GST Invoice Requirements in India: What Businesses Must Include and Keep

This guide covers India’s GST regime under the Central Goods and Services Tax (CGST) Act and Rules. GST invoice requirements differ by country, so the checklist below should not be applied to Singapore, Canada, Australia or another jurisdiction.

For a normal Indian GST tax invoice, identify the supplier and recipient, assign a financial-year-specific serial number, describe the goods or services, show value and tax calculations, state place-of-supply details where required, indicate reverse charge when applicable, and sign or digitally sign the document. The document type, issue deadline and retention period depend on the transaction.

Choose the correct GST document first

A tax invoice is only one of several GST documents. Selecting the wrong document can make an otherwise complete form unsuitable for the transaction.

Tax invoice

Use a tax invoice for taxable supplies made by a registered person, subject to the exceptions in the CGST Rules. Rule 46 sets the particulars for a standard invoice, while Rule 54 and other provisions modify requirements for particular businesses or transactions. The official invoice rules are published by the Central Board of Indirect Taxes and Customs (CBIC).

Bill of supply

An exempt supply and a supply made by a person paying tax under the composition scheme generally require a bill of supply instead of a tax invoice. A bill of supply has its own particulars; do not simply delete the tax line from a tax-invoice template without checking the applicable rule.

Other documents

GST rules also cover receipt vouchers for advances, refund vouchers in relevant situations, and credit notes, debit notes or supplementary documents when an earlier document must be adjusted. In the circumstances allowed by the rules, one invoice-cum-bill of supply may cover taxable and exempt supplies made to an unregistered person.

Required particulars on a standard tax invoice

Rule 46 lists the following information, subject to Rule 54, notifications and transaction-specific provisions. The table translates each requirement into an implementation check.

Invoice element What to include
Supplier identity Legal name, address and GSTIN of the supplier.
Invoice number A consecutive serial number, in one or more series, unique for the financial year. The Rule 46 text on CBIC’s tax information portal states that the serial number cannot exceed 16 characters.
Issue date The date on which the invoice is issued.
Registered recipient Recipient name, address and GSTIN or UIN.
Unregistered recipient at the specified value For an unregistered recipient where the taxable supply value is ₹50,000 or more, include the recipient’s name and address, delivery address, state name and state code.
Classification code HSN code for goods or the Accounting Code for services. Notifications can prescribe which digits or classes need not be shown for a specified period, so do not assume one digit count applies to every taxpayer.
Description A description of the goods or services supplied.
Quantity and unit For goods, state quantity and unit or the applicable Unique Quantity Code.
Total supply value The total value of the supply.
Taxable value Value after discounts or abatements that affect the taxable amount.
Tax rates Applicable central, state, integrated, union-territory tax or cess rate, as relevant.
Tax amounts Amount of each tax charged.
Place of supply For an inter-State supply, show the place of supply and state name.
Delivery address Include it when the delivery address differs from the place of supply.
Reverse charge State whether the tax is payable under the reverse-charge mechanism.
Authentication Signature or digital signature of the supplier or an authorised representative.

Read the current CBIC invoice-rules page together with the Rule 46 text on the CBIC tax information portal. Notifications may relax a code requirement for a defined taxpayer class or period, but that does not remove the need to identify the supply clearly.

Numbering, copies and issue timing

Use a controlled financial-year series

Maintain a consecutive invoice series that is unique for each financial year and stays within the stated 16-character limit. Configure the accounting or invoicing system so users cannot accidentally reuse a number across separate series. Keep the numbering register with the invoices and related records.

Services: 30 days in the general case

For a taxable service, the general period described in Rule 47 is 30 days from the supply. Insurers, banks and financial institutions, including non-banking financial companies, have a specified 45-day period. Supplies between distinct persons and continuous or transaction-specific arrangements can have additional rules, so confirm the provision that applies to the service rather than applying one deadline to every invoice.

