Moneycontrol reported on 24 August 2026 that the CBIC had formed a working group to consider the idea. The reviewed sources establish neither formal approval nor an effective date.
What is being proposed?
The reported proposal would bring the administration of audits and investigations for multi-state businesses under one PAN into a more unified framework. Moneycontrol attributed the details to unnamed sources; they are not yet a published legal change. The report said those sources expected a working-group report in August and possible introduction within six months. Those were expectations reported at the time, not an approved rollout schedule.

The stated aim is to reduce fragmented, state-by-state handling of proceedings. The report describes a possible change in who coordinates or handles audits and investigations; it does not describe a single GST registration or a new consolidated return.
Will centralised audits change registrations or routine returns?
No, according to the unnamed source cited by Moneycontrol: businesses would continue to have state registrations and file routine returns state by state. That account is provisional, not a rule published in a statute or government notification. Businesses should not infer that the proposal would remove state-specific filing or other local compliance obligations.

How would the proposal differ from current audit coordination?
India’s GST Council Secretariat already has a Model All India GST Audit Manual that discusses coordinated joint audits for taxpayers with the same PAN operating across multiple locations or tax administrations. It proposes committee coordination and selection based on agreed criteria or risk parameters, including GSTN data. This is procedural model guidance, not proof that CBIC’s newer reported proposal has been approved or that one authority already handles every such audit.
| Question | Reported proposal | What the official model manual says |
|---|---|---|
| Who coordinates proceedings? | A more unified handling of audits and investigations is under consideration, according to Moneycontrol’s unnamed sources; final design is not established. | Coordinated joint audits may be arranged through a committee for taxpayers operating across jurisdictions. |
| What proceedings are covered? | The report refers to audits and investigations; the final scope is not established. | Guidance concerns joint audits; it does not establish the scope of the reported proposal. |
| Do state registrations and routine returns remain? | Yes, according to the source quoted in the report; final rules are not established. | The manual discusses audit coordination, not a change to registration or return filing. |
| What is its legal status? | Working-group consideration was reported; formal approval, a legal instrument and an effective date are not established. | Model procedural guidance, not evidence of approval for the newer proposal. |
What could change for businesses?
Moneycontrol reported concerns that firms may face proceedings in multiple states, requests for similar records and inconsistent views. Manoj Mishra, Partner and Tax Controversy Management Leader at Grant Thornton Bharat, described the problem as “duplication of proceedings, inconsistent positions by tax authorities, repetitive data submissions and avoidable compliance costs.” This is an expert’s characterization, not an official finding.

If a unified process is adopted, central coordination could reduce repeated requests and improve consistency. The scale of any savings is unknown: the outcome depends on the final scope and how audits, investigations and other departmental proceedings are brought into the framework. Rahul Shekhar, partner, indirect tax, Nangia Global, likewise said the extent of savings could not yet be assessed and would depend on the final scope and modalities.
For now, businesses can keep state-wise transaction, return and audit records organised, but should not treat new software, a centralised filing process or altered compliance obligations as requirements of this reported proposal. Specific obligations should be checked against final rules and professional advice.

What does the survey data show?
Deloitte India’s GST@9 release of 23 June 2026 reported that 61% of survey respondents favoured a unified and harmonised audit process. The survey received 1,096 responses from leaders across eight industries. This indicates the preferences of those respondents; it does not establish the view of all Indian businesses or predict the Council’s decision.

The reviewed sources do not establish formal CBIC or GST Council approval, the exact proceedings that would be covered, the legal instrument, an effective date or a transition process. Nor do they quantify how many multi-state firms would be affected or how much audit costs might fall. Until formal details are published, registrations and filing obligations should be assessed under existing applicable rules rather than assumed to change.
