Short answer: these are three different GST documents. An e-invoice is the supplier’s covered tax invoice authenticated on the Invoice Registration Portal (IRP). A self-invoice is issued by a registered recipient for specified reverse-charge supplies received from an unregistered supplier. A payment voucher is issued by the recipient when paying a supplier in a reverse-charge case. Reverse-charge liability alone does not automatically require the recipient to generate an e-invoice.
The three documents at a glance
| Document | Issuer | Trigger | Main function |
|---|---|---|---|
| E-invoice | Supplier issuing a covered tax invoice | The taxpayer and document fall within the notified e-invoice mandate | Authenticates the supplier’s invoice through the IRP and returns an IRN and QR code |
| Self-invoice | Registered recipient liable under the applicable reverse-charge provision | Receipt of a covered reverse-charge supply from a supplier who was unregistered on the date of receipt | Documents the inward supply for the relevant reverse-charge transaction |
| Payment voucher | Registered recipient liable to pay tax under reverse charge | Payment to the supplier | Records the payment-stage document duty; it does not replace a self-invoice where that is also required |
The statutory wording for recipient-issued documents appears in section 31 of the Central Goods and Services Tax Act. The exact reverse-charge categories and any exceptions must be checked against current notifications because the scope of section 9(4) has changed over time.

What an e-invoice is—and what it is not
An e-invoice is not a new kind of supply document that the recipient creates after a reverse-charge purchase. It is an authentication process applied to an already prepared invoice. Under the IRP process, the supplier generates the standard invoice in its accounting or billing system, submits the required data to the portal, and receives an Invoice Reference Number (IRN) and QR code.
The GSTN IRP mandate page states that the mandate applies at an aggregate annual turnover (AATO) of ₹5 crore or more, measured in any preceding financial year from 2017–18 onward, with the cited threshold effective from 1 August 2023. That is a published applicability point, not a guarantee that every taxpayer or every document is covered. Exempt classes, document types, registration status and later notifications must be checked before deciding that an invoice needs an IRN.

For invoices covered by Rule 48(4), the IRP guidance explains that the printed invoice carries a QR code containing the IRN. The same guidance includes reverse-charge status among the invoice particulars. In practical terms, the supplier’s invoice should clearly indicate whether tax is payable under reverse charge, as required by the GST invoice rules.
Supplier workflow for a covered e-invoice
- Determine whether the supplier, GSTIN, transaction and document type are within the current e-invoice mandate.
- Create the normal tax invoice with the prescribed particulars, including the reverse-charge indication where applicable.
- Submit the invoice data to the IRP through the permitted integration or portal mode.
- Validate the returned IRN and QR code, then issue the authenticated invoice to the recipient.
- Preserve the original invoice data, IRN response and any cancellation or amendment records in the accounting file.
None of these steps turns the recipient into the issuer of the supplier’s invoice. If the recipient has a separate self-invoice or payment-voucher obligation, that obligation must be tested independently.
When a registered recipient issues a self-invoice
Section 31(3)(f) concerns a registered person receiving a supply for which the recipient is liable to pay tax under reverse charge. The commonly described case is a covered taxable supply from a person who was unregistered on the date of receipt. The recipient raises the self-invoice on receipt, documenting the inward supply in its own records.
CBIC’s Sectoral FAQs describe self-invoicing for covered goods or services from an unregistered person located in India and for services supplied by a person located outside India. They also explain that section 9(4) has been suspended or modified by notifications over time. Therefore, an unregistered vendor by itself is not enough to create a self-invoice duty: the supply must fall within a currently notified reverse-charge category and the recipient must be liable under that provision.
Self-invoice timing
The CBIC explanation links the self-invoice to the date of receipt. Set a control in the purchase process so the receipt date is captured separately from the date the purchase order was approved, the invoice was entered, or the supplier was paid. A late accounting entry does not change the statutory trigger.
Information to capture
Use the applicable tax-invoice particulars for the self-invoice, including supplier and recipient identification, description and value of supply, tax rate and amount, place-of-supply information where relevant, and a clear indication that tax is payable under reverse charge. The exact particulars should be checked against the current invoice rules and the nature of the transaction.

