Exporting under a bond or Letter of Undertaking (LUT) avoids paying IGST upfront and lets you seek a refund of eligible unutilized input tax credit (ITC). Paying IGST on the export requires cash first, after which you can claim a refund of the IGST paid.
Should you export under LUT or pay IGST? Base the decision on your working capital, available eligible ITC, whether you export goods or services, how quickly you can satisfy export or foreign-payment conditions, and your documentation controls. The IGST Act, Rule 96A, CBIC refund rules and invoice rules establish the mechanics, but they do not make one route best for every business.

What the two export options actually do
Exports that qualify as zero-rated supplies can be handled through either of two statutory routes described in the IGST framework:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Export under bond or LUT without payment of IGST: You furnish the required bond or LUT, export without charging and paying IGST on that export, and seek a refund of eligible unutilized ITC under the refund rules.
- Export on payment of IGST: You pay the applicable IGST on the export and then claim a refund of that IGST, subject to the applicable conditions and refund process.
The distinction is therefore not whether tax obligations disappear. It is when cash leaves your business and what amount forms the basis of the refund. LUT shifts the refund basis to eligible accumulated ITC. The payment route shifts it to the IGST actually paid on the export.

GST LUT versus IGST payment: side-by-side comparison
| Decision axis | Export under LUT or bond | Export on payment of IGST |
|---|---|---|
| Upfront cash | No IGST payment on the export under this route. | IGST is paid before the exporter claims its refund. |
| Refund basis | Eligible unutilized ITC, subject to the refund rules and calculation. | IGST paid on the export, subject to the refund rules. |
| Core compliance exposure | Rule 96A conditions for exporting goods and receiving service consideration in convertible foreign exchange must be tracked. | Tax payment and the related refund application must be completed correctly. |
| Primary documentation cue | FORM GST RFD-11, together with the prescribed LUT/bond export-invoice endorsement. | The prescribed export-invoice endorsement for supply on payment of IGST. |
| Best initial question | Can the business use the LUT route, satisfy its time-bound conditions and support an ITC refund claim? | Can the business fund the tax payment and would a refund of tax paid fit its cash and filing cycle? |
The cited legal material does not establish a universal processing-time advantage for either option. A route that looks faster on paper can still be delayed by incomplete records, mismatched returns, ineligible ITC or an unmet export condition.
How exporting under LUT or bond works
1. Furnish the LUT or bond before exporting without payment
Rule 96A requires a registered person using the no-payment route to furnish a bond or Letter of Undertaking in FORM GST RFD-11 to the jurisdictional Commissioner before export. Do not treat the LUT as an informal declaration made after the shipment or service invoice. Your internal procedure should confirm that the applicable undertaking is in place before the first export covered by it.

2. Put the correct endorsement on every export invoice
CBIC’s invoice rules prescribe a route-specific endorsement. For an export without payment of IGST under a bond or LUT, the invoice should carry:
SUPPLY MEANT FOR EXPORT UNDER BOND OR LETTER OF UNDERTAKING WITHOUT PAYMENT OF IGST
Use the prescribed wording rather than a casual phrase such as “zero-rated export” or “LUT shipment.” Confirm the other mandatory invoice particulars under the current invoice rule as well.

3. Claim only eligible unutilized ITC
The refund is not an automatic release of every amount appearing in your electronic credit ledger. CBIC’s refund rules provide a calculation for eligible unutilized ITC attributable to taxable goods or services exported without payment under bond or LUT. Inputs, input services, tax periods, turnover figures and other conditions can affect the amount that is refundable.
Reconcile purchase invoices, credit notes, books, returns and the credit ledger before filing. Keep a working paper that shows how the ITC included in the claim relates to the relevant zero-rated exports and excludes credits that are blocked, reversed or otherwise ineligible.
4. Monitor Rule 96A’s export and payment conditions
Rule 96A sets separate consequences when the conditions attached to the no-payment route are not met. In the rules update cited by CBIC:
- For goods, where the goods are not exported within three months from the date of the export invoice, the exporter is given a further fifteen days to pay the tax due and applicable interest, unless an extension is allowed.
- For services, where payment in convertible foreign exchange is not received within one year from the date of the invoice, the exporter is given a further fifteen days to pay the tax due and applicable interest, unless an extension is allowed.
These periods should be treated as control points, not as a substitute for checking the current consolidated rule. Maintain a shipment and invoice-ageing report for goods, and an invoice-to-realization report for services. Escalate approaching deadlines before they expire; discovering the issue after the period has run out can create tax and interest exposure.

