GST Portal vs GST Suvidha Provider: Which Should Businesses Use?

Use the official GST Portal when you have a manageable number of invoices, a small team and want the government’s free filing route. Consider a GSTN-empanelled GST Suvidha Provider (GSP) when you need accounting-software integration, batch uploads, several GSTINs or users, workflow controls or delegated support. A GSP is optional, not a legal requirement. The taxpayer remains responsible for the accuracy and timely submission of every return, whether it is filed directly or sent through software.

What the GST Portal and a GSP actually are

The GST Portal

The GST Portal at https://www.gst.gov.in/ is the government’s Common Portal for core GST services. GSTN’s 6 January 2020 advisory identifies it as the only official government portal that issues GST Registration Numbers and provides services including return filing, refund applications, invoice uploads and supporting-document uploads. The same advisory says services provided on the Portal for different business entities are free of charge.

“Free” refers to GSTN’s own Portal services. It does not remove the cost of maintaining accounting records, paying a professional to help, or correcting errors caused by incomplete source data.

A GST Suvidha Provider

A GSP is an authorised intermediary that connects business software to the GST System. GSTN selects and empanels providers on criteria that include financial strength and information-technology capability. A GSP may offer a web application, desktop connector, application programming interface (API), import tools, validation, dashboards and support. The provider’s commercial agreement—not GSTN’s Portal pricing—sets any subscription, filing, integration or support charge.

GSTN’s historical 2020 advisory referred to more than 50 empanelled companies at that time. That number is not a current count. For a present-day check, use the current GSP Ecosystem page published by GSTN and confirm that the legal entity you are dealing with appears there.

How an ASP fits in

An accounting or tax application is often called an Application Service Provider (ASP). GSTN’s FAQ explains that an ASP routes client data through a GSP; the software company needs a GSP tie-up to push data to, or download data from, the GST System. In practical terms, your accounting software may prepare invoices and returns, while the GSP supplies the authorised technical connection.

Portal versus GSP: the decision at a glance

Decision factor GST Portal GST Suvidha Provider
Authority Direct official government interface Authorised or empanelled intermediary; current GSTN listing must be checked
Cost GSTN says Portal services are free of charge Provider may charge subscription, filing, support or integration fees under its agreement
Best fit Low-to-moderate volume, few users, simple workflows and staff who can file directly High invoice volume, several GSTINs or users, ERP/accounting integration and repeatable automation
Data entry Portal screens or the official Returns Offline Tool Software interface, imports, batch workflows and APIs where the provider supports them
Support GSTN help material and manuals Vendor support in addition to GSTN processes; service levels vary
Control and portability Fewer third-party dependencies because data is handled in the government interface Contract should cover retention, export, audit trail, permissions and exit procedures
Main verification Check that the address is exactly gst.gov.in Check the provider’s current GSTN ecosystem listing and legal identity; avoid look-alike portals

Is a GSP mandatory for GST filing?

No. A business can register and file through the GST Portal. GSTN’s GSTR-1 guide lists three preparation routes: enter data online on the Portal, upload data using the official Returns Offline Tool, or use a third-party application through a GSP.

CBIC rules allow registration information to be submitted on the Common Portal directly or through a notified Facilitation Centre. A Facilitation Centre or GST Practitioner can help a person complete a process, but that assistance does not turn a commercial software product into a government requirement.

The practical choice is therefore about workflow, not eligibility. A GSP can make a process faster or easier, but it does not create a separate class of GST return and does not transfer the taxpayer’s legal responsibility.

Which option is cheaper?

What is known about Portal cost

GSTN’s 6 January 2020 advisory states that services on the GST Portal are free of charge. There is no GSTN subscription fee for using the Portal’s core registration and filing facilities. Your internal costs—staff time, bookkeeping, review, internet access and professional advice—still exist.

What a GSP may charge for

GSP pricing is not a single government tariff. Depending on the agreement, a provider may bill for:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Access to a web or desktop application.
  • Number of GSTINs, users, branches or legal entities.
  • Invoice volume, API calls, bulk imports or additional filing periods.
  • Return preparation, assisted filing, reconciliation or notices.
  • Onboarding, migration, integrations and priority support.

