GST 2.0 is a reported package of proposed changes to India’s goods and services tax system, not a confirmed set of new rules. Reports published on October 4–5, 2026, said the GST Council was expected to consider changes to input tax credit, refunds, registration, returns, e-way bills and enforcement at its October 7 meeting. The available official information does not confirm that the Council adopted the package or that any change has taken effect.

What is GST 2.0?

“GST 2.0” is the label used in recent news coverage for a possible package of GST compliance reforms in India. The proposals described in reports focus less on changing tax rates and more on how businesses claim credit, receive refunds, file returns and deal with enforcement.

The GST Council is the forum where the Centre and states deliberate on GST matters. Its recommendations are not, by themselves, proof that a rule has changed: a proposal may need a formal recommendation and then the relevant legal amendment, notification or rule before it becomes operative. The Council’s role and voting framework are explained on its official website.

As of October 7, 2026, reports described the package as something the Council was expected to consider. The Council’s official “What’s New” search results reviewed for this article did not establish the outcome of that meeting. The proposals below should therefore not be treated as current taxpayer entitlements.

What GST changes is the Council considering?

More input tax credit for selected business costs

Reports said the package could expand or clarify input tax credit (ITC) for selected expenses and business inputs. Examples mentioned include employee health and life insurance, outdoor catering, telecom towers, pipelines outside factories, certain free samples and destroyed expired goods, and vehicles seating up to 13 people, along with related insurance, maintenance, leasing or hiring.

These are reported possibilities, not confirmation that credit is currently available or will be allowed in every case. The reports do not establish final conditions, exclusions or safeguards. A business should not change its ITC claims on the basis of these headlines alone.

Refunds, including for inverted duty and capital inputs

The Economic Times reported a proposal under which tax paid on certain plant and machinery and input services could be refunded in monthly instalments over five years. That is a reported proposal about specified inputs—not a blanket new refund right.

India Today separately reported possible faster or automated refunds for exporters and businesses facing inverted duty, and a possible change to the refund formula to include input services. The final formula, eligibility rules and implementation details were not established in the reports.

Protection when a supplier defaults

The reported package could protect a bona fide buyer when a supplier fails to deposit tax, with recovery directed at the defaulting supplier. The reports do not spell out the conditions for qualifying as a bona fide buyer, the evidence required, or the legal mechanism. Until those details are official, this should not be read as a settled exemption from existing requirements.

Simpler registrations, returns and e-way bills

Reported process changes include simpler registration, wider use of biometric Aadhaar authentication, more flexible return corrections, invoice-data-assisted auto-population and rationalised e-way bill rules. These could reduce repetitive compliance work if adopted, but none is established as a live change by the material available for this article.

Export and sector-specific treatment

India Today reported possible changes affecting IT and IT-enabled services supplied to overseas branches, goods sold to foreign buyers but delivered to an Indian special economic zone, and alignment of export-payment treatment with Reserve Bank of India rules. These are sector-specific proposals as reported; their scope and final treatment remain unconfirmed.

Penalties and litigation

Coverage also described possible rationalisation of penalties in non-fraud cases, standardisation of show-cause notices and higher prosecution thresholds. The reports do not establish the proposed thresholds or the text of any amendments.

Will GST 2.0 allow more input tax credit?

It may, if the reported proposals are adopted and implemented, but there is no confirmed expansion of ITC in force based on the available information. The examples in reporting cover selected costs and inputs; they do not amount to a general relaxation of credit rules. Eligibility would depend on the final legal text and its conditions.

For now, businesses should continue to determine claims under the rules currently applicable to them. Do not claim credit for insurance, vehicles, catering, samples or other named items solely because they appeared in coverage of the proposed package.

Will GST arrest powers be removed?

Removal of GST arrest powers was reported as a matter for Council consideration, not as a confirmed change in law. The Indian Express reported that even a Council decision would need to be followed by legislative changes before arrest provisions could be removed.

The same report said that prosecution and arrests for intentional fraud and deceit could proceed under the Bharatiya Nyaya Sanhita. That is a source-attributed description of what might apply, not an official, settled statement of the legal outcome. The practical effect would depend on the final legislation and how it interacts with other laws.

The Indian Express reported 887 arrests among 72,393 GST offence cases handled by central GST formations from 2021–22 to 2024–25. This figure is attributed to the newspaper’s report and should not be treated here as an independently verified official statistic.

When will the new GST rules come into force?

No effective date is established for the reported package. The October 4–5 reports said the Council was expected to consider it on October 7, 2026; they do not establish adoption, final drafting or commencement. A Council recommendation and the required legal instruments are distinct steps.

To verify whether a particular change is in force, look for the Council’s official recommendation and then the applicable amendment, notification or rule published by the relevant authority, such as the Central Board of Indirect Taxes and Customs or the Gazette of India. The Council’s official page is available at gstcouncil.gov.in/about-gst-council; the official “What’s New” search page reviewed did not confirm the October 7 outcome: gstcouncil.gov.in/search/node.

  • For ITC, check the final eligibility provisions rather than relying on the list of examples in news reports.
  • For refunds, check whether the measure covers the relevant input, sector and period, and whether it changes eligibility or only the timing of payment.
  • For enforcement, wait for the enacted amendment and its commencement provisions before treating arrest powers as removed.