5. Understand the cash-flow trade-off
LUT is usually more cash-flow friendly when the export value is large or the business cannot comfortably fund IGST until a refund arrives. No IGST is paid on the export itself, so working capital remains available for production, freight, payroll and new orders.
The trade-off is that the business may accumulate credit while waiting for an eligible ITC refund, and the refund amount is constrained by the refund rules. A company with little eligible ITC may not recover an amount equivalent to the IGST it would have paid under the alternative route. Model the expected eligible ITC, not the total ledger balance.
How exporting on payment of IGST works
1. Pay the tax on the export
Under this route, the exporter pays IGST on the zero-rated export and then claims a refund of the IGST paid. The payment is therefore a real, upfront funding requirement even though the intended outcome is a refund.

2. Use the payment-route invoice endorsement
CBIC’s invoice rule prescribes the following wording for an export made on payment of IGST:
SUPPLY MEANT FOR EXPORT ON PAYMENT OF IGST
Do not place the LUT endorsement on an invoice where IGST has been paid, or the payment endorsement on a no-payment export. An incorrect endorsement can create an avoidable reconciliation question even when the underlying export is genuine.
3. Claim a refund of IGST paid
The refund base is the IGST paid on the export, subject to the applicable rules and eligibility conditions. It is not a refund of all ITC accumulated in the business. Preserve evidence linking the tax payment to the export invoice and the relevant return records.
Paying IGST does not guarantee a prompt refund. The cited legal sources describe the route and refund entitlement but do not promise a universal processing time. Budget for a period in which both the tax payment and ordinary operating costs must be funded.
4. When this route can make practical sense
The payment route can suit an exporter that has adequate cash reserves, limited eligible unutilized ITC, or a preference for claiming the exact tax paid on identified export invoices. It can also be considered where the business’s controls make payment-and-refund reconciliation simpler than maintaining a large ITC-based claim.
That preference should be confirmed against current refund eligibility and the exporter’s filing history. A payment route chosen only because it appears administratively simpler can be expensive if cash is tight or the refund is delayed.