Do not compare only the advertised monthly amount. Ask whether filing charges recur per return, whether inactive GSTINs are billed, whether exports cost extra and whether support is included during filing deadlines.

Data exit Data remains in the government system Export format, timing, fees and deletion after termination

When the GST Portal is the better choice

Start with the Portal when most of these statements describe your operation:

  • You have one or a few GST registrations.
  • Monthly invoice volume is modest enough for online entry or the official offline utility.
  • One person, or a small team, can prepare and review returns.
  • Your accounting system does not need a direct GST API connection.
  • You want the fewest vendor dependencies and no software subscription.
  • You are comfortable retaining your own invoice files and reconciliation workpapers.

The Portal is also a sensible baseline for a new registrant. The registration manual directs an applicant to the Portal, then to Services > Registration > New Registration. The process uses the business PAN, email address, mobile number and OTP-based verification. Once registered, the same government interface is available for core return and document services.

A direct-Portal workflow

  1. Open the exact gst.gov.in address and sign in with the authorised credentials.
  2. Keep sales invoices, credit and debit notes, purchase records, tax-period summaries and prior acknowledgements ready before entering figures.
  3. Choose the relevant return period and prepare the required sections online, or use the official Returns Offline Tool if repeated screen entry is impractical.
  4. Validate totals against the accounting records and resolve portal validation messages before submission.
  5. Have a second person review taxable value, tax amounts, amendments, place-of-supply details and customer GSTINs where your controls require it.
  6. Submit using the authentication method presented by the Portal and save the acknowledgement, return-period evidence and a copy of the submitted data.

The exact screens and validation rules can change. Follow the current GSTN guide shown for the return rather than relying on an old screenshot or a third-party tutorial.

When a GSP is worth considering

A GSP becomes more compelling when manual Portal work is the bottleneck rather than the filing fee. Evaluate one if you have:

  • Invoices generated in an ERP or accounting package that would otherwise be re-entered.
  • Several GSTINs, branches or legal entities requiring a consolidated view.
  • Multiple preparers who need role-based access and an approval sequence.
  • Large invoice volumes where import, batch validation and error reports save substantial time.
  • Recurring reconciliations, amendment tracking or audit-log requirements.
  • A need for operational support during return deadlines.

These are workflow advantages, not guarantees. A provider may support only particular forms, states, APIs, invoice limits or accounting versions. Get the supported scope in writing before migrating live data.

A typical GSP workflow

  1. Your accounting or ERP system produces invoice and ledger data in the format supported by the chosen application.
  2. The application validates fields, identifies missing GSTINs or tax codes and prepares the relevant return sections.
  3. An authorised user reviews exceptions, reconciles totals and approves the filing batch.
  4. The software sends or retrieves data through its GSP connection where the relevant GST service and API are supported.
  5. The user completes the required authentication on the GST System, checks the acknowledgement and stores an export of the final submission.

Automation changes how data is prepared and transmitted; it does not make the software the taxpayer. Your business must still preserve source invoices, review exceptions and meet the statutory deadline.

Choosing by business profile

Business situation Starting recommendation Reason to change course
New or micro business with one GSTIN and few invoices Use the Portal and official offline utility Repetitive entry or a need for a professional reviewer
Growing business with several hundred recurring invoices Pilot a GSP alongside your accounting system Import errors, unsupported forms or costs higher than saved staff time
Multi-state company with several GSTINs Compare GSP consolidation, permissions and export controls Provider cannot support every GSTIN, return or required API
Company with an internal tax team and strict controls Assess GSP audit logs, approvals and segregation of duties Insufficient logs, weak permissions or no reliable data export
Business wanting personal assistance rather than integration Consider a registered GST Practitioner You need software automation as well as human advice
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

How to verify that a filing website is authorised

Do not infer government authorisation from a logo, a “GST” word in a domain name or a search advertisement. Use this verification sequence:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Type the official Portal address yourself and bookmark it. The government address is gst.gov.in; a different spelling or extra domain is not the Portal.
  2. Find the provider’s legal company name, not just its product name, and compare it with GSTN’s current GSP Ecosystem listing.
  3. Ask for written confirmation of the empanelment or authorised relationship and the services covered. Historical references to “more than 50” providers from 2020 are not proof of current status.
  4. Request a list of supported forms, GSTIN limits, invoice limits, API functions, accounting integrations and filing periods.
  5. Obtain the full commercial and data-processing terms before uploading production invoices.

