For a covered movement in India, first check the applicable exemption and state rules, then confirm who must generate the e-way bill and complete the required transport details before the goods move. The general threshold is a consignment value exceeding ₹50,000—not a universal rule for every good or intrastate movement. Use this checklist alongside the current CGST/SGST rules, notifications and live portal instructions.
Does this movement need an e-way bill?
Under CGST Rule 138, a registered person generally needs to furnish e-way bill information before a covered movement of goods where the consignment value exceeds ₹50,000. The rule covers movement in connection with a supply, movement for a reason other than supply, and inward supply from an unregistered person. The applicable notification may exempt particular goods or movements, and states can prescribe different requirements for intrastate movement. Check the rule and relevant notification for the goods and route rather than treating ₹50,000 as a universal exemption line. See CBIC’s CGST Rules, 2017 and the GST e-Way Bill portal.

- Check whether the movement falls within a rule-based or notification-based exemption.
- For a value at or below ₹50,000, the rule permits e-way bill generation in specified circumstances; a below-threshold consignment is not automatically barred from having one.
- Check state-specific requirements for intrastate movement and any special treatment for the goods.
Who should generate the bill?
Identify the person causing the movement and the responsible generator before preparing dispatch documents. Depending on the transaction, the registered consignor, registered consignee or transporter may generate the bill. If a registered person does not generate it and the goods are handed to a transporter, the transporter may need to furnish the information. An unregistered transporter must enroll on the e-way bill portal before generating bills for customers. Consult the current GSTN e-way bill FAQ for the portal workflow.

Before dispatch: complete the transaction and transport details
- Gather the supporting document. Use the tax invoice, bill of supply, bill of entry or delivery challan appropriate to the movement. The generator needs the document details and relevant transporter ID, transport document number or vehicle number.
- Check transaction and party details. Verify supplier, recipient, HSN, document number and date, value, and addresses against the underlying document. For an unregistered party without a GSTIN, the current portal FAQ instructs users to enter “URP” in the GSTIN field.
- Represent the actual transaction correctly. Bill-to/ship-to and bill-from/dispatch-from cases require billing-party details to be distinguished from the actual ship-to or dispatch-from address. Follow the portal’s documented fields and the e-way bill API documentation for these cases.
- Complete Part B when required. For road movement, enter the vehicle details. For rail, air or ship, enter the transport document number as applicable. A Part A slip is a staging record, not a completed movement bill where Part B is required. The portal FAQ describes limited short-distance exceptions; check those instructions for the specific movement.
- Enter a defensible distance. Validity is calculated using the approximate distance entered. Portal/API checks may use PIN-code data and can flag cases where system distance data is unavailable; verify the route and the live portal response.
During transit: carry documents and keep Part B current
The person in charge must have the invoice, bill of supply or delivery challan, as applicable, and a copy of the e-way bill or its number. The number may be carried electronically; under CBIC Rule 138A, it can also be mapped to an RFID device where notified. GSTN’s FAQ says the person in charge may quote the number to an officer. Keep the underlying document available with the consignment.
#1 Best Overall
Keep Part B aligned with the conveyance actually carrying the goods. Update transport information through the portal process when a vehicle changes, a trans-shipment occurs or a breakdown requires a different conveyance. The current transporter or generator may update details in the circumstances described in the portal guidance; update before proceeding under the applicable process.
For multiple consignments carried in one conveyance, a consolidated e-way bill can serve as the trip document where appropriate. It does not replace the individual e-way bills or reset their validity periods.

Validity: regular goods, ODC and the distance conflict
The current GSTN FAQ states one day of validity for every 200 km or part of 200 km for regular cargo, and one day for every 20 km or part for over-dimensional cargo (ODC). The clock starts when the first Part B entry is made; subsequent Part B entries do not recalculate the initial validity. Apply the portal’s displayed expiry and day/midnight rules to the bill.
| Movement type | Current GSTN FAQ validity basis |
|---|---|
| Regular cargo | One day for each 200 km or part thereof |
| Over-dimensional cargo (ODC) | One day for each 20 km or part thereof |
There is conflicting older official material: the CBIC rules page and older FAQ content still surface earlier 100-km wording or a superseded-looking validity table. GSTN’s portal homepage says Notification No. 94/2020 changed ordinary validity from 100 km per day to 200 km per day effective 1 January 2021, and the current GSTN FAQ also gives 200 km per day for regular cargo. For a specific movement, confirm the current applicable legal instrument and live portal guidance rather than relying on the older table.

If the trip is delayed or validity expires
An extension is intended for exceptional circumstances, not as a routine substitute for correct planning. The GSTN FAQ identifies events such as natural calamity, law-and-order problems, trans-shipment delay or a conveyance accident. If the goods will not reach the destination within validity, use the portal’s extension facility and provide the current location, remaining distance, updated transport details and a specific reason, following the live instructions.
Do not assume an expired bill can simply continue to be used. Check the portal procedure and applicable rules for the consignment before further movement; the permitted next step depends on the circumstances and the current system process.

If an e-way bill is wrong or the movement is cancelled
A generated e-way bill cannot be edited. GSTN’s FAQ says the available correction route is to cancel it and generate a new bill with correct details. Cancellation must be within 24 hours of generation and is not available if the bill has already been verified in transit. If goods will not move, or the actual movement differs from the recorded details, cancel and regenerate as appropriate before proceeding; a cancellation alone is not a valid replacement for the bill needed for the actual movement.

Deemed acceptance does not correct inaccurate transport or transaction information.

Portal changes to check before relying on a saved workflow
Portal validations can change. GSTN announcements describe additional generation validations and rail-mode restrictions effective 2 December 2025, as well as document-date constraints announced in December 2024, including 180-day generation and 360-day extension controls. The API documentation carries workflow-specific validation notes; do not assume every note applies to every transaction.
GSTN also announced a relaxation of total invoice amount validation for certain HSNs effective 1 February 2026 under Notification No. 20/2025-Central Tax. A 30 July 2026 announcement said proposed changes relating to e-way bill closure functionality and mandatory ship-to GSTIN were kept on hold; do not treat those proposals as current mandatory requirements on that basis. Check the portal announcements, applicable notification and live validation messages for the transaction at hand.