Which route suits common business situations?
Cash-constrained exporter
If paying IGST would force you to delay supplier payments, borrow unexpectedly or reduce production, LUT generally deserves first consideration. It avoids the export-level tax outflow. You still need to satisfy Rule 96A and prepare an ITC refund claim, so cash relief does not remove compliance work.
Exporter with substantial eligible ITC
LUT may be appropriate when regular domestic purchases generate eligible ITC that can support a refund claim. Confirm that the credit is eligible and attributable under the refund rules. A high electronic credit balance by itself is not proof that the entire amount can be refunded.
Exporter with little or no eligible ITC
Paying IGST may be worth evaluating when an ITC-based refund would be small because the business has limited eligible inputs or services. Compare the amount likely to be recovered through an ITC refund with the IGST that would be paid and reclaimed. The comparison must use eligible amounts, not gross turnover alone.
Goods exporter with shipment uncertainty
Goods exporters using LUT must monitor the Rule 96A export period. If a shipment is cancelled, delayed or not exported within the applicable period, tax and interest consequences can arise unless an extension is allowed. A business with frequent logistics uncertainty should build an exception process rather than assume every invoice will close normally.
Service exporter awaiting foreign-exchange realization
For services, the cited Rule 96A text links the no-payment route to receipt of payment in convertible foreign exchange within the specified period. Review customer contracts, expected collection dates and banking evidence before relying on LUT for long-credit customers. Escalate invoices approaching the one-year point.
Exporter prioritizing predictable funding
Neither route makes refund timing certain. The payment route requires a known tax outflow before the claim; LUT avoids that outflow but depends on eligible ITC and compliance with its conditions. Choose the funding pattern your treasury team can support during a delayed or questioned refund.
A practical decision process
- Confirm that the supply qualifies as zero-rated. Check the export facts, registration status, goods-or-services classification and any current restrictions before choosing a route.
- Separate goods and services cases. Goods have an export-period control under Rule 96A; services require monitoring of payment in convertible foreign exchange.
- Estimate eligible ITC. Review the credits expected to be available for the relevant period and remove blocked, reversed or unsupported amounts.
- Calculate the IGST funding requirement. For the payment route, estimate the tax that would leave the bank account and the operating cash needed while the refund is pending.
- Check your compliance capacity. Confirm that the team can furnish FORM GST RFD-11 before export, maintain invoice endorsements, reconcile returns and monitor deadlines.
- Choose one route for each transaction pattern. Document why the selected route fits the cash and evidence profile. Do not switch endorsements or payment treatment casually after invoicing.
- Prepare the refund file at the time of export. Store invoices, shipping or service records, return data, payment evidence and ITC workings together rather than reconstructing them months later.
- Review the current law before filing. The CBIC rules update cited for Rule 96A is older, and portal procedures can change. Verify the consolidated rule, applicable circulars and current filing instructions.
Documentation and control checklist
- Registration details and evidence that the supply is being treated as a qualifying zero-rated export.
- For LUT or bond exports, a completed FORM GST RFD-11 furnished to the jurisdictional Commissioner before export.
- The exact route-specific invoice endorsement: either
SUPPLY MEANT FOR EXPORT ON PAYMENT OF IGSTorSUPPLY MEANT FOR EXPORT UNDER BOND OR LETTER OF UNDERTAKING WITHOUT PAYMENT OF IGST. - Export invoices, amendments and credit notes reconciled with the relevant return period.
- For LUT claims, a schedule of eligible unutilized ITC and the calculation supporting the refund amount.
- For payment claims, proof that the IGST shown in the refund claim was actually paid on the export.
- A goods-export tracker covering invoice date, export date and any extension request.
- A services tracker covering invoice date, expected receipt and evidence of payment in convertible foreign exchange.
- Bank, logistics and customer records retained in a way that allows each refund line to be traced back to the export.
Common mistakes and how to correct them
Calling LUT “tax-free”
LUT removes the upfront IGST payment for the export; it does not eliminate export conditions, invoice requirements, return reporting or the possibility of tax and interest if Rule 96A conditions are not met.
Best Value
Assuming every ITC balance is refundable
The refund rules limit the claim to eligible unutilized ITC calculated under the applicable formula. Reconcile eligibility before promising a refund amount to management or a customer.
Using the wrong invoice phrase
The two prescribed endorsements signal different tax treatments. Correct the document process at source and have the tax reviewer check templates before invoices are issued.
Missing the export or payment deadline
Ageing reports should identify goods invoices approaching three months and service invoices approaching one year under the cited Rule 96A text. If an extension may be needed, address it before the deadline rather than after a notice or demand.
Promising a fixed refund timeline
The cited material does not establish a universal processing time for either route. Communicate that timing depends on eligibility, complete records, reconciliations and the applicable administrative process.
Relying on an old rules compilation
The CBIC PDF containing the cited Rule 96A wording is an older update. Before applying its periods or procedure to a current transaction, compare it with the latest consolidated rules, amendments and circulars.
When to obtain professional review
A GST practitioner or chartered accountant with export-refund experience can be useful when the business has accumulated ITC across several periods, mixed domestic and export turnover, late shipments, delayed service receipts, amendments to invoices or a potential Rule 96A breach. Ask the adviser to review the actual transaction documents, not just the preferred route.
For routine exports, a controlled accounting and invoicing workflow can reduce errors by linking invoice treatment, return reporting, payment evidence and refund calculations. Confirm that any software or service you adopt supports the current export fields and filing process; functionality and commercial terms change over time.

Choose LUT when preserving cash is important and you can support an eligible ITC refund while meeting the export and service-payment conditions. Consider paying IGST when you can fund the tax, have limited eligible ITC or prefer a refund based on tax paid on specific exports. In both cases, use the matching invoice endorsement, maintain evidence from invoice to refund and verify the current consolidated rules before acting.