Goods: check the transaction-specific rule

The time for issuing an invoice for goods depends on the circumstances and the applicable Section 31 and rule provisions. There is no single goods deadline that safely replaces those rules. Continuous supplies, movement of goods and other special transactions can alter when the invoice must be issued.

Small-value supplies to unregistered customers

CBIC’s sectoral FAQ describes a narrow exception for a registered person supplying goods or services below ₹200 to an unregistered recipient: an individual tax invoice may be omitted only when the recipient does not ask for one, with a consolidated invoice issued at the end of the day. Both conditions must be present, and the current rule should be checked before relying on the exception. See the CBIC sectoral FAQ.

Paper copies and electronic workflows

The rules describe triplicate preparation for supplies of goods and duplicate preparation for services, with copies marked for the recipient, transporter where applicable, and supplier. This is a qualified paper-format instruction: electronic-invoice provisions and other notified methods can change the workflow for a particular business. A paper GST tax invoice book can work where paper documentation is permitted, but verify that its fields match the current rules and that it is suitable for your business’s electronic-invoicing obligations.

E-invoicing is conditional, not universal

The CGST Rules establish an electronic-invoice process for classes of registered persons notified by the government. GST registration alone does not establish that every business must e-invoice. Applicability depends on the latest notification, turnover conditions, transaction type and exclusions.

Before configuring a system, check the current CBIC notification against your legal entity, turnover measure, supplies and excluded categories. The electronic-invoice rule framework appears in the CGST Rules PDF. Because thresholds and exemptions can be amended, treat an old turnover figure copied from a software article as unverified until matched to the current notification.

How long GST invoices and records must be kept

Ordinary period: 72 months from the annual-return due date

Section 36 of the CGST Act sets the ordinary retention period at 72 months from the due date for furnishing the annual return for the year to which the records relate. The clock is therefore not simply six years from the invoice date. The statutory wording is:

“Every registered person required to keep and maintain books of account or other records in accordance with the provisions of sub-section (1) of section 35 shall retain them until the expiry of seventy-two months from the due date of furnishing of annual return for the year pertaining to such accounts and records:”

That sentence appears in Section 36 of the Central Goods and Services Tax Act. Check the current consolidated Act before relying on a quoted online extract.

Proceedings can extend the period

If records relate to an appeal, revision, another specified proceeding or an investigation, retain them until one year after final disposal or for the ordinary period, whichever is later. Keep the case reference and disposal date with the records so the extended deadline can be calculated.

What the records system should contain

CBIC’s accounts-and-records rules call for registers of tax invoices, credit notes, debit notes and delivery challans issued or received. Preserve the invoices and related records for the Section 36 period, including electronic backups and audit-trail information where applicable. The detailed requirements are on CBIC’s accounts-and-records rules page.

A practical GST invoicing workflow

  1. Classify the transaction. Decide whether it is taxable, exempt, composition-scheme activity, an advance, a refund or an adjustment. Select tax invoice, bill of supply, receipt voucher, refund voucher, credit note, debit note or another permitted document accordingly.
  2. Confirm the parties. Capture the supplier’s legal name, address and GSTIN. Determine whether the recipient is registered, has a GSTIN or UIN, or is unregistered. For an unregistered recipient at or above the specified value threshold, collect the additional state and delivery details before issuing the document.
  3. Assign the number and date. Use the controlled financial-year series and keep the serial within the permitted character limit. Record the issue date and preserve the numbering register.
  4. Describe and classify the supply. Enter the description, HSN or Accounting Code as applicable, and quantity and unit for goods. Check current notifications before deciding that a code or particular digit count can be omitted.
  5. Calculate the taxable base. Show total supply value, discounts or abatements that affect taxable value, applicable tax rates and each tax amount. Separate central, state, integrated, union-territory tax and cess where relevant.
  6. Complete location and liability fields. Add place of supply and state name for an inter-State supply, delivery address when different, and the reverse-charge indication when applicable.
  7. Authenticate and deliver. Apply the supplier’s or authorised representative’s signature or digital signature. Issue within the deadline for the specific supply and retain the required copies or electronic records.
  8. Archive for retrieval. Store the invoice with related vouchers, adjustment documents, delivery challans and register entries. Maintain backups and audit-trail information, and apply the Section 36 retention calculation to the relevant annual-return year.

