the notification.

7. Apply the transaction context

The classification normally identifies the rate treatment, but the tax component depends on the supply. The government service description distinguishes IGST for an interstate supply from CGST plus SGST or UTGST for an intrastate supply. Place-of-supply rules, special territories and transaction-specific facts can affect that determination, so do not decide the component solely from the seller’s address.

8. Record the conclusion

For each product, save the HSN, the exact description that matched, the notification number, amendment and effective date, any exemption or cess reference, and the facts supporting the classification. This record lets another person reproduce the decision and tells you when a rate change requires a fresh review.

How to find a GST rate for a service

1. Describe the activity actually supplied

Read the contract, statement of work and deliverables. A supplier may use one commercial label for different activities, while the services schedule distinguishes them. State whether the supplier is designing, repairing, managing, transporting, licensing, training, hosting or performing another identifiable activity.

2. Locate a likely SAC or service classification

Use the GST portal’s search facilities and the GST Council’s services schedule and classification resources to identify a likely service code. Search more than one descriptive term where the activity crosses common categories. Keep the alternatives until the wording and conditions eliminate them.

3. Match the complete service entry

Compare the service description, recipient type, place-related conditions, thresholds and exclusions. A service classification is not confirmed merely because its title resembles the supplier’s package name. If the supply combines activities, determine which description covers the actual transaction under the applicable rules.

4. Verify the latest notification and exemption position

The GST Council services schedule is listed as of February 2024, so use it to navigate but check later CBIC notifications and amendments. Confirm whether the entry is taxable, exempt or conditional on the recipient, location or nature of the work. Record the notification and effective date that support the conclusion.

5. Determine the tax component and document the basis

Apply the relevant place-of-supply analysis before selecting IGST or CGST with SGST or UTGST. Save the SAC, service wording, contract facts, notification reference and date. If the location or scope changes, reassess rather than reusing the earlier code automatically.

How to read a rate entry correctly

When two results appear plausible, compare them in a fixed order. The following checklist prevents a keyword match from being mistaken for a legal conclusion.

Question Evidence to check Why it matters
What exactly is supplied? Technical description, composition, form, use, packaging and contract scope. These facts may move the supply to another heading or service category.
Which classification is being used? Full HSN heading and subheading, or SAC/service description. A broad heading may contain several different treatments.
What conditions attach to the entry? Notes, exceptions, recipient requirements, thresholds, value limits and exclusions. Missing one condition can invalidate an otherwise similar match.
Is it taxable or exempt? Current exemption entry and its conditions. Exemption is a legal entry, not a conclusion drawn from a search label.
Is cess mentioned? Applicable compensation-cess or other separate levy reference. Cess can change the amount payable even when the GST rate appears settled.
Which notification controls? Notification number, amendment history and effective date. Rates and exemptions can change, and an old schedule may no longer operate.
Which tax component applies? Interstate or intrastate facts and the place-of-supply rule. The same classification can be reported through different components.

What to do when official results conflict

  1. Put the competing entries side by side and copy their complete wording.
  2. List the factual difference each entry requires, such as material, use, form, recipient or location.
  3. Check the date on every schedule, FAQ, calculator or rate chart.
  4. Open the underlying CBIC notification and its amendments. Give the operative notification priority over an undated summary or an older schedule.
  5. Check whether one result is an exemption, a concessional rate or a separate cess entry rather than the ordinary taxable entry.
  6. Ask a qualified GST professional for a written classification view when the facts remain ambiguous, especially before issuing a high-value invoice or changing a recurring product master.

Do not resolve a conflict by choosing the lower rate. The financially attractive result is not evidence that the classification is correct.

Effective dates and the September 2025 notification change

GST research must be date-specific. A rate shown on a page can describe the position when that page was prepared, not the position on your supply date.

The PIB FAQ dated 18 September 2025 says Notification 9/2025-Central Tax (Rate) superseded the former goods-rate notification and identifies Notification 10/2025 for exempt goods. It separately names notifications for handicrafts and compensation cess. Use those references to understand the change described in that FAQ, then verify whether later notifications have amended or replaced them before relying on the result in 2026 or any later period.

When a notification changes a rate, exemption or condition, preserve both the old and new effective dates in your records. Invoices issued for supplies before the change may require the earlier treatment, while later supplies may follow the amended entry. If an agreement spans a change, check the time-of-supply and contractual facts with professional advice rather than applying one rate to the entire period automatically.