If a website promises that GSTN has endorsed its tax advice, guarantees that returns cannot contain errors or asks for Portal credentials without explaining the authentication flow, stop and verify independently.

Contract and security checks before connecting a GSP

A provider handling invoices and tax identifiers can affect confidentiality, continuity and audit evidence. Put these questions to the vendor:

  • Access: Can each staff member have a separate account, least-privilege role and promptly revoked access?
  • Authentication: Which credentials or tokens are stored, who can use them and when is taxpayer confirmation required?
  • Data location: Where are invoices, customer GSTINs, credentials, logs and backups stored?
  • Retention: How long does the provider retain uploaded data, rejected files and logs, and what happens after termination?
  • Export: Can you download invoices, return files, acknowledgements, error reports and audit logs in a usable, documented format?
  • Availability: What support channel and response target apply during a filing deadline, and what is the fallback if the service is unavailable?
  • Change management: How are GST rule, schema and API changes communicated and tested?
  • Subprocessors: Which other companies can access or process the data?
  • Liability: What does the agreement say about transmission failures, duplicate submissions, data loss and correction assistance?

Keep an independent copy of source records and final acknowledgements. A vendor dashboard is not your only archive.

Common failure modes and practical responses

Symptom Likely issue What to do
Invoices import but totals do not match the books Mapping, tax-code, amendment or duplicate-record error Stop submission, compare the rejected and accepted lines with the ledger, correct the source mapping and rerun validation
A GSP cannot transmit a particular return The provider does not support that form, API function or current schema Confirm scope in writing and use the official Portal or offline utility for the unsupported return
Several users overwrite one another’s work Shared credentials or inadequate permissions Move to named accounts, role-based access and an approval step; revoke shared credentials
The provider’s site is unavailable near the deadline Intermediary outage or connectivity problem Keep exportable source data and a Portal account so an authorised user can file directly when feasible
A website asks for payment to “activate” a GST number Commercial service or possible look-alike site Leave the site, enter the exact gst.gov.in address manually and verify any intermediary in GSTN’s ecosystem listing
You want to leave the provider No documented export or deletion process Exercise the contract’s export rights before termination and obtain written confirmation of data deletion where applicable

GSP versus GST Practitioner

These are different choices. A GSP is primarily a technology and transmission intermediary. A registered GST Practitioner is a person authorised to assist with specified GST work. If your main problem is interpretation, notices, reconciliations or a second-person review, a Practitioner may be more useful than software. If your main problem is repetitive data movement across systems, a GSP is the closer fit.

You can use both, but define responsibilities: who prepares the data, who reviews tax positions, who approves the final return, who authenticates submission and who keeps the evidence. Use the official GST Practitioner locator and verify registration rather than treating a generic “consultant” label as proof of authorisation.

A low-risk way to move from the Portal to a GSP

  1. Document the current Portal process, return calendar, source systems, reviewer and archive location.
  2. Choose one GSTIN and one filing period for a pilot; do not migrate every entity on day one.
  3. Export or retain the same invoice and return evidence you would keep for a direct filing.
  4. Run the GSP’s validation against the Portal-prepared figures and investigate every difference.
  5. Test permissions, authentication, error recovery, data export and support response before relying on the service for a deadline.
  6. After a successful pilot, set a written cutover rule and keep a Portal fallback account and current credentials.

Final selection checklist

  • Confirm whether your volume and number of GSTINs justify software.
  • Price staff time and professional review, not just the subscription.
  • Verify the provider’s current GSTN ecosystem status and legal entity.
  • List every return, API, import format and accounting integration you need.
  • Require role controls, audit logs, export and retention terms.
  • Define who reviews and authenticates each submission.
  • Retain source invoices, acknowledgements and independent backups.
  • Keep the official Portal as a fallback for unsupported functions or an intermediary outage.

For a small, straightforward operation, the GST Portal is usually the simplest and lowest-cost route. For a data-heavy or multi-entity operation, a verified GSP can justify its fee by reducing repetitive work and connecting the accounting system to GST workflows. In either case, choose the process your team can validate, document and recover when something goes wrong.