Paper forms versus invoicing software

The choice is a workflow decision, not a ranking of brands. Evaluate each option against the compliance work your business actually performs.

Decision factor Paper invoice book or form GST invoicing or accounting software
Required fields Fields must be printed or handwritten correctly for every supply type. Templates can enforce supplier, recipient, classification, value, tax, location and reverse-charge fields.
Number control Staff must maintain the financial-year series manually. The system can control series assignment and preserve an invoice register.
E-invoice process Paper alone may not satisfy a notified electronic-invoice requirement. Check whether the system supports the applicable e-invoice workflow and current exclusions.
Retention and backup Requires secure physical storage and a separate backup method. Requires configured backups, access controls and preservation of audit-trail data.
Corrections Corrections generally require the appropriate credit, debit or supplementary document rather than obscuring the original. Look for controlled correction workflows that preserve the original and link the adjustment document.
Volume Can suit a low-volume operation where paper issuance is permitted. Usually better suited to frequent invoices, multiple users, recurring supplies and searchable records.

Failure points to check before issuing

  • Wrong document type: An exempt or composition-scheme supply is put on a tax-invoice template. Reclassify the supply and use the bill-of-supply particulars.
  • Uncontrolled numbering: A number is reused or a new financial year continues an old series without a documented series change. Review the register and configure a unique financial-year series.
  • Incomplete recipient data: A registered recipient’s GSTIN or an unregistered recipient’s required state and delivery information is missing. Capture the party data before finalising the invoice.
  • Taxable value does not reflect discounts: The invoice shows a total but not the post-discount or post-abatement taxable value. Reconcile the calculation and display both values.
  • Inter-State details are absent: The invoice omits place of supply and state name for an inter-State transaction. Add the required location fields and verify the tax type.
  • Reverse charge is not identified: The liability treatment is unclear. Mark whether reverse charge applies and retain the supporting transaction record.
  • Electronic requirement is assumed or ignored: A business relies on a generic turnover article instead of the current notification. Check the notified class, transaction type and exclusions before choosing paper or electronic issuance.
  • Records are deleted too early: Files are counted from the invoice date and removed before the annual-return-based period expires. Calculate retention from the relevant annual-return due date and extend it when proceedings or investigations apply.

Examples of applying the rules

Inter-State sale to a registered customer

Use a tax invoice containing both parties’ legal details and GSTINs, the financial-year serial number and date, goods or service description and classification, quantity where goods are involved, total and taxable values, the applicable integrated-tax details, place of supply and state name, delivery address if different, reverse-charge status, and authentication.

Supply to an unregistered customer at or above the specified value

In addition to the normal supply description and value information, obtain the recipient name and address, delivery address, state name and state code required for an unregistered recipient at the specified value. Do not omit these fields merely because the customer has no GSTIN.

Exempt service by a composition taxpayer

Do not issue a standard tax invoice showing GST. Select the bill-of-supply format and apply the particulars prescribed for that document. If an advance, refund or later adjustment occurs, use the corresponding voucher or adjustment document rather than altering the original record.

Where to verify changes

Use the CBIC invoice-rules page for Rule 46, Rule 47 and related document provisions; the CBIC tax information portal for the Rule 46 text; the CGST Rules PDF for the electronic-invoice framework; the CGST Act for Section 36; and CBIC’s accounts-and-records rules for registers, backups and audit trails. Recheck notifications before publication or system changes, particularly e-invoicing applicability, HSN or Accounting Code requirements, exceptions and transaction-specific deadlines.