GST components: IGST versus CGST and SGST or UTGST

The general government description is straightforward: an interstate supply uses IGST, while an intrastate supply uses CGST together with SGST or UTGST. That description identifies the broad component structure, not every place-of-supply answer.

Special place-of-supply rules can apply to services connected with property, events, transport and other circumstances. The supplier and recipient may also be in different jurisdictions from the place relevant to the service. Determine the place of supply under the applicable rule before finalising the invoice component.

HSN and SAC disclosure on invoices

The GST Council release describes invoice disclosure requirements that took effect on 1 April 2021. It said taxpayers whose preceding financial-year turnover exceeded ₹5 crore were required to furnish a six-digit HSN or SAC on invoices for taxable supplies, while taxpayers up to ₹5 crore were required to furnish a four-digit HSN on B2B invoices.

Those figures and the effective date are a description of the Council release, not a guarantee that the current invoice rules are unchanged. Verify the latest notification, turnover test, invoice type and exceptions before treating them as present-day compliance instructions. The number of digits shown on an invoice also does not prove that the underlying classification is correct.

Three practical examples without guessing a rate

A product with several possible materials

A seller lists an item as a “cover.” Before searching, record whether it is made of leather, textile, plastic or a combination, whether it is designed for a specific device, and whether it is supplied individually or as part of a kit. Search each plausible HSN, compare the material and use conditions in the full entries, and then confirm the matching notification. The everyday name alone cannot settle the rate.

A service sold as a package

An agency advertises a “business support plan” that includes advice, software access and periodic implementation work. Break the contract into the actual deliverables and identify whether the supply is one service, multiple services or a combination governed by a specific entry. Search likely SAC descriptions, check the schedule and current notification, and document why the selected entry covers the work performed.

The same goods supplied across state borders

The HSN classification and rate entry do not change merely because the customer is in another state, but the tax component may. Confirm the classification and effective rate first, then apply the interstate or intrastate and place-of-supply analysis to determine whether IGST or CGST with SGST or UTGST is reported.

Common lookup mistakes and fixes

Using only a product name

Problem: A broad name returns several headings or a misleading keyword match.
Fix: Add composition, form, use, packaging and technical specifications before searching.

Stopping at the HSN search result

Problem: The result is treated as the legally applicable rate.
Fix: Read the complete entry, conditions, exemption and current CBIC notification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on a printed or cached rate chart

Problem: The chart may predate an amendment, including changes described in the September 2025 PIB FAQ.
Fix: Use the chart only for orientation and confirm the notification and effective date on the supply date.

Mixing goods and services schedules

Problem: A goods HSN is used for a service, or a SAC description is used for a physical product.
Fix: Decide first whether the supply is goods, services or a combination, then use the corresponding classification resources.

Ignoring conditions or exemptions

Problem: A rate is copied without checking recipient, value, use, packaging or other qualifiers.
Fix: Copy every condition into the classification worksheet and show how the facts satisfy it.

Choosing the tax component from the seller address alone

Problem: The invoice uses IGST or CGST with SGST without a place-of-supply analysis.
Fix: Apply the relevant transaction and place-of-supply rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to preserve the decision

Problem: Staff cannot explain why a code was chosen after a rate change or audit query.
Fix: Store the description, code, notification, effective date, conditions and supporting documents with the product or service master.

A repeatable GST-rate worksheet

  1. Write the exact goods or service description.
  2. Attach specifications, composition, contract scope and intended use.
  3. List candidate HSN or SAC classifications from the GST portal and official schedules.
  4. Compare the full entry wording and eliminate candidates whose conditions do not fit.
  5. Check the current CBIC notification, amendments, exemptions and cess.
  6. Note the notification number and effective date.
  7. Determine interstate or intrastate treatment and the applicable place-of-supply rule.
  8. Record the conclusion, reviewer and review date.
  9. Set a reminder to recheck after a government rate announcement, classification change or change in the product or contract.

When professional advice is appropriate

Escalate when two HSN or SAC entries remain plausible, the supply is bundled, the exemption has conditions, the transaction involves unusual locations or recipients, a large amount is at stake, or a notification has recently changed. Give the adviser the same fact pack used in the portal search and ask for the classification, notification basis, effective date and component analysis in writing.

The most defensible answer is not the rate found fastest. It is the rate that matches the documented supply, the complete classification entry and the notification legally in force on the relevant date.