Does a self-invoice automatically become an e-invoice?
No automatic conversion occurs merely because the transaction is under reverse charge. E-invoicing is governed by a separate mandate that tests the taxpayer and document. A recipient should not submit a self-invoice to the IRP simply because it has issued one; first verify whether the current notification and IRP scope cover that document. Conversely, a supplier’s covered invoice does not disappear because the recipient is also preparing an RCM document.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWhen a payment voucher is required
Section 31(3)(g) requires a registered recipient liable to pay tax under reverse charge to issue a payment voucher at the time of making payment to the supplier. The trigger is the payment event, not the date on which the supply was received or the date on which tax was deposited with the government.
CBIC’s FAQ uses payment to a foreign supplier of services as a practical example. In that situation, the recipient may have a self-invoice duty linked to receipt of the service and a separate payment-voucher duty when the supplier is paid. The two documents have different dates and purposes, so one should not be used as a substitute for the other.
What a payment voucher proves
The voucher records that the recipient made payment to the supplier in a reverse-charge transaction. It is not a challan, cash-ledger entry or proof that GST has already been paid to the government. Keep payment date, supplier details, amount, tax treatment and the underlying supply reference aligned so the voucher can be reconciled to the purchase and bank record.
Payment before receipt or in instalments
Where the applicable rule requires a voucher, issue it at each payment event or in the manner supported by the current rules and accounting controls. A deposit, advance or instalment should be reviewed separately because the payment date and the supply-receipt date may not be the same. Do not assume that one year-end voucher can replace contemporaneous payment documentation.

Foreign services and imported goods are not the same case
Transaction classification matters. CBIC’s FAQ says that, in the described imported-goods situation, the bill of entry supports the import and a self-invoice is not needed. It treats services received from a foreign supplier separately, describing self-invoicing for the service and a payment voucher when payment is made.

This distinction prevents a common error: applying the documentation pattern for imported goods to imported services, or assuming that every cross-border purchase uses the same GST document. Confirm whether the item is goods or services, where the supplier is located, the place of supply, the applicable reverse-charge notification and the relevant customs documentation before issuing anything.
A practical decision path
- Identify the supply. Record whether it is goods or services, domestic or cross-border, and the supplier’s registration status on the date of receipt.
- Test reverse-charge liability. Check the current notification and statutory provision; do not rely solely on the supplier being unregistered.
- Check the supplier’s invoice duty. If the supplier is issuing a covered tax invoice and the e-invoice mandate applies, the supplier follows the IRP process.
- Check recipient documents. For a covered section 31(3)(f) case, issue the self-invoice on receipt. For a section 31(3)(g) case, issue the payment voucher when paying.
- Check import evidence. For imported goods, reconcile the bill of entry; for imported services, review the separate self-invoice and payment-voucher requirements.
- Reconcile reporting. Match the document dates and values to the reverse-charge liability reported for the applicable tax period.
| Example fact pattern | Likely document question | Control point |
|---|---|---|
| Registered supplier issues a covered invoice | Supplier tests e-invoice applicability | Recipient does not create an e-invoice solely because the supply is under RCM |
| Registered recipient buys a notified RCM supply from an unregistered Indian supplier | Self-invoice on receipt; payment voucher when payment is made if the payment-voucher provision applies | Confirm the current section 9(4) notification and retain receipt evidence |
| Registered recipient receives services from a foreign supplier | Self-invoice on receipt and payment voucher at payment, where the cited provisions apply | Keep service-receipt, contract, currency conversion and payment records together |
| Registered recipient imports goods | Bill of entry is the import document in CBIC’s described situation | Do not issue a self-invoice without checking the exact transaction classification |
Reverse-charge payment, input tax credit and record controls
A document obligation and a tax-payment obligation are separate. The CBIC/NACIN reverse-charge flier dated 8 August 2017 states: “Any amount payable under reverse charge shall be paid by debiting the electronic cash ledger.” That wording should be read with the current GST Act, rules and notifications, because the flier is an older explanatory document.
Eligible input tax credit is a separate question from issuing an invoice or voucher. The same flier discusses credit after payment, but current eligibility, blocked-credit rules, tax-period reporting and documentary conditions must be checked before claiming credit. Do not treat a self-invoice, payment voucher or IRN as automatic proof that credit is available.

Common mistakes and how to correct them
Assuming every RCM transaction needs an e-invoice
RCM determines who pays tax; e-invoicing determines whether a covered invoice must be authenticated through the IRP. Run the separate e-invoice applicability test.
Issuing a self-invoice for every unregistered purchase
Section 9(4) scope is notification-dependent. Verify the notified supply category and recipient liability before creating the document.
Using the payment voucher as the self-invoice
The self-invoice is linked to receipt, while the voucher is linked to payment. If both duties apply, maintain both documents and cross-reference them.

Ignoring the supplier’s status date
The statutory description refers to whether the supplier was unregistered on the date of receipt. Preserve a GSTIN check or other evidence for that date.
Treating imported goods and foreign services identically
Use the bill-of-entry treatment for the imported-goods situation described by CBIC and separately assess foreign-service documentation.
Calling a voucher a tax-payment receipt
A payment voucher documents payment to the supplier. Reverse-charge tax payment is a separate electronic-cash-ledger and return process.
