In Andhra Pradesh in September 2025, Lanka Dinakar urged officials and traders to help GST 2.0 benefits reach consumers through coordinated implementation and public awareness. The “shift from enforcement to facilitation” framing captures that emphasis; available reports do not establish that Dinakar used those exact words.
What Dinakar said about GST 2.0
Reports in The New Indian Express and The Hindu identify Dinakar as chairman of Andhra Pradesh’s 20-Point Programme Implementation Committee. They describe him calling on officials and traders to ensure consumers benefit from the GST changes and urging broader awareness of those benefits.

The practical point was that a policy change does not automatically translate into a lower price at the shop. Making the intended benefit visible to consumers depends on implementation and on traders passing through any applicable tax reduction.

The New Indian Express reported that the 56th GST Council meeting decided to move from four slabs—5%, 12%, 18% and 28%—to two: 5% and 18%. That is the newspaper’s account of the decision; the available reporting here does not include an official rate notification. “GST 2.0” is the label used in news coverage, not an established name for a separate legal instrument.

Will traders pass the benefits on to consumers?
Dinakar’s reported appeal makes traders’ participation central: he called on them to pass on GST 2.0 benefits. But the reports do not verify that every trader did so, measure retail price changes, or establish how much households actually saved. A changed tax rate and a lower consumer price are related but distinct outcomes; prices can also reflect other costs and market conditions.
Accordingly, the reports support describing pass-through as the responsibility Dinakar emphasized, not as a measured or universal result. They provide no named, dated statistic documenting realized household savings.

Here, facilitation is best understood as a description of Dinakar’s reported emphasis on making reforms work for people: officials and traders should implement the changes, and consumers should know about the intended benefits. The available accounts do not establish “shift from enforcement to facilitation” as his direct quotation or as a formal change in GST enforcement policy.

An Economic Times report published October 8, 2026, about the 57th GST Council meeting described a facilitation-oriented agenda involving compliance, registration, refunds, input tax credit and enforcement. That subsequent policy context should not be read back into Dinakar’s September 2025 remarks.
