India’s GST Council is expected to consider a package of compliance changes at its October 8, 2026 meeting, including a simplified registration route for some small e-commerce sellers, protection for eligible buyers’ input tax credit when a supplier defaults, and a reported ₹10,000 threshold for certain demand notices. As of October 7, these are proposals or reported agenda items—not changes businesses can rely on as law.
What could change for small e-commerce sellers?
The Economic Times reported on October 4, 2026 that small sellers without premises in every state could be allowed to use an e-commerce platform’s warehouse as their registered place of business in additional states. The proposal is aimed at reducing the burden of registering and completing separate processes across multiple states.

| Issue | Reported proposal | What is not yet established |
|---|---|---|
| Seller’s state footprint | A seller could use a platform warehouse in states where it has no physical premises. | Exact eligibility criteria and the detailed operating rules are not stated in The Economic Times’ October 4, 2026 report. |
| Home-state checks | Physical verification and Aadhaar authentication would take place in the seller’s primary state. | The final verification process is not stated in The Economic Times’ October 4, 2026 report. |
| Additional-state registration | Platform consent could support registrations in other states without further officer interaction. | The consent mechanism, documentation and implementation date are not stated in The Economic Times’ October 4, 2026 report. |
The Economic Times estimated that the proposal could affect roughly 9.5 lakh small sellers. That is a media-reported estimate, not an official Council count. Separately, the GST Council Secretariat’s record of its 56th meeting says the Council had approved in principle the concept of simplified registration for small suppliers using e-commerce operators across multiple states; detailed modalities were still to be placed before the Council. That earlier in-principle step does not establish that the specific warehouse route is now operational.

Could a genuine buyer keep input tax credit if a supplier does not pay GST?
Reports say the Council may consider protecting a buyer’s input tax credit (ITC) when the buyer has a valid invoice but the supplier fails to remit the tax. Under the reported approach, recovery would be directed at the defaulting supplier rather than automatically falling on the buyer. The proposal responds to uncertainty and disputes faced by buyers when a supplier does not comply.

The reports do not establish the final safeguards, evidence requirements or legal wording. An invoice alone should not be treated as a confirmed guarantee of ITC under current law; buyers should check the applicable rules and final legal text before relying on any change.
Would GST notices below ₹10,000 be stopped?
The Economic Times reported that the Council may consider a ₹10,000 minimum threshold for demand notices, with prior intimation for larger demands. It also reported that low-value cases account for nearly 20% of litigation volume while contributing an insignificant share of revenue. Those figures are attributed to the outlet’s sources, not to an official published statistical release.

BusinessToday reported that the proposed threshold could close about 1.23 lakh pending show-cause notices and nearly 11,800 first appeals. It also said the measure might apply to pending adjudication and appeals. These are reported possibilities and media estimates; the Council has not established the threshold’s scope or treatment of existing cases in the material available by October 7.
What other GST compliance proposals are being reported?
Returns for some small businesses
BusinessToday reported a possible option for businesses with turnover up to ₹5 crore that supply only to unregistered B2C customers: file an annual return while making quarterly payments. The outlet estimated that about 16.66 lakh small traders could be affected. Neither the option’s final eligibility conditions nor the estimate is confirmed by an official decision.

Arrest and prosecution provisions
The New Indian Express reported that the agenda may include removing GST arrest provisions and distinguishing fraud from genuine compliance failures. BusinessToday separately reported possible changes to prosecution, including raising the prosecution threshold from ₹1 crore to ₹5 crore, decriminalising nine offences and changing sentences for 24 others. These details remain attributed media reports; they do not establish which offences or penalties would change, or when.
Services supplied through overseas branches
The New Indian Express also reported a possible clarification on whether services supplied through an Indian company’s overseas branch qualify as exports. The report does not establish the proposed wording or the resulting tax treatment.

What is confirmed, and what should businesses do now?
Finance Minister Nirmala Sitharaman said in remarks reported by Business Standard on September 16, 2026: “Not yet at 3.0. In 2 itself we are doing it.” Her statement framed process reforms as part of GST 2.0; it did not confirm any of the specific measures above. The October 8 meeting date is from later reporting by The Economic Times, The New Indian Express and BusinessToday, and supersedes the October 7 date in Business Standard’s earlier report.

Until official recommendations and the necessary notifications or amendments establish what was adopted and when it takes effect, sellers should follow their current registration requirements, buyers should continue to assess ITC under current rules, and taxpayers should respond to notices within applicable deadlines. A reported proposal is not, by itself, a basis to change a filing or dispute strategy.
