GST Compliance Changes: What Small Businesses and Suppliers Need to Know in Canada, Australia, New Zealand and India

GST compliance depends on the country, the kind of supply and the business’s status. There is no single global registration threshold or invoice rule. Canada’s small-supplier test, Australia’s GST-turnover threshold, New Zealand’s record-keeping framework and India’s e-invoice and invoice-management changes are separate regimes—not one checklist. Confirm the rules that apply where your business operates before changing how you register, invoice or file.

How the rules differ by country

The figures and dates below come from the named tax authorities’ guidance or portal notices. They describe different legal tests and processes, so the turnover amounts are not directly comparable.

Jurisdiction and source Registration or coverage point Compliance change or action
Canada — Canada Revenue Agency (CRA) Most businesses remain small suppliers while taxable supplies do not exceed $30,000 over four consecutive calendar quarters, subject to the CRA’s calculation rules and special cases. Once registered, charge and collect GST/HST, file returns and remit tax collected. Returns for reporting periods beginning in 2024 or later must be filed electronically.
Australia — Australian Taxation Office (ATO) An enterprise generally needs to register when its GST turnover reaches $75,000 or more. The ATO says registration is due within 21 days once required. Check the ATO’s turnover calculation and registration guidance; the threshold is Australian and should not be substituted for another country’s test.
New Zealand — Inland Revenue The cited registration guidance says a business does not need to register merely because it starts operating. A threshold amount is not stated in that guidance. From April 1, 2023, taxable supply information and related record-keeping requirements replaced the former tax-invoice requirement. Existing documents that met the former rules do not need wording changes solely to adopt the new terminology.
India — GST Network Invoice Registration Portal and GST portal The e-invoice reporting deadline applies to taxpayers with aggregate annual turnover of ₹10 crore or more, effective April 1, 2025. Covered taxpayers must report e-invoices within 30 days of the invoice date; the portal rejects later reports. Invoice Management System functionality for certain credit notes and invoice or debit-note amendments applies prospectively from the October 2025 tax period.

What the rules mean for your transaction workflow

1. Establish which regime applies

Identify the country whose GST rules govern the business and supply. Then check business type, supply type, registration status and the relevant turnover calculation. A figure used by one tax authority cannot determine whether a business must register in another jurisdiction.

2. Verify registration and the start date

Do not treat a threshold as the whole rule. In Canada, the timing depends on how and when taxable supplies cross the small-supplier threshold: exceeding $30,000 in a single calendar quarter has a different timing path from exceeding the threshold across four consecutive quarters without exceeding it in one quarter. Use the CRA’s small-supplier guidance to work out when registration and charging obligations begin. In Australia, the ATO says an enterprise that is required to register must do so within 21 days. Apply the appropriate local rule rather than waiting for a year-end review.

3. Set up charging, records and returns

For a registered Canadian business, the CRA identifies three core duties: “Charging and collecting the GST/HST; Completing and filing a GST/HST return; Remitting (paying) the tax you collected.” Eligible registrants may also be able to claim input tax credits. Keep transaction records that support the return and any credits claimed. In New Zealand, focus on retaining the required taxable supply information; the terminology change does not by itself require a compliant business to relabel its documents.

4. Add any required e-invoice reporting or recipient review

In India, a taxpayer covered by the ₹10 crore aggregate annual-turnover rule needs a process to report each applicable e-invoice within 30 days of its invoice date. The portal’s October 2025 Invoice Management System changes also matter to recipients reviewing certain credit notes and invoice or debit-note amendments: reconcile supplier documents and related changes against the recipient’s own records, using the GST portal’s applicable actions.

What suppliers and customers should check

Compliance is shared across a transaction. A supplier should confirm its registration status, apply tax where required, provide the transaction information required in its jurisdiction and retain records supporting its filings. A customer or other recipient should check supplier documents and reconcile credits or amendments against its own accounting records. The precise document fields, reporting windows and recipient actions vary by local rules; an invoice format that works in one country may not satisfy another country’s requirements.

  • Confirm the supplier’s registration status and whether the supply is taxable under the applicable rules.
  • Check that the document contains the transaction information required locally; do not assume every jurisdiction still uses the same formal “tax invoice” terminology.
  • Match invoices, credit notes and amendments to the transaction and the recipient’s records.
  • Track any separate reporting deadline, including India’s 30-day e-invoice window for covered taxpayers.
  • Keep records that support the figures reported on returns and any tax credits claimed.

Canada’s registration-access change in 2026

From July 14, 2026, the CRA says Business Registration Online is available only through a CRA account. This is a change to the access route for registration, not a change to the small-supplier threshold. Businesses preparing to register should use the CRA account route and consult the CRA’s current registration guidance for their circumstances.

What to do before changing your process

  1. Pin down the jurisdiction. Identify where the business and supply are subject to GST rules.
  2. Check the relevant tax authority’s test. Review how it defines turnover or taxable supplies, any exceptions, and the date registration is required.
  3. Map the transaction steps. Determine who charges tax, what information must accompany or be reported for a supply, and what the recipient must reconcile.
  4. Update only the affected workflow. Adjust registration access, record retention, reporting or invoice review where a rule actually applies; do not redesign documents solely because terminology changed.
  5. Verify current guidance before acting. Threshold calculations and deadlines are jurisdiction-specific, and the authority’s current instructions control.
