Some GST compliance changes could ease registration for small e-commerce sellers and protect genuine buyers’ input tax credit (ITC) when a supplier fails to remit tax. These are reported proposals, not approved rules: the GST Council is scheduled to discuss process reforms at its October 7, 2026 meeting, and no final conditions or start date for the specific measures had been announced as of October 4, 2026.
What is proposed, and what has been confirmed?
Union Finance Minister Nirmala Sitharaman said process reforms, including discussion of e-invoicing and ITC rules, would be taken up under GST 2.0. Business Standard quoted her describing the reforms: “Not yet at 3.0. In 2 itself we are doing it.” That establishes the topic is on the Council’s agenda; it does not confirm approval of the detailed proposals reported separately by The Economic Times.

The reported measures include a possible marketplace-warehouse registration route for some e-commerce sellers, protection for a genuine buyer’s ITC if a supplier does not pay tax, and steps to curb low-value tax litigation. No final legal text, implementation notification, eligibility rules or effective date for these proposals was available as of October 4, 2026. Business Standard’s report on the October 7 meeting and The Economic Times’ account of the reported proposals describe different parts of that picture.

How could the warehouse proposal help e-commerce sellers?
The Economic Times reports that a seller might be allowed to register a platform-managed warehouse as a place of business in a state where the seller has no physical premises. Under the reported design, the seller would undergo physical verification and Aadhaar authentication in the home state, then seek registrations in additional states with the e-commerce platform’s consent. The aim would be to avoid repeating interactions with tax officers in each additional state.

Alternatively, you can opt for AAA batteries, providing you with the freedom to use the scale anywhere, even in places without electrical outlets.
This is not a blanket exemption from GST registration for online sellers. Whether a seller could use the route would depend on conditions that have not been published, including eligibility and any supply or turnover limits. Platform consent, access to the warehouse and record-keeping responsibilities are also practical questions the available report does not settle.
What would change for a buyer claiming ITC?
The reported proposal would protect a legitimate buyer’s ITC even if the supplier failed to remit the tax. The report does not define “genuine” or say what documents a buyer would need, how disputes or recovery would work, or whether the credit would be protected in every such case. Buyers should not change their invoicing, payment or return practices on the assumption that this protection is already in force.

What does the low-value litigation proposal mean?
The Council may consider curbing low-value tax litigation, according to The Economic Times. The report gives no monetary threshold and does not describe the procedural mechanism, so it is not yet possible to say which disputes would qualify or how they would be handled.

GST 2.0 is also used for an earlier package of rate reforms. The government says measures approved at the 56th GST Council meeting took effect on September 22, 2025: the principal rate structure moved to 5% and 18% slabs, with a 40% rate for luxury and sin goods. That earlier change does not mean the compliance proposals expected to be discussed in October 2026 have been adopted. The Press Information Bureau’s GST overview also lists existing compliance measures:

The government counted 1.65 crore registered GST taxpayers as of May 2026. A separate Press Information Bureau factsheet reported more than 1.68 crore as of July 31, 2026. Those are snapshots for different dates, not estimates of how many people the new proposals would affect. The available accounts provide no named estimate of affected sellers or buyers, the value of ITC that might be protected, compliance savings or litigation reduction. The July factsheet gives the later taxpayer count.

Wait for the Council’s October 7 outcome and any implementing notification before treating these measures as operative or changing filing practice. In particular, sellers need final eligibility, state-registration and platform-consent rules; buyers need the actual ITC test and documentation requirements. The reported litigation measure also needs a threshold and procedure before taxpayers can assess whether it affects a dispute.
